08/114  To accept apologies for absence

Messrs Barker, Blackhurst, Gibson, Squire all authorised and accepted.

 

08/115  Declaration of interest in items on the agenda

Mr Bardell and Mr Retallick signed with regard to items later in the agenda.

 

08/116  To confirm the minutes of the last meeting 23rd of September 2008

Signed as a true record of that meeting.

 

08/117  To report matters arising from the minutes not on the agenda.

The site visit of potential building sites for low cost houses has been carried out and reports distributed.

Messrs Bardell, Blackhurst and Gibson attended the meeting about the closure of the local shop the meeting asked for the Parish Council to support the new committee and write to DNPA to gain there support also.

Samples of safety surface’s were shown and discussed it was decided to get further quotes for a wet pour surface. 

It was agreed that the Jubilee trough at the entrance of Pottery Yard, Liverton should be moved to outside Liverton Village Hall and the parish council will arrange for it to be planted twice a year.  Liverton Village Hall management committee has agreed to accept the trough.

08/118  Business brought forward by the Chairman.

With the finance meeting coming up the Chairman asked the councillors to consider a recommendation for an allowance for paper and ink cartridge to be issued to each councillors.

The meeting agreed in principle and will ask the finance committee to consider this matter further.

The chairman noted that this council has no money invested in Icelandic banks.

Ilsington Primary has a school council and it has been suggested that the school council could join in at Parish Council and discuss the redevelopment of the play area at the playing field.  All present agreed that it would be a good idea and then discussed the timing of the meeting.  An early afternoon meeting was agreed the agenda will include items for the children to join discussions.

Remembrance Service is on the 9th of November councillors are invited to attend and be at church for 10.25am

 

08/119  To set a date for Finance committee meeting

The Chairman asked if the finance meeting could be the same day as the next planning meeting so the finance committee could remain after the planning applications on the 11th of November.

 

08/120  To receive reports from District, County Councillors and Police Officer.

Mr Christophers attended a meeting where an officer from Devon highway attended where there was a discussion about the responsibility for road hedges, drainage ditches etc.  From the meeting it was agreed that parish maps could be marked with areas of concern marked on, the clerk noted that we already do this and more maps could be obtained from Mr Barker.  Mr Christophers would also like to use a parish map to mark all areas of concern on from highways to flooding issues and like wise.  The Chairman suggested we should use both maps in a attempt to get the repairs done that have been requested many times.

Mr Westaway has delivered the flyers informing householders about hedge trimming expectations three households have already taken action and have trimmed there hedges and cleared away the debris.  Chairman asked Mr Westaway to note the household which still have not taken any action and the council will write directly to them and inform them that if the council arrange for the hedges to be cut the charges will sent directly to them.

It was reported that the problem with the growth on the path between Blackpool School and Benedicts Garage is DCC responsibility to trim and the lower part of the hedge need digging out.

As a result of the Sustainable Communities Act the service contracts still being investigated this may open an opportunity for local parish council to arrange for these services to be completed at a more competitive price.  The act can cover other topics, which affect local communities such as protecting the closure of a local shop.

Mr Christophers has received the Housing Needs Survey Site report and discussed the site at Ilford Park, applications along with other large applications currently pending all of which are in a similar area and are presenting challenging issues.  The Trago Mills five tower’s application has been accepted as most officers had no problem with the plans.

 

Developers are looking for area’s to develop the 16,000 houses which are needed up to 2026.  The Local plan is going before the inspectors however there are still issues that need to be looked at which may take another 3 years to settle.

The Chairman reported that he and several other councillors attended Newton Abbot Town Councils planning meeting to make representation on the Ilford Park application last week.

The clerk will forward our response to Mr Christophers.  The discussion continued about the effect all these developments will have on Drumbridges roundabout and roads in the surrounding area.

 

08/121  PUBLIC FORUM

Mrs Smith asked if there are any known Serviceman/women currently serving in Iraq, Iran or Afghanistan.

Mr Miners reported that the road between Haytor visitor center and the Moorland hotel was flooded almost constantly, there are two converts under the road which cannot cope with the amount of water, noted and DCC will be informed via the parish map.

Mr Blackwell reported that there are concerns about the condition of the trees lining the road near Ilsington Country Store one tree appears to be dead.  The Chairman noted that these trees are under a preservation order and we will advise DNPA tree officer and request an inspection and report there condition.

Mr Bardell informed the meeting that a letter has been received requesting a Skateboard Park in Ilsington from a young resident and Mr Christopher informed the meeting that a new park is being built in Decoy Park.

After a lot of discussion it was agreed that we could investigate this request to be put alongside the planned new development close to the play area at Ilsington.

 

08/122  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

There were no planning applications for consideration this month

Grant of conditional planning permission

Sycamore house – re construction existing garage roof and extension to form en-suite etc

Meadow mist – Erection of single storey side extension with timber decking

Appeal Refusal for full planning permission

At 8 Telegraph view, Liverton – vehicular access and off-road parking.

 

 

08/123  To receive reports from Parish Councillors on outside bodies.

Mrs Smith report from AGM at DAPC see report attached.

Discussed a new legislation with reference to co opted members of councils being unable to stand as chairman  or vice chairman.

Mr Westaway reported that the bowling club are putting in a new septic tank very soon.

Mr Retallick reported the top Car Park at Haytor has been re organized the counters will remain at the car park entrance to assess the use of the car park for another 12 months.  The coach park has been finished which will free up the lower car park.  The information center is being well used and staff levels have been increased. No figures have been released yet for the number of people using it.

Request for donation from Ilsington Bell ringers for £500.- Agreed to make a donation of £250.00.  

 

08/126  To confirm the date of the next meeting of Ilsington Parish Council this will be held on Tuesday 25th of November 2008 at 2.00 p.m. at Ilsington Village Hall.

Items will be included at the beginning of this meeting for the children of the school council to discuss with the parish council including a children’s forum.

Mr Christophers asked if any of the councillors could recall an application for stabling close to Blackpool school- none could.
