04/105  To accept apologies for absence

04/106  Declaration of interest in items on the agenda.

Councillors were advised to sign the declaration book

 

04/107  To confirm the minutes of the last meeting 27th July 2004

Amendments were made to the attendance record then the minutes were signed.

 

04/108  To report matters arising from the minutes not on the agenda.

The weeds have been removed from the play area at Ley Crescent a lot of the repairs have been completed to the equipment however all the wood chips have been removed and a decision will need to be made on what to do next.

Planning permission has been granted for Little Meadow and more quotes for the fencing have been requested.  Councillor Christophers is pursuing funding options.

Accounts have been received back from the Auditors and no action is needed.

Mrs Smith asked about the X39, no further information has been received and the clerk will write again to stagecoach.

 

04/109  Urgent business brought forward by the Chairman.

04/110  To receive reports from District and County Councillors and Police Officer.

Mr Christophers sent a report which was read out.

 

04/111  PUBLIC FORUM

Both members of public had come to observe the meeting and gain information from items on the agenda.

Mr Bardell reported about hedges along Old Liverton Road, Ramshorn Down and various other locations which had not been cut.  Also the need for some verges to be trimmed – the clerk will contact the local services office.

PCC requested the dog warden patrol the Church yard.

Extra Notice boards – It was agreed that I Mansfield will put them up at Green Lane and possibly at Ilsington Post Office.

Grit bins are still needed on Knapmoor Hill

 

04/112  Update on the Play area at Ley Crescent, Liverton/ Little Meadow, Liverton.

The chairman thanked the councillors for helping to tidy up at the play area in Ley Crescent.  Mr Page asked if this matter could be debated and he commented that the council was responsible to keeping this area in good repair which had not been done.  If this area was to be given up by the council the land would revert back to ownership of TDC.  This licence between IPC and TDC was discussed.

Mrs Smith reported that she had had a good response from Liverton Village Hall committee for moving the play area within the ground of the hall, but details need to be discussed and funds found.  Mr Bardell suggested Leader+ could help with matched funding up to £3000. 

Mrs Smith proposed the old play area should be refurbished and the plans for a new area within the village hall ground be started immediately.  Mr Page seconded the proposal and the council voted:- 4 against (Messrs Gibson, Pepperell, Squire and Westaway) 2 in favour( Mr Page and Mrs Smith) 3 abstained( Bardell, Foster and Mansfield)  However the all the councillors agreed a new area within the ground of the Village Hall must be moved forward quickly and this must be made known.

 

The planning application at Little Meadow has been successful and Mrs Smith showed the meeting a picture of a shelter and the price was discussed along with getting goal posts from Devon County Football Association 5 aside posts would be adequate and it was suggested we could look for donations from DCFA or Liverton Football Club.

Mr Gibson wanted to make it quite clear that there was no intention of putting a skate park at Little Meadow and shortly in Bovey Tracey this facility will be available along with a climbing wall

 

04/113  Update : re the closure of the PO at Ilsington

Robin Cassell from the post office has met with Stuart Morrish(Ilsington PO) and Karen Crouch(Liverton PO).  Mrs Crouch has expressed an interest in supplying the PO Service from Ilsington and it appears there may not be a break in services.  Mr Cassell will now complete the internal paperwork for the changes.

 

04/114  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

1.      Hilstone Meadow, Haytor

Retention of timber field shelter and construction of covered storage area.OBJECTION – over development and going against the first planning application suggestion that this shelter was temporary.

Grant of Conditional Planning Permission

            1.            Orchard Cottage Gorse Blossom Farm alterations and extension

2.            Chipley Meadow - Conservatory

            3.            4 Summerland Copse, Liverton - Conservatory

Appeal withdrawn

Use of land for temporary 3 year siting of static caravan at Quarry to rear of The Welcome Stranger Inn, Ingsdon.

 

04/115  Parish Plan

Nothing to report at this time.

 

04/116  To receive reports from Parish Councillors on outside bodies.

Mr Bardell informed the meeting that travel plans and highways will be discussed at the next TALC meeting.  Councillors involved with Leader+ visited projects that are in operation and this was very interesting.

Mrs Smith attended the meeting at Liverton Village Hall the next meeting will be in January, she has offered to chair that to keep continuity, there was a brief discussion about the boundary wall at the hall.

There then followed a discussion about purchasing a lap top computer to which the council agreed this could be done.
