Diversity Officer - Jill Read
Mrs Read introduced
herself and explained briefly her role at Teignbridge District council. She explained that she was able to work as
liaison between the district and parish council she also organises workshops
for clerk and councillors to attend.
Her work includes being
involved with the youth council as it is important to involve the young people
and consult with them over certain issues which affect them.
There is a lot of
legislation and another part of her role is to make sure there is equality for
all, including the disabled; she also ensures TDC meets the quality standards.
She asked for
questions and Mr Retallick inquired if she was able to take on the role of
advising council clerks therefore saving parish council from enrolling DAPC
services from Lesley Smith. Mrs Read
confirmed that was not her role and Lesley Smith’s knowledge is invaluable and
her role is for the council as a whole.
Was Mrs Smith
involved with the Community Wardens - Yes in the same team but not directly
involved.
Her role with the
youth council is to make sure their views are respected and she offers them
support and ensures their views are heard.
Mrs Smith asked if
Mrs Read was in a position to back councils with outside organisations. Mrs Read that she could follow up enquiries
but could not make any guarantees.

Mrs Read for coming to the meeting.

The clerk has contacted TDC and asked for the records to be
checked on The Birches. There does not
appear to be any request for a business to be carried out at this address
therefore clerk has written to the enforcement office to investigate further.
A while ago the clerk wrote to Highways with regard to grass cutting on verges several of these requests have still not been met – clerk to chase up via Mr Barker. Mr Retallick said he would chase up the areas within the National Park.
The hedges on the bank neighbouring Hillside, Liverton need trimming.
The tree outside the Methodist Church, Ilsington does need to be taken down and the church has asked for a replacement. The DNPA would donate a tree but only if the Parish council request it therefore claiming responsibility for it in the future. It was agreed that this should be done and a request for an Oak Tree.
Mr Retallick responded to the request about Little Meadow and gave the councillors an update on quotes received and the need for the turf to be removed and a hard core track into the field due to the land being wet. The costing for this would be approx £1500 - £2000. Mr Retallick informed the meeting that the hedges need to be trimmed so the new fence could be put right up against it and into the corners, the shallow ditches need to be cleared which will help with drainage. The clerk readout a letter received from the Charities to the parish council laying out brief details for leasing the field.
The field should be ready to be opened in April allowing for the work to be completed and the ground to be in good order. Mr Retallick asked for Little Meadow to be added as a separate agenda item at the planning meeting in December so that the councillors could consider the information given this evening and be able to make a decision for ordering the fencing as soon as possible after that meeting as steel prices are increasing rapidly. Mr Foster asked about highways approval and it was explained that this was in the conditions of approval for the planning application.
Mr Retallick suggested there may be a need for variation on the plan to include a hard core track, the clerk will enquire.
Mr Bardell asked about diverting the surface water from the road. All the councillors agreed that this item should be included on the next agenda.
04/140 Urgent business brought forward by the
Chairman.
The Chairman asked the allotment committee to remain after the meeting to arrange
a time to visit the allotments in Liverton.

Ratification of recommendations made by Finance Committee for 2005/2006
Precept.
The report from the committee was presented to the full council. Mr Foster enquired about monies reserved for the play area and wall at Liverton Village Hall which are covered in this year’s budget (2004-2005). The monies pledged to the skate park was discussed it was decided that that money £250.00 should go towards the extra needed for the track at Little Meadow. Mr Page suggested that TDC should be asked to put money towards the Little Meadow project.
There has been an increase to the Flower Show Committee and the property maintenance budget has remained the same this year to help with costs for a disabled toilet at Liverton Village Hall. Mrs Smith proposed the budget be accepted and Mr Pepperall seconded the proposal.

Mr Page informed the meeting that an item will be in the Parish Magazine advertising for enthusiastic people to join the committee to move the plan forward.

Mr Squire reported a successful Ceilidh that was held in Ilsington Village Hall in aid of the Twinning Association.
Mr Bardell reported the TALC meeting would be talking about precept setting.
Mrs Smith reported that the play area at Liverton Village Hall was still moving forward and she was filling in forms and Liverton Pre School had written giving support.
Ilsington Primary School was having its grand opening of the new build this week and the council decided the Chairman would attend.

The purpose of the meeting was to consider planning application from Teignbridge District Council and Dartmoor National Park.
a) Heatherby, Exeter Cross, Liverton
Erection of double
garage to replace two existing garages.
No objection
b) Trago Mills, Liverton
Extension to existing miniature railway. No objection
c) The Laurels, Sigford
Pitched roof storage building on site of previous goat pens. Objection
as goes against Park policy for new dwellings within the country side.
d) Pinchaford Farm, Haytor
Conversion of modern barn to a holiday cottage. Agreed
to support any action DNPA decided was appropriate, however if the building
became a dwelling there would be an objection as this would be against Park
policy for new dwellings within the country side.
e) 3 Telegraph View, Liverton
Unauthorised block work building at the rear of property. If
retrospect planning application the parish council has no objection, however
IPC will support DNPA for appropriate action if needed.
f) land adjacent to Harewood house, Liverton
Outline – new dwelling. Messrs Gibson and Retallick declared a non
pecuniary interest in this application.
The other councilors raised an Objection as goes against the local plan for
new dwellings within the country side.
g) 4 Days Folly, Haytor Vale
Conversion of existing garage/store/stable to form residential
dwelling. Objection as goes against Park policy for new dwellings within the
country side.
2. Little Meadow
Mr Retallick reported to the meeting that he had received a letter from Mr Page raising several queries about the Little Meadow project. In answer to the queries Mr Retallick informed the meeting that he had met with Mr J Middleton (TDC) at Little Meadow and addressed each query separately. The report that Mr Page had queried was in the main planning file at TDC and was a report from Mr Middletons department, however he had not written this himself and had not seen the report until then. A lot of its content was general remarks for a ‘play area’ from Rospa. Mr Middleton admitted that this was not an ordinary play area in fact it was a kick about space which would have no equipment at first and very little was planned to be put there. The report in question was presented to the Planning Officer prior to the planning meeting in September, and recommended the officers approve the planning application as there was no merit to the report.
In the planning consent there are points which will need to be addressed, including, the entrance to the road and signage. A pedestrian gate along side the larger maintenance gate will be put in, however the need for 2 entrances is excessive as the other play areas in the parish have only one and there has never been any problems from the public or Rospa with this.
There is no need for lighting at Little Meadow, as discussed before at previous meetings the use of the field needs to be discussed with the police so it is used in a sensible and safe way.
Mr Retallick noted that this whole exercise has been a waste of time for both himself and Mr Middleton as the full planning application has already been granted and these issues were obviously investigated at the time. He suggested that the request from Mr Page was mischievous and a delaying tactic for other reasons yet to be discovered. As the price of steel was increasing rapidly any further delays would cost the parish council more expense.
Mr Page told the meeting there were serious concerns from parishioners.
The clerk reminded Mr Page that the council had already decided that this project will go forward and although not everybody is in favor of decisions taken by the Parish Council a majority vote must stand. Continually bringing issues forward which have already been decided is wasting everybody’s time. Mr Page insisted this project had not be debated enough however the meeting agreed it had, but Mr Page put a proposal forward that the larger field adjoining Little Meadow should be used. Again the other councilors present agreed that they wished to continue with the plans to use Little Meadow.
Mr Page requested to see the council’s file concerning Little Meadow and the clerk agreed.
Mr Bardell reminded Mr Page about the problem at Shapely Way and when the trees were planted Mr Page called for an area for the children to use, and now after long and difficult negotiations a place has been found and there is a chance this will happen. Mr Page is finding difficulties and seems intent on slowing the process down. The clerk reminded the meeting of the public forum when parents called for the kick about space to be ready in six months.
Mr Squire suggested IPC continue to proceed with Little Meadow. Mr Retallick proposed to go ahead and open to the children in April 2005 Mr Pepperell seconded the proposal. Mr Retallick requested the votes be recorded and ALL councilor present voted in favor to proceed and instruct the contractor to go in and start the work.
