You are hereby summoned to attend a meeting of Ilsington Parish Council Planning Committee meeting to be held at Ilsington Village Hall on Tuesday 15th August 2006 which begins at 7.30p.m. for the purpose of transacting the following business.

1. To consider planning applications received from Teignbridge District Council and Dartmoor National Park Authority up to and including the 11th July 2006.
a) Conversion of derelict barn to provide ancillary accommodation to farmhouse at Little Sigford Farm, Sigford, Bickington. No objection
b) Renewal of planning permission 2005/02615/FUL for siting of eight portacabins and stationing of two additional portacabins at Moor View School, Stapelhill Road, Liverton. No objection
c) Proposed Small timber shed to tools and mower for upkeep of area at land adj Heatherdown, Haytor. No objection
d)
Consideration of a existing fence
at Little Courtyard, Liverton. The councilors did not find this fence
obtrusive and felt that it did not affect vision along this part of the road.
e) Proposed extension supporting solar panels at 55 Summerhill Crescent, Liverton.. No objection
f)
Outline erection of a trunk road
service area, a three storey 80 bed budget hotel and a single storey
restaurant/pub with associated car parking and proposed new access requiring
diversion of the A382 (approval sought for means of access). The
Councillors did not have an objection to this application however there were a
few issues raised and a letter written raising awareness of the need to improve
Drumbridges, build a cycle path bridge, and improve the slip road from Liverton
and Newton Abbot. They also requested
notification of any public meetings or committee meetings were this application
would be considered.

Mrs Smith has spoken
to Mr Hobbs (Enforcement Officer at TDC) with reference to the Paintball Park,
he advised her that Carol Walter has placed an enforcement notice on the Park to
remove the cafe signs and cease trading. Mr
Barker confirmed that the Paintball Park is in our parish therefore we should
receive all information concerning this site; Mr Christophers will liaise with
Ms Walter to ensure this happens.
06/253 Urgent business brought forward by the Chairman.
The Chairman has received a letter from Mrs Williams (Ilsington Village Hall Committee) with reference to the new kitchen in the village hall, she asks for the loan as discussed previously with this council. A letter from DEFRA was enclosed assuring the council the grant money will be paid to them and gives a timetable for payments. She is asking for £4933.90 all councillors agreed and congratulated the committee for the standard of work in the new kitchen. The councillors then discussed a grant of approx £950 for this work to come from the amenity fund.
06/254 Report from Mr Bill Allen DNPA Ranger
Mr Allan reported from a meeting held with Mr Gibson and Mrs Retallick who walked along the paths which were queried in previous meeting. He gave a full explanation as to why the path has moved slightly over time because of wear and tear on the land. He has spoken to the land owner who was not happy for further works to be done.
The bridle path at Look Weep Farm the owners have asked for a diversion and work is being carried out.
The bridle path and bridge at Birchhanger, these too have suffered from erosion and work is being planned to repair this. Mr Squires suggested a local land owner may help with providing rocks he will liaise with Mr Allan. It was suggested that regular reports like this would be useful and informative.
06/255 To receive reports from District, County Councillors and
Police Officer.
Mr Christophers reported that officers from TDC have been out to look at the car park at Ley Close and agree there were cars being repaired and asked the owner to remove them. This situation hasn’t changed and Mr Christophers will report it again. Any resurfacing or bay markings will not take place as there is not enough funds available.
The Local Development Framework meeting is the day after our next full council meeting, and Mr Christophers urges the council to comment. Mrs Retallick will notify Mr Christophers of the council’s comments as soon as possible.
Mr Barker asked the council for there comments about the Trunk Road Service Station. He informed the meeting that there isn’t a budget for a bridge to be built for a cycle track but engineers have been looking at the water culvert which goes under the road as an option for the track.
Mr Barker has asked for keep clear paintwork on Drumbridges near the slip road at Liverton because the build up of traffic on the roundabout recently has been very heavy.
The local service officer Graham Heath retires soon and Bob Jones will take the post temporarily.
Mr Barker reported that local hospitals are about to reopen and urges local communities to use the clinics at there local hospitals and Newton Abbot, if not we will loose them.
Mr Blackhurst apologised for not having a report from the police but the computers have not been working.
06/256 PUBLIC FORUM
Mr Bardell received a comment form a parishioner that part of the old A38 does not have street lights – there followed a discussion but no further action required.
Mrs Windsor reported that due to a high hedge in Ley Close the street light was covered and part of the footpath. The council will firstly contact the owner then if necessary contact the highway department and then the planning office.
Mr Gibson reported there seemed to be an increase of large vehicles using Trumpeter because there navigation systems were sending them on unsuitable roads. He asked if signs could be used to discourage these vehicles from using these roads. Mr Barker will investigate this problem.
Mrs Smith noticed the signs to Widecombe Fair were sending traffic up through Ilsington, it was generally understood the traffic goes via Bovey Tracey and wondered why the route has been changed. It was decided to write to Widecombe Fair committee and the Police for a response.
Traffic congestions was noted outside
Ilsington School, the clerk will write to the school governors.
Mrs Smith advised the meeting that it is planned to repair the wall shortly and
the parents will then have to park elsewhere.
Traffic congestion in Liverton was then discussed, the council will write to the local land owner to gage the feeling of releasing land for parking purposes.

Mr Westaway reported that at the bottom gate of Ilsington Playing Field a pedestrian gate has been fitted. The gate at the higher side of the Playing field has been damaged and the committee will discuss this at there next meeting.
