The purpose of the meeting was to consider planning application from Teignbridge District Council and Dartmoor National Park.
a) 3 Leat Meadow , Liverton. Extension to rear and first floor extension over existing garage. No objection
b) Lounston, Ilsington. Agricultural dwelling No objection
c) Birchanger , Ilsington. Detached garage with playroom over and alteration to roof of house. No objection
d) Izzys Diner Shute Park
Erection of pitched roof additional storey over existing dwelling to provide four bedroom and bathroom. No objection
e) Pitts Plantation, Newton Abbot
Retention of use of woodland for the playing of paintball games.
Objection. The
councilor pointed out that there is an excessive amount of tracks, two storey
buildings have been erected, a diner is in operation. A larger area has been
made for car parking. These things have
been added and no permission seems to have been sought. There is also a worry that continuous
temporary planning applications will eventually lead to a claim of a permanent
structure.

Mr Pepperell was in attendance this amendment was made then these were signed as a true record.

To report matters arising from the minutes not on the agenda.
Bench outside P Carrett residence has been repaired and he would like reimbursement, the clerk investigated and agreed that based on past minutes this bench is the responsibility of the parish council and therefore should stand the repair costs. Mrs Smith proposed we pay the full £65, this was agreed.
Mr Barker made inquires with regard to the gate at Trago footpath and an officer from DCC visited the site and suggested it was the owner’s responsibility to maintain.
The cattle grids and the damaged fences have been reported to DCC however they have still not been repaired and the clerk will contact Highways with regard to the Moorland Hotel and Green Lane grids.
Fallen tree at Lewthorn Cross has been reported. Mr Barker suggested that Roy Wills should liaise with the clerk regarding these points.

Urgent business brought
forward by the Chairman.
Broadband clerk made
investigations for broadband, and found tiscali cheapest £14.99.
The BT bill would be reduced if broad band was installed. Mr Christophers
suggested the clerk speak to Lyn McKilerin at TDC ask about any offers will
discuss again next month.

To receive reports from District, County Councillors and Police Officer.
Mr Barker reported
that DCC have a low budget for highway maintenance. Primary Care Trust being re structured within Devon the new
proposal is that there will only be one structure and doctors will have the
money to send patients to specialists. Local
hospitals are not under threat; the bureaucracy costs must be cut.
Hopefully the patient service will be better.
Mr Barker has become
a member of the Improvement and Efficiently board for saving costs throughout
DCC.
Mr Christophers
informed the council of the Teignbridge Corporate Plan and suggested we took a
close look for types of funding that might be useful.
The goals post have
arrived and this time next week they will be concreted in.
Mr Christophers says there are two sets of posts which he will store
unless there is another place needs it. He
has taken advice for the correct measurements and siting for the post at Little
Meadow. It has also been suggested
that this area should be kept under review as for its usage.

PUBLIC FORUM
Complaints have been
received from the Summerhill area that the weeds are a problem the clerk was
assured by the lengths man that they have been sprayed off – Mr Barker has
also raised this same point with the local service office and the weeds should
be removed. Mr Barker will chase this problem.

Little Meadow – Purchase of a picnic table
Mrs Smith was
disappointed with the turn out for the opening of Little Meadow.
However there were Mum’s there with their children and found out that
Mum’s have been using the area on the way home from school, and asked about
having a seating area there which could be used for picnics.
Mrs Smith proposed that we buy and a picnic table.
There followed a discussion about what sort to buy and it was decided to
buy a wooden one now and investigate how much a concrete or other material bench
would cost. Mr Barker suggested we
should approach Trago to purchase the wooden one which would need to go onto a
concrete base and fix with steel pegs. Councillors
all agreed and will do as soon. Mr
Mansfield will be in charge of working party to organise it.

Mr Bardell informed
the meeting that he will not be able to continue to attend the TALC meetings
because of increased work loads. The
next meeting is about the gypsy and traveller sites update. Mrs Smith asked if
any other councillor could make this commitment and could they consider it for
the next meeting.
Mrs Smith attended a
meeting at Liverton Village Hall committee and reported that they are very
proactive. Already they have
redecorated the kitchen and re varnish the floor. Good news from TDC and DNP the railing for around the hall do
not need planning permission, they will match with the railings opposite at the
old pottery, one quote in already for approx £4000. Mr Westaway suggested there may be others wanting to quote
for this job and will contact the Chairman.
A new web site has been set up www.livertonvillagehall
also thought about using a professional fund raiser. They have received complaints about the bus shelter, a
request was received to remove it and a discussion continued that people use it
therefore should remain there.
