ILSINGTON PARISH COUNCIL MEETING

 

On 27th of October 2009 At LIVERTON VILLAGE HALL

To confirm the minutes of the last meeting 28th of September 2009

These were signed as a true record of the last meeting.

To report matters arising from the minutes not on the agenda.

The parish sweeper attends the parish on Thursday to perform various duties including emptying litterbins and dog waste bins, mechanical sweeping   which is carried out approx every 8 weeks.  Removal of weeds is a responsibility for DCC however TDC do spray weeds occasionally when the budget allows it.

If we would like to include the litterbins in our play areas to be emptied it will cost £7 per empty.

Clerk reported the Chalet in garden at Cummings Cross and spoke to the enforcement officer who will look at it and report back in due course.

Contacted DNPA re kiln at Middlecott hill no record of an application so the enforcement officer will investigate, also the clerk spoke about shed in field next to hotel again the enforcement officer to have a look at the site.

PUBLIC FORUM

The bus shelter at Liverton Village has been graffiti.  There are weeds growing on the pavement at Ley Close, also there are increasing amounts of cars parking on the pavements in Liverton and it was suggested that the police should be informed to take appropriate action.

Mr Coon noted that not everyone has access to the website or parish magazine and at times the website is not up to date.  The clerk explained the website was maintained by a volunteer but would ensure the minutes are sent through as fast as possible. 

Mr Noon noted that the dog bin had rotted out at the base and needs attention.

Mr Gibson asked the councillor to support the village hall committee at the DNPA planning meeting on the 6th of November at 10am.

Mrs smith reminded the councillors of the remembrance service on the 8th of November 10.25am  at St Michael’s Church and at 3pm at the football field in Liverton.

Business brought forward by the Chairman.

Emails are being used increasingly to discuss council business between meetings the chairman would like to discuss this in more detail at a future meeting.

To receive reports from District, County Councillors and Police Officer.

Mr Christophers informed the meeting that the sports personality awards are being held again this year and a local person has been nominated, for his involvement with youth cricket.  The event is on 26th of November.  Mr Christophers is now chairing the overview and scrutiny committee reviewing topics brought forward by members.   Mr Christophers has visited the site at Little Meadow and noted disappointment that the young people did not get involved with building the structure down there, but hoped that this can be address with planned future events and a grand opening in the spring.

Mr Barker noted that the weed problem is in fact the responsibility of the highway department, this department is under reorganisation and there will be new strategies released soon including treating weeds on a regular basis.

Mr Barker talked about the possibility of DCC purchasing Rolle college however there is a need to considerable amount of money being spent on repairs which will need further discussion.

Mr Barker noted that if cars are parked constantly blocking a access for a wheelchair user he could help with road marking to keep that area clear.  If the cars parked on the pavement are a hazard it should be reported to the police on the 0800 number.

Mr Retallick asked about the overgrown hedges at Rams horn down being cut as they have been neglected for some years now and the growth is approx 1 meter onto the road.  Also the trees between Wills Cross and Lenda are over growing the road and again have not been trimmed recently and need attention and are on DCC land.

Mr Barker informed the meeting that the length man should be making contact with parish clerks more regularly and recognises this service does need improvement.

To set a date for Finance committee meeting

it was agreed to hold this on the 19th of November 2009 after the planning meeting.

a)     Suggestions to be included in Tender.

Grass cutting and hedge trimming and removal of arising at Little Meadow

Sweeping and hedge trimming and removal of arising at Ley Crescent play area.

Weed spraying at Ley Crescent Play area and car park

Maintenance at Ilsington Play area sweeping and spraying and removal of arising.

b)     Sign Annual Return 2009.

The clerk informed the meeting of the amendments made and the chairman and clerk signed the annual return

Receive up date from Liverton Village Hall Management Committee.

Mr Johnson (committee member) has prepared a report which is attached.  At the present time there are a number of bills outstanding due to the problems with the foul sewage and

asked if the council would honour these bills until such time the village hall committee have a clearer picture of the cause and if insurance will cover the expenses.  The current situation is that the committee

 have only received a claims form.  Mr Johnson was asked how long before a clearer time scale would be known.  The portaloos have now been in place for four weeks and it was agreed that they are

needed until the end of November at least.  The environmental agency has been in touch and has indicated an invoice would follow.

Mr Gibson proposed that the parish council pays the outstanding bills including the environmental agency but they management committee must contact the insurance company with urgency and explain the need to settle this situation at the earliest opportunity.  It was agreed that parish council would then invoice Liverton Village Hall management committee for the payments made on there behalf.

To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

1.      Higher Cator, Haytor  - Proposed Green Oak framed replacement dwelling (one and a half-storey) following demolition of existing dwelling.  No objection and support this application.

Grant of Planning Permission

·        Little Beverley, Old  Town Hill, Ilsington – Demolish existing garage and provide extension to form new garage, utility and cloakroom at ground level.  Convert bedroom to shower and provide new bedrooms at first floor with attic room over.

·        Elpico, Liverton – Extension

To receive reports from Parish Councillors on outside bodies.

Mr Squire reported the twinning association has issued two cheques for  £400 to each school in the parish to use for Modern Foreign Languages, the twinning has now finished unless the school can revive it however that is not looking very hopeful at the present time.

Mr Blackwell attended the DAPC AGM and several workshops were run one being on community involvement and how to get the wider community to meetings and make meetings more attractive several suggestions were made

Mr Retallick attended Newton Abbot Town Council Civic Service and they thanked him for the donation for the boundary stone.

It was also agreed and authorisation given to the clerk to pay the outstanding bill relevant to Liverton Village Hall foul sewage problems.

Correspondence

Liverton Village Hall – grant application.  This was discussed; the grant is for additional work carried out for the new kitchen.  Mr Noon was concerned that we do not know how much the drainage situation would cost and we should consider that problem first.  Mr Barker agreed and offered money from his fund for the kitchen refurbishment allowing the council to concentrate funds for the drainage issue.  Mrs Retallick will pass on the amount requested once received from the committee.
