A brief discussion about the Parish ‘to do list’. The signs at Ilsington playing field for dog fowling are already up. The Dog warden has visited a parishioner recently. Mrs Smith thanked councillors for attending the remembrance service.

07/141 To receive reports from District, County
Councillors and Police Officer.
SB nothings much to report. Exeter airport bulk of money for projects each councillor
given money and must only be spent on capital projects and Mr Barker argued for more
to go into community funds but there was a
disagreement about that. 26 million
left for
significant capital bids throughout Devon. Should there be more cycle routes? The ones
we have now are not used very much only certain one are used more frequently.
Discussed other routes within this area. JC the dog fowling and reported dog warden has
spoken to person, to take it further need a witness and JC would help with this.
Housing idea meeting wed at Chudliegh for Community Land Trust, Mr Christophers
explained the advice and mission for gaining affordable housing systems using parish
cluster groups.
Drumbridges public inquiry at TDC lots of representation made at the inquiry and
explained briefly issues which need to be looked at in more details and awaiting the
results from the inquiry. It is highly likely to go ahead with lots more revision.
Discussed the problems with traffic on Drumbridges and the crazy traffic stats, which
were
presented. JC received an application
from the WI. TN asked about the Ley
Crescent situation.
SB added that we should look at the regional spatial plan, which suggested the service
station was needed and we should have made objections then. LDF should make
representation to have more community involvement and we need to make sure we make
our views clear i.e. design statements etc and make sure new local developement
framework includes our housing needs. SB says we could make our own which would be
included with the social housing needs. Core strategy group meeting in January therefore
the sooner we get on with this the better. We need to be pushing for expectations from
developers. We need to be looking for smaller contractors and more competition would
get better services. We need to be predicting over 19 years and where do we want the
houses to be built. Also use the parish plan as a starting point.
07/142 PUBLIC FORUM
Mr Westaway bothered to mark potholes which then are filled and then the tarmac comes
out quickly, Mr Barker says they are only temporary repairs, he agrees this is very short
sighted but this is the system that highways are using.
Mr Miners commented that the car parks on the moors are full of litter which he has
cleared however this should not be happening discussed how this could be rectified, Mr
Barker not sure who is responsible for it. If litter dropping is witnessed they can be
prosecuted with a fine. All TDC employee have cards for witnesses of dog fowling or
litter dropping - CR get some from TDC.
Discussed dustcarts and that they must not leave any rubbish after collecting the rubbish,
they must clear up after them selves. Road from Haytor to Manaton gorse bushes in road
and need to be trimmed.
07/143 Ratification of Precept for 2008/9.
Mrs Smith confirmed the only increase was the clerks pay. All councillors agreed the
figures presented. This discussion should be made public.
07/144 Parish Action Plan
Mr Noon requested the summeray of the parish plan which the clerk will provide and the
housing needs survey meeting will be on January 8th after planning meeting.
07/145 To consider the planning applications
received from Teignbridge District
Council
and Dartmoor National Park Authority
1. Extension to provide additional room for hall users, construct exit/fire escape at rear of building and create area under hall for storage of equipment at Ilsington Village Hall. No objection
2. Proposed use of site for four mobile homes and four utility day
rooms (all for permanent use) and four touring caravan off Liverton Lane. Objection felt not needed and local
opinion stays there is already a building there, local knowledge says no one
has lived there and when did the license run out. The day rooms seem over development and in reality there would be
12 residential units. SB noted that we
should refer to highway access and spatial report and DNPA exempt from offering
gypsy caravan sites. JC advised that
TDC cannot object provided need is justified and as the gypsy rep has made the
application we should concentrate on the highways access issue. If static caravan approved they are
allowed the touring vans. The day rooms
seem to be a tradition for gypsies.
3. Proposed Remove modern garden bank adjoining road to provide access
and off road parking for two cars at 8 Telegraph View, Liverton. After lots of discussion No objection
subject to how traffic is managed either side of the property.

07/146 To receive reports from Parish Councillors on outside bodies.
Mr Bardell attended the inquiry of the Drumbridges service station proposal and represented IPC. The Ashburton Road closure has increased traffic into Newton which has only highlighted the difficulties increased traffic affects on Drumbridges.
Mr Blackhurst reported that the Ilsington Charity Ball Committee have met and reported on monies raised report attached.
Mr Gibson attended the DNPA forum - talked about hill farming and problems through single farm payment.
