04/123 To report matters arising from the minutes
not on the agenda.
Nothing raised.
04/124 Urgent business brought forward by the
Chairman including discussion re purchase of laptop.
The matter of purchasing high value items was discussed. It was noted that the topic should be an agenda item. There followed a full discussion and the result of that discussion was that Mrs Smith proposed and Mr Gibson seconded the ratification of the proposal at the last meeting of the purchase of a laptop computer in the region of approx £600. A vote was taken 7 in favour and 2 against.
04/125 To
receive reports from District and County Councillors, Police Officer and
Community Warden.
PC Harman has not received many complaints recently, he has been involved with
meetings with youths and residents which have been of great benefit. He was pleased
with the consent of planning permission for Little Meadow and asked to be consulted at
an early stage on design of a shelter and its position, this was agreed.
He again warned about distraction type burglaries that prey on the vulnerable and urged
the community to keep an eye on their neighbours.
Ruth Barnett, Community Warden introduced herself and told the meeting briefly about
her duties and links with other authorities.
Mr Christophers reported on the planning application at Little Meadow and talked positively about its use. He also talked about the fire at Trago and the need to build a new building and asked the council if they could move forward swiftly with any planning application, he suggested there may need to be a slightly increase in the roof levels to comply with fire safety regulation. The garden centre site is still problematic but he assured the council that the temporary access road for work vehicles will only remain while building work is going on at Trago and only for plant vehicles.
Mr Barker asked a note be taken of his new email s.barker@devon.gov.uk He has been working towards improving bus services to the parish and explained about 2 services which currently run. There is a survey being carried out and with the results of that he hopes to push for extra service and include Bickington and Ilsington Parishes.
04/126 PUBLIC FORUM
Mrs Windsor discussed the play area in Ley Crescent, also commented on last months meeting and the abstentions on a vote which was taken. Mr Foster commented that he abstained form voting last month as he felt he needed more information to form an opinion.
Mrs Smith brought to the council’s attention the parking problem on Old Liverton Road and PC Harman was interested in the points raised. Mr Bardell noted there is an advertising board outside the house where the parking is a problem and the clerk will contact TDC to check for planning permissions.
04/127 Update : re funding for play area at
Liverton Village Hall
Mrs Smith reported she has looked at different organisations offering grant aid and narrowed the options down to three, with the Hanson group being the most relevant. She has arranged a meeting with a person from the CVS who will help complete the forms. She confirmed that Liverton Village Hall committee would be in support of a play area in the grounds of the hall providing there is a pedestrian entrance incorporated within a new boundary wall. Mr Bardell suggested that there is still money available for the boundary wall around Liverton Village Hall and suggested Mrs Cross has further details.
There was a discussion about what equipment would go in the area and the cost which is approx £5,000 for a small toddler unit.
The discussion moved on to the reconditioning of the existing play area and PC Harman confirmed that if there was notices for No Smoking or drinking Alcohol he would be able to enforce it. The council agreed this should be done. The clerk also said information from TDC suggested that a notice stating the play area surface was only temporary and warning of the danger of the cleared surface would be sufficient.
Little Meadow – Mr Bardell said that the youth must be consulted if equipment goes into the area. The clerk reminded the council of the original planning application which was for a fenced open space with no mention of any equipment. Mr Christophers confirmed that and Mr Barker informed the meeting of a similar system in the district where by the children were rewarded for respecting an area.
The clerk read out the quotations for fencing and Mr Retallick advised the meeting that the land owners and other interested parities must be consulted at an early stage and volunteered to investigate the fencing quotes with these parties. The council agreed and authorised Mr Retallick to make these arrangements.

04/130 Parish Plan
A meeting was held last week. John Smith and Derek Oldham have resigned. The plan has now run out of support and there is a need to drive to work on a plan for 2004/05. On the more positive note the young people in the parish now have the Liverton Drop in on Monday and the youth club Fridays in Ilsington village hall. Leader+ have pledged £7,000 and commissioned a study of providing facilities locally which will be at Heathfield. Although a shelter at Little Meadow seems a solution to some, teenage girls feel that they need their own area and the Parish Council could consider this and look how this could be achieved. A representative from the Community Council of Devon is coming to talk to the young people on 22nd of November.
04/131 To receive reports from Parish Councillors

Mr Squire reported the Twinning AGM will be on Thursday 4th of November at Liverton Village Hall 8pm.
Mr Bardell attended the TALC meeting where Devon Highways was discussed and projects in Ilsington were mentioned. The next meeting will be on 25th November and the council tax and precept will be discussed.
Mr Gibson informed the meeting that representatives form Ilsington Village Hall had been invited to an event organised by NFU Countryside Magazine and they were in the last three of best village hall’s and should be congratulated by the parish council for getting so far. Ilsington Village Hall committee are considering putting forward a planning application for a committee room on the hall.
A retirement event for John Smith will be on 13th November tickets are £17.50 and available from Phil Smith.
Mr Retallick informed the meeting that the National Park are running specialist walks during the Autumn some of which are free of charge. These walks have proved invaluable to keep tourists in the region and provide extra business.
