07/114  To report matters arising from the minutes not on the agenda.

Audio loop for Ilsington Village Hall does not need to be installed as these can be hired from TDC.

07/116  To receive reports from District, County Councillors and Police Officer.

Although Mr Christophers was not present he made sent a report via the clerk that there will be a meeting on Thursday to look at the rural housing initiative he will attend to highlight the need for more housing in rural areas.

 

On Tuesday 13th November a further public inquiry will be held with regard for the development at Drumbridges if anyone wishes to attend please contact Mr Christophers.  This should be discussed at the October meeting.

 

Mr Barker informed the meeting that the local development frame work at Teignbridge District Council had collapsed therefore they were using national guidelines which means less housing provision because the national figures do not represent this areas needs. Now is a good time to highlight the greater need of housing especially in the rural areas.  There is a cluster group starting which will be working towards this goal and the clerk will get more information to involve this parish.

The question was raised that will the lack of local framework have an impact on the service station issue?  Mr Barker reported that it has been a long ongoing issue and the highways department have been working on this for a very long time and the proposed development will still go on to the public inquiry.  The recent hold ups on Drumbridges have been reported.

The flooding in Ley Crescent has been reported again and Mr Barker has received new photos showing the problem, this will be added to the highways maintenance list.  However it will not receive urgent attention.

 

07/117  PUBLIC FORUM

Mr Gibson asked if it would be possible for a direction post be put up for Ilsington Playing Fields.

 

07/118  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

1.      Proposed single storey rear extension and add two chimneys to roof ridge, plus refurbish swimming pool at Thurlecot, Haytor. No objection

Grant of Conditiona Planning Permission

·       Simms View, Ilsington  - Replacement of PVCu windows

·       Beaumont Ingsdon Manor – Single storey extension

Appeal

Refused for conversion of existing garage to forma a studio

 

07/119  To receive reports from Parish Councillors on outside bodies.

Mr Gibson reported that Ilsington Village Hall committee wishes to make several alterations for the hall including a committee room, fire escape and storeage.  They have already received a grant from rural aid, as well as several other places.

Mr Retallick reported the new National Park Executive started work this week and is living in this parish and his children attending the local schools.

Mr Noon attended training with Mr Miners and reported on some of the issues raised. He recommended the good councillor guide to all councillors and suggested we should all have new copies?  Mr Noon then went on to suggest the council could have a to do list which we could be working on and towards and review at each meeting and as completed add more and suggested that every councilor could come back with ideas at the next meetings Mr Noon would be happy to lead this idea. This could be based loosely on the village appraisal.

Mr Retallick agreed this was a good idea but suggested that not too many ideas should be worked on at a time councillor s agreed.

Mr Bardell has received a letters suggesting meetings should be held to oppose the closure of post offices.  However this cannot be started until the closure dates have been published.  It was it agreed to discuss at a later date.  Mr Barker informed the meeting that on the gov website has information on how these measures will that place and he will send the link to the clerk.
