09/134 To report matters arising from the minutes
not on the agenda.
The clerk contacted
the planning departments of both DNP and TDC with reference to the enquiries
last month; the officers will visit the site and report back.
Mrs Smith was disappointed
with the representation of councillors at the remembrance services it was well supported
by the public.
09/135 PUBLIC FORUM
Ms Cat Blackwell
asked for community support she is currently studying for a degree and hopes to
set up an arts festival. She is looking
at sustainability of art through local community using local talent, artists,
story tellers and musicians, and would like to hold it in the parish and put
any profit back into the community. The
Chairman asked if there were any questions.
Mr Rob Parkinson explained
the problems that occurred just before last years flower show leading to it
cancellation. The committee have
investigated using different marquees any keeping the same site to maintain the
character of the show. He explained
that a marquee would cost £2000 next year and the committee are looking for
ways to raise these funds. He asked if
the parish council could continue to support this event. Mr Noon asked if the two projects could help
each other and Mr Parkinson explained that there has already been discussion for
using the marquees for other events.
Mr Parkinson then
thanked the meeting for supporting the application for the village shop, which
was passed and very grateful for the support now they will be looking to raised
funds.
Mr Bardell reported
a caravan at the Welcome Stranger with rumours of more going there Mr
Christophers noted that and he confirmed that several units would need planning
permission, however we do need to recognise and support local business but
enforcement officer will look into it.
Mr Squires had
visited the new play area and the clerk explained how the children would use
it.

09/137 To receive reports from District, County
Councillors and Police Officer.
Mr Christopher’s talked about the new play area at Little Meadow he explained that other areas have been put in, in other areas and have been very successful. He explained that Mrs J Sharp is organising workshops and the new cub and scout group are hoping to go as well as holding some of there weekly sessions. He noted that people have their own options for the structure but if the area is used then that can only be seen as a success. Mr Christopher’s noted that ideally the barriers should be removed for the workshops and the sessions would be supervised. Mr Noon had concerns that because of the very wet weather the area would be damaged there followed a discussion about whether the area should be used at the moment. Mr Christopher’s asked if there was a vote could and option to use and repair be added.
The workshops are for fire building and den building. The councillors decided to vote on purely if the area is opened or not. 8 councillors voted for the area Not to be used.
However the cubs and scouts should be encouraged to use little meadow but not the area inside the fencing until the weather dries up. This will be reviewed again in January with a view for a official opening in March/April.
The Sport personality award ceremony is this Thursday and there is a nomination for Mr Ashman.
Affordable housing – This month the site at The Old Pottery, Liverton site has been granted and another new a site in Ted burn St Mary has been granted with out the need to make the education contribution for 10 houses. The planners are recognising that the build would not be viable if the contribution was compulsory.
Finally there is a fund available called the community facility fund for town and village in greater Dartmoor offering grants of a min £2500 to a max £200.000 for new enterprises.
Mr S Barker – Informed the meeting that the application for funds for plumbing at Liverton Village Hall is going through. With regard to the verge trimming and pavement weeds, the county council has men working trying to stop flooding because of the heavy rain fall recently corresponding with leaves falling has resulted in other highway issues taking a back seat at present.
Liverton Pre School have contacted him re new coordinator at Liverton and they are looking for a new location. The management committee and the parish council were unaware of that situation. Mr Barker is very disappointed with the response Ilsington village hall has had from CCD and Mr Barker has contacted them and reminded them of the original application.
The new scouts group in Liverton would like to have a shed in the Liverton village hall grounds and he has put them in touch with ex work cabins.
Mr Barker has joined the Cabinet responsible for arts in Devon in particular the mobile libraries are being used less and less and there is a proposal to use them in connection with village halls and staying at venues longer – this will be reviewed in the new year.
The Chairman asked about the hedge trimming at Ramshorn and Lenda Mr Barker will inquire and report at next meeting.
09/138 Ratification of precept for 2010/11
The Finance committee report was circulated and Mr Gibson proposed to accept the report and suggested precept for 2010/11 and all councillors were in favour. Mr Retallick noted that insurance cover at the village hall would be reviewed. The Flower show grant has been increased to show the continuing support from the parish council, and in light of recent event at Liverton village hall the insurance amounts have been increased. The clerk’s salary has not been increased for the next financial year.
09/139 Consider and agree Tender information
The finance report considered items for a tender list Mr Noon noted that during discussions the rising from hedge trimming and grass cutting needs to be disposed and there is now a charge for disposal therefore it was discussed about making a compost area in the allotment field for the plot holder’s use. This need to be agreed with the landlords then can be included in tender list. The tender list will be drawn up at the beginning of New Year and any other thought to clerk by then.
09/140 Update from Liverton Village Hall Management
Committee.
The tenders for the drainage work were circulated. Mr Retallick noted that billing must be made to Parish council if we are able to claim VAT.
Once it was clear to see that this problem would not be covered by insurance any legal cost would also not be covered. It was confirmed that the public liability cover was in place. Three quotes for the work had been received and were circulated at the meeting. Mr Noon asked if the preferred contractor was recognised by SWW which they are. At the present time the Liverton Village Hall committee hold approx£3,000. The quickest way to finalise this is for the parish council to pay £3,000. The committee will look to raise money to pay back though fund raising and grants. It was agreed that the portaloos must stay in place until the work is completed. Mr Retallick asked for proposal Mr Noon proposed that the parish council give the £3000 for six month and village hall go ahead to get a grant – this was seconded by Mr Westaway. Monies will be budgeted through property maintanence budget. Voted and 10 in favour. Mr Noon asked for a site meeting with contractors. Mr Johnson gave that assurance.
09/141 Discuss IT use
within Ilsington Parish Council
It was acknowledged that information technology was being used increasingly and Mr Gibson wanted to discuss things more at meetings.
It was also noted that some messages are information only and other for discussions/action. Mr Noon suggested that if councillors used the reply to all button. This would keep everyone in the link.
The clerk wanted clarification that only the accepted and signed minutes go onto the website therefore always a month out of date.
