06/275 Declaration of interest in items on the agenda

Messrs Gibson and Retallick signed the book with regard to IUC

 

06/276 To confirm the minutes of the last meeting 24th October 2006
These were signed as a true record of that meeting.

 

06/277 To report matters arising from the minutes not on the agenda.

Mrs Retallick has passed on the concerns of IPC to DNPA re the site at the bottom of Pottery Yard and also enquired about ownership of the kiln, as well as the communal area.

The clerk has written to the house holder in Ley Close whose hedge needed cutting back, also to the Widecombe Fair committee and response is in the correspondence. The clerk has written to the local land owner to gage the feeling of releasing land for parking purposes.

 

06/278 Urgent business brought forward by the Chairman.

a)      New Church Wall. Mrs Smith has been asked by the PCC to inform the council of there intention to apply for grant aid to re build the church wall. A grant from Ugborough for £15,000.00 require them to pay £1500 to release the grant and are looking to the Parish Council for a grant of this amount of money. After long discussion it was agreed that Mr Barker would check with DCC if a definite boundary can be identified and determine ownership of the wall, and whether the highways authority have responsibility for it. He also suggested the PCC enquire if the 10% needed by Ugborough could be in kind. The clerk raised concern of gifts to the church and will enquire with DAPC and also write to the PCC to keep them informed of our discussions.

b)      Little Meadow- Mrs Smith would like to consult with the younger generation as to how Little Meadow could be improved. Mrs Smith and Mr Christophers volunteered to visit the Ilsington youth club and talk to their members Mr Mansfield will arrange this.

 

06/279 Ratification of recommendations made by the Finance Committee for 2006/2007 Precept.

The committees report was circulated and discussed election costs it was decided to keep the precept recommendations as put forward by the Finance Committee.

 

06/280 To receive reports from District, County Councillors and Police Officer.

Mr Christophers has attended two meetings about the Local Development Framework and reported that TDC are committed to developing in Kingsteignton, however there are concerns over flooding and whether there would be an adequate amount of affordable housing. There is still a lack of rural affordable housing, and the officers are looking at the way information is gained for housing need.

The Service station application - Mr Christophers thanked the council for there Comments on the application and informed them that this would probably go to public Inquiry. The highways authority is in favour of the application however there are concerns locally of the impact extra traffic would have on Drumbridges and Mr Christophers urges this council to make comments when invited. Mr Retailick asked if Amendments were being made to the application before the appeal and it seems there will be no amendments.

Mr Barker also expressed his concerns to increased traffic on Drumbridges but also urges the council to ask for a 106 agreement in the planning application for a separate lane to serve local traffic. There followed a long discussion about cycle and pedestrian bridges away from Drumbridges.

Mr Barker informed the council of flooding issues in Ley Crescent and has been gathering photographic evidence, however the problem is not enough to trigger urgent work but has requested better drainage from the road next time this area is having work undertaken.

DCC have been advised that increases should be approx 4% and will cap anything over 5%. The cost of free bus passes is causing some concern at DCC as a lot of people in this area have taken this offer up and there is a very big deficit for this service. Mr Barker informed the meeting of the intended restructure of TDC for cost cutting purposes and the executive directors will be leaving and not replaced, at present there are 11 heads of department which will be reduced to 4, and hopefully services will be improved.

 

Mr Blackhurst reported to the meting that staff which had been redeployed due the crime figures will return to normal in January. The PCSO's have not been assigned yet.

 

06/281 PUBLIC FORUM

The hedge below The Star and Exeter Cross, Liverton is reported to belong to DCC and is in need of trimming, Mrs Retallick will investigate this.

 

06/282 To consider the planning applications received from Teignbridge District Council and Dartmoor National Park Authority

1. Demolition of existing storage building and replacement by one dwelling with associated work unit at The Old Pottery, Liverton - Objection to this development until adequate drainage provision is made for surface water not to enter the highway or neighbouring farm land.

Mr Retallick informed the meeting that the officers at DNPA were not in favor of this application and have asked for improvements.

2. Rock View, Exeter Cross - Extension and loft conversion. No objection

3. 4 Flowers Meadow, Liverton - Single storey dining room extension to existing garage and internal works. No objection.

4. Rellian, Exeter Cross - Replacement dwelling house. No objection

5. Erection of animal shelter/store and restoration and alteration of linhay to provide rest room for agricultural worker at land at lower Lounston, Bickington. No

objection

6. Certificate lawfulness in respect of use of annex as separate dwelling at Higher Cator Lodge, Haytor. We wish it be noted it is as an ancillary building to the original building and should not create a separate dwelling.

7. Dawn Coppice, Chapel Lane, Liverton

Two detached dwelling houses (one to be a starter home). The starter home must have a 106 agreement for a local person

8. Unauthorised alterations to the bridleway - land at Langaller Farm, Bovey

Tracey. No objection and welcome the improvement.

9. Tree Preservation Order - The Old Vicarage, Ilsington. Noted

10. Proposed construction of outdoor swimming pool, stone faced retaining wall and

tower at Smiths Wood Cottage, Sigford. No objection

11. Proposed kitchen and lounge extension with new entrance at Pensilva, Smokey

Cross, Haytor. No objection

12. Proposal Installation of wind turbine to roof Furlongs, Higher Brimley. No objection
