07/126  To report matters arising from the minutes not on the agenda.

Discussed action for post office closure suggested we could start a petition within the local post offices; the closure list will be published in March.  The meeting felt that there was no need to hold a public meeting yet.  CR to contact Liverton PO.

Mr Noon asked the meeting for areas of concern for the ‘to do list’ and the named areas of Old Liverton and cold east were discussed and the relevant of the names, it was agreed to add to list for further discussion, also signs for local amenities, speed limits, purchase of Ley Crescent car park, the condition of private land at Benedict garage.  TN suggested we revisit this next month.

When the finance committee sits to set the precept this list should be considered.  The councillors then discussed grass cutting being included on precept and taking on the contract.

The Ilsington play area needs maintenance work, and there has been an increase in dog fowling on the pitch it was suggested signs should be put on the gate by the management committee.  Once the signs are up the dog warden can police it.  JS suggested that the committee can come back to IPC once discussed.

TN asked about further development on Little Meadow, the youth clubs have been approached and no further action occurred but JS offered to contact them again.

 

07/127  Urgent business brought forward by the Chairman.

Invitation received from PCC to attend the Remembrance Service on 11.11.07 at 10.20am for the 10.30am service. JS asked as many to come as poss.

 

07/128  To receive reports from District, County Councillors and Police Officer.

Mr Christophers informed the meeting that the Truck road service station at Drumbridges

Public Inquiry meeting will start on 13th until 16th November, and if we want to make

representation we need to be there.  There seems to be an issue with the traffic statistics.

Mr Bardell noted that there are still going to be problems which nee to be addressed.

There followed a long and in-depth discussion about these problems.  JC will take the

concerns forward, as extensive work needs to be taken on the roundabout to take the

increased traffic flow in a round the area.  JS reminded the meeting that we did not

oppose the planning application but we did however ask for the cyclists to come off the

roundabout.  Our comments about giving us the slip road back should be taken up with

SB.  MHR highlighted the problems when there has been water leaks which again have

caused problems for the traffic.

The Trago Mill Petrol Station application - JC has spoken  to managers at Trago and

TDC and the application had been recommended for approval however the committee

Refused it, Trago have written to complain.   

Ley Crescent car park – this was on a list with 28 assets that TDC want to sell off.  JC has

spoken TDC to register an interest.  TN informed the meeting that he has also registered

IPC as an interested party and the meeting agreed we write to formalize this.

Community Funds – JC has £1500 to spend within his wards and if we have any

suggestions we need to contact him directly.

Local Development Framework and Community Land Trust - The northern option for

housing development is unsound as 1/3 area in a flood plane therefore 1500 houses

should not be developed there.  The need for rural housing needs to be recognized and the

idea of parish cluster groups should be encouraged to form CLT to delivers affordable

housing in the villages.  It was also recognized that TDC officers need to get out and see

for themselves the need in the parishes.

 

07/129  PUBLIC FORUM

Mr Ruth, resident from Liverton asked the councillors if a weight restriction could be put on Benedict Road as large vehicles use it as a cut through.

Mr Christophers agreed to look into this.

 

07/130  Set a date for Finance Committee to meet and set 2008/9 precept

13th November 2007 after planning meeting

 

07/131  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

1.      Trago Mills, Liverton - Extension to carpet store, new garden centre and plant room (revised scheme) No objection however the entrance at Staple Hill exit must remain as emergency exit ONLY.

2.      Lady Mead, Green Lane, Ilsington – Proposed replace existing wooden stable with a single monopitch storage barn (65sqm).  No objection however conditions should included no bigger and than existing.

3.      Land at rear of Lower Car Park, Haytor – new information centre including new rear access for contractors and staff and demolition of existing public toilets.  Objection we wish to retain the existing toilet block.

·       Tor View, Smokey Cross – two storey extension etc

·       Moorview School, Staplehill Road – retention of portacabins

·       Ingsdon Quarry – Erection of a storage building

Refusal of Planning Permission

1        Trago Mills, Liverton – Extension to shop and alterations to petrol station

 

07/132  To receive reports from Parish Councillors on outside bodies.

Mr Blackwell attended the DAPC AGM.   Mr Blackhurst reported a 5% reduction in crime over the year. Mr Miners reported that affordable housing will be discussed at the next TALC meeting.

07/135  To confirm the date of the next meeting of Ilsington Parish Council this will be held on Tuesday 27th of November 2007 at 7.30 p.m. at Ilsington Village Hall.
