09/105  Dominic Maxwell-Batten – Community Emergency Planning

Mr Maxwell Batten introduced himself and his colleague from Teignbridge. He then went on to explained the purpose for emergency planning and gave example of why it may be used.  Currently 30% of Devon’s parishes have emergency planning committees which are necessarily made up of parish councillors there are many who have volunteers that then report back to the parish council.  By 2012 it is hoped that 50% of parish will have a plan.  There will be workshops running from March 2010 to explain and help develop plans.

Q:  Fallen trees on to highways?

A: initially contact highways, if the tree is on the verge most likely a DCC Highways responsibility and they will remove.  If it is on private land again Devon Highways may authorise a private contractor and all debris must be offered back to owner.

Fallen trees on power lines must be dealt with by authorised contractors ONLY.

Q: is there a legislation or requirement for parishes to have an emergency plan?

A:  at this stage it is only advisory.

Councillors agreed that this parish would probably need two committees for the upper and lower parts of the parish.

Chairman asked councillors to consider this for future debate.

 

09/106  To confirm the minutes of the last meeting 28th of July 2009

These were signed as a true record.

 

09/107  To report matters arising from the minutes not on the agenda.

Chairman reported that the play area had now been cleared of weeds. 

Highways responded to notification for the gravel on the highway emails received and circulated

Mud and water dealt with and today is clear. 

There is a proposal within DNPA that if a parish council feels strongly about a planning application they may allow a slot for them to speak.

The price of TDC to sweep the play area in Liverton would be £20 travel and £20 per hour. Chairman asked if the councillors wanted to do this, councillors felt this was too much and suggested we put a package together for all the areas include on agenda for October meeting to create tenders and request then.

TDC have given the clerk information about actions that could be taken for abandoned untaxed vehicles.  A local resident has cleared weeds around the wall at the car park in Ley Crescent.  A councillor has agreed to remove the debris.

 

09/108  PUBLIC FORUM

Mr Bardell noted weeds are still growing on the edges of pavements in Liverton; the sweeper brushes them when the weeds are in full seed then spreads seeds and more weeds grow.  Clerk to enquire when the village sweeper is in Ilsington and Liverton and give the complaint to them.

Mr Miners concerns about activities in the woods near Middlecott hill.  The DNPA enforcement officer has visited the area. His report will come to the parish council in due course.  Mr Miners enquired if a change of use application has been received for a building at bottom of Middlecott hills originally it was a kiln, now it seems to have work being done on it.

Mr Bardell asked about a house at Cummings Cross which is having a large shed erected in the garden he is not aware of a planning permission being given.  The clerk will investigate.

It has been noted that another shed has been erected in the field next to the Ilsington Hotel it was discussed whether planning permission was needed.

Mr Gibson enquired about hedge trimming guidelines and Mr Retallick explained that there is strict guidance and that is the reason why certain hedges are cut in a particular way.

 

09/109  Business brought forward by the Chairman.

Free play equipment at Little meadow.  Clerk explained the recent meeting and the concept of the new area.

Clerk – meet with Hannah and Joe re environmental structure want to build low tyre bank with a play feature in centre and seating.  Plant the tyre wall with sympathetic plants low and child friendly – remind councillors about attending youth club to have input in design of structure with children.

 

09/110  To receive reports from District, County Councillors and Police Officer.

None were present but the councillors’ wand to raise awareness of extra parked cars

between post office and benedict’s bridge which park on the pavement restricting access

for wheel chair access.

Mr Noon noted the road marking on road near Blackpool school that now allows parking

on the bridge.  He explained a new imitative for children using speed camera and

interviewing speeding drivers.

 

09/111  Ley Crescent Car Park

It was suggest that a sub committee should meet to look at all the issues that concern this area.

Messrs Noon and Westaway and clerk will meet and also make a list to be included in a

tender.

 

09/112  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

NO COMMENTS REQUIRED FOR INFORMATION ONLY

Report on drainage at Pottery Yard, Liverton

Revised plan of new gate and stile and assumed line of drains.

Mr Noon has spoken to cavana and they have agreed that they do need to address this issue and suggest this is done by using a pipe down the road which will run into the brook.  The application will probably go to November meeting.

 

Grant of Planning Permission

·        8 Summerhill Crescent, Liverton – Rear extension and alterations to roofline including conversion of loft

·        22 Shapley Way, Liverton – Crown lift and part reduce for oak and one willow adjacent to property.

 

09/113  To receive reports from Parish Councillors on outside bodies.

Mr Miners cannot attend the TALC meeting on Thursday Mr Bardell may attend.

Mr Gibson has spoken to the architect for the Candy Farm applications and plans have been submitted and a planning officer has visited the site to look for solutions to move this project forward.
