To report matters arising from the minutes not on the agenda.
The name and address of the owner of the tree on the road to Trumpeter has been passed to the highways department. Mrs Smith thanked councillors for turning up at the remembrance service and PPC have indicated that this will be an annual invitation.
The cattle grids are beginning repaired.
The councillors agreed that the householders at Liverton who’s hedges are growing onto the highways should receive a letter from us informing them that we will be passing there details to highways for action. Mr Squire offered to deliver the letters.
The parked cars on brow of the hill on Old Liverton Road are still causing a problem and the clerk will write to the police and TDC.

Urgent business brought forward by the Chairman.
The cemetery gates in Ilsington need repairing and they are the responsibility of the Parish Council. Mr Retallick offered to take a look at them and report back at next meeting.
The clerk will be on annual leave for the January meeting, the councillors agreed that Mr Gibson will take the minutes and Mrs Smith will collect the keys and open Liverton Village Hall for the meeting.

To receive reports from District, County Councillors and Police Officer.
None present to report. Mr Blackhurst informed the meeting that the Inspector at Chudleigh is very approachable.

PUBLIC FORUM
Mr Bardell registered a complaint about the state of minor roads, there is mud in centre of road at Louston and cars are grounding out. It was agreed that a meeting should be arranged between Mr Will and Mr Bardell to point out highways difficulties.
Mr Bardell reported that there is no grit in the grit bins or bags left on the side of the road, this needs to be reported the local service group.
Mr Retallick informed the meeting other parishes also experience difficulties getting highways requests completed and they are copying letters to highways and building up a record which is being passed to DNPA.
Abandoned cars have been reported - this is a police matter but Mr Blackhurst offered to take a look.

New garage to replace existing.

of above. No objection. However it must be brought to DNPA attention
that the garden wall needs to be reinstated which has been removed for building
works.
2. Moorland Cottage, Green Lane, Ilsington
Single storey rear extension. No objection
3. The Old Pottery, Liverton
Variation of condition 1 from permission ref 0129/02 to allow a further
year for the submission of reserved matters.
We consider there is no need for an extension as residents are keen
to have the project completed.
4. 4 Oaklea Park, Liverton
Conservatory to rear. No objection
5. Nutshell Cottage, Chipley
White PVCu conservatory to the rear. No objection
6. Field at SX7874 (nr Bethelcombe Cross),
Ilsington
Erection of shed to hold feed, store machinery and grade eggs
(124sqm). The shed would be very prominent
in the proposed site and the roof specification is not consistent, also it
looks like another gateway is needed which would go into the narrow lane, which
the councillors object to. The plan
seems to be inaccurate. Question the
new access.
7. Lower Louston, Bickington
Extension to existing barn storage of agricultural feed and
machinery. No objection

Ratification of recommendations made by the Finance Committee for
2006/2007 Precept.
The committee recommend the council write to Cavaner Homes with regard to the kiln at Pottery Yard as the weeds need removing before they cause structural damage.
The £3000 pledged for Liverton Village Hall should be moved to the council No 2 account so it is not used for anything else.
The committee discussed the need for seeing all the accounts from other organisations during the annual meeting in March and it was decided that the council only need to see the village hall and playing field accounts, the other organisations who receive grants need to acknowledge the grant and a written confirmation that is going to be used for the purpose of the grant.
The property maintenance now needs to include grass cutting and hedge trimming for little meadow, which tenders will be requested for the March meeting and opened. The tender is for 6 cuts between 1st of April and 31st October at the contractor’s discretion.
The committee decided to increase the Flower Show grant as this organisation should be encouraged to continue the show is a vital community annual event.
Note amendments were noted to the committee report and include little meadow rental of £50.00 making the general amenity fund £2210.00.
Mrs Smith asked the councillors to read and consider the recommendations. In addition a letter was read out from IFRARA asking to release the grant from this year’s budget to cover projects identified in letter. The councillors agreed to this for this year; however the grants will still be paid out in March unless otherwise requested.
Mr Bardell asked about the money pledged for Liverton village hall and Mrs Smith explained that the £3000 would be used only for a new wall and if they decided to use it for toilets they must understand that there would be no more money available. Mrs Smith will make sure that the committee understand that this money is for a specific project and not just general funds.
There is no increase to precept and the council are in favour of recommendations and ratified the recommendations.
