03/115  Declaration of interest in items on the agenda

Mr Gibson signed the book with reference to Ilsington United Charities IPFARA, and IVH

 

03/116  To report matters arising from the minutes not on the agenda.

Mr Page reported (see item 03/121) that he has been to Shapely Way and spoken to both the residents and the young people.  He wanted to acknowledge the excellent work carried out by PC Harman.  He feels that the problem there is self perpetuating and if the planting scheme went ahead it may aggregrivate the situation and he feels that the shrubs may not last very long, therefore he urged the council to consider delaying the planting.  The councillors agreed to this.

The Parish plan was then discussed and Mr Page had discussed the situation, regarding providing a play area with Jackie Parmenter who has not been able to make much progress.  It was noted that Mrs Cross would like to hold a meeting fairly soon to consider the Plan.

03/118  To receive reports from District and County Councillors and Police Officer.

Mr Barker reported that the county council are engrossed in preparing for the budgets and council tax at the moment.

Several items of correspondence have been received concerning Drumbridges and the Highways Department are quite happy with the arrangements on the slip road from Liverton as evidences suggest accidents have been reduced there.   The cycle count is continuing and there are plans to build a foot bridge over the A38, if this happens the cycle way on Drumbridges will be removed.

There is going to be an investigation into overspend in Property Service and Schools and there is pressure to cut cost in these departments.

Mr Retallick highlighted an issue of concern over reports of abandoned vehicles, the reports are taking a long time to be relayed to the correct department and the location of abandoned vehicles are not correctly identified, hence vehicles are not collected for a long time which is unacceptable.  Mr Barker agreed to follow this up and reminded the meeting that there is a free phone number to report any dumping of rubbish.

 

PC Harman thanked the council for the reporting in the Parish Magazine.  There has not been any major incidents to report on recently, although there have been several minor problems which have been addressed.  He urged the meeting to be aware of distraction type burglaries especially with the elderly and vulnerable, as this type of crime is on the increase.  Mrs Smith asked if the PC was aware of youths on the street around the Starr Inn.  He was not but will follow this up.

  

03/119  PUBLIC FORUM

Mr Oldham wanted to express his thanks to Councillor Squire who spent time with himself looking at verges and hedges in Liverton that need to be cut on a regular basis.

There followed a discussion about items being recorded in full in the minutes from the Public Forum, it was noted that most items are and dealt with in due course. 

The site of the new bus shelter at the lower end of Benedict Road was discussed and it was noted that it is situated opposite a double white line.  PC Harman confirmed that vehicle may over take a stationary vehicle or one travelling very slow and cross the white line in a situation like this.

Mr Oldham asked if the council would support entry to the Tidy Village 2004 at approx £5.00 and they agreed to do so.

A request was made to use a notice board at Exeter Cross to house a parish map.  The clerk will look into obtaining one.

There is not a name plate on the finger post at Exeter Cross.

03/121  To receive reports from Parish Councillors on outside bodies.

Mr Page gave a report from his visit to Shapley Way.  He visited the site and talked to two elderly residents, later he revisited the site and spoke to a group of young boys who were playing football.  Initially they were hostile and defensive, but when he reassured them of his neutrality, they were pleasant, co-operative and clearly understood the problem.  He then contacted Mrs Cross who gave him some of the background and he re-read the Parish Plan and note the high priority this challenge was given.

He suggested to the meeting that a short term solution must be found to defuse what could become a very nasty confrontation between the generations if nothing was done.  He suggested that if shrubs are planted this may exacerbate and accelerate the bad feelings there.  The longer term solution should follow the thinking and recommendations identified in the Parish Plan.  Therefore he suggested to the council that the proposed planting scheme should be held off for the time being.  All the councilors agreed to this suggestion and the clerk will inform Mr Christophers.

Mr Blackwell has attended the AGM of DAPC.  The chief Constable of Devon and Cornwall was the guest speaker and one of the points mentioned was that 70 additional officers have been employed and the Police Force are keen to advertise community policing.

Mr Retallick informed the meeting that DNP have recently had a tour with visitors from other regions discussing developments and had visited the Old Pottery and Garden House within our parish.  The enforcement team is fully manned now.  Plans are still being drawn up for the information centre at Haytor and recently a company has been investigating and evaluating wind power on Haytor Down.

Mr Foster and Mr Page have answered the consultation document on sites of visual importance within the parish and highlighted the Great Plantation and gave several reasons why and have submitted this report.
