03/126 To accept apologies for absence

03/127  Declaration of interest in items on the agenda

Mr Gibson signed the book with reference to Ilsington United Charities IPFARA, IVH and also for a planning application.

 

03/128  To confirm the minutes of the last meeting 28th October 2003

The minutes were signed as a true record.

 

03/129  To report matters arising from the minutes not on the agenda.

Mr Gibson reported that he had helped Mr Peperall to removed the seat from Cummings Cross and it is in the process of being repaired.  Mr Roberts has rung Mr Gibson and asked for the seat not to be replaced however all the councillors agreed it should be.

The new notice boards are due to be delivered in the next 2-3 weeks.

03/131  Report from County Councillors.

Mr Barker has attended a meeting with Nick Raines who managed to ignore most cases made by DCC with regard to finance.  There is an expected increase of 7%.  15.1 million has been set aside for DCC and 14 million is earmarked for the school budget leaving 800,000 for everything else.  If the council set the council tax at 3% there would be a need for 22 million in cuts.  There have been several meeting looking at how savings could be made and which services would be cut, which would probably be the post 16 bus places arts and theatre.  Devon is the lowest funded shire for the second year.  Therefore there will be no budget for highways and hedge trimming etc.

Mr Retallick asked if Mr Barker had followed up his enquiry about abandoned vehicle and he confirmed he had and had been reassured all vehicles were being cleared within 3 weeks however if they are not he would like to know and he could highlight the problem.  He reminded the meeting of the free phone number to use to report any rubbish.  The clerk will make sure this number in the Parish Magazine.

 

03/132  PUBLIC FORUM

Mr Matthews spoke in favour of the planning application for Pennwood and explained a little of the background for the application.

Mr Oldham reminded the clerk of his request for electoral role numbers.

Mrs Smith asked if the parish council could write to Mr M Ruffles who had written to the Mid Devon Advertiser asking why Old Liverton has become so and explain that this had happened over quite a long period of time and discussion.  The clerk will write.

Mr Westaway informed the meeting of squatters in a caravan in Liverton on the road between Cummings Cross and Halford. Also there were still caravan at the old quarry, Ingsdon.

03/134  To receive reports from Parish Councillors on outside bodies.

Mr Gibson has attended the funeral of Mr Blinston ex head master of Blackpool School and ex chairman of the parish Council.

Mr Gibson also reported that a number of parish councillors had attended the official opening ceremony at Blackpool school recently and had an extremely nice time and the clerk will write to the school to thank them on behave of the councillors that attended.

Mr Page has submitted an item about the visit to the parish magazine.

Mrs Smith has attended a meeting at SDCC for Adult Learning Committee – she reported that they are keen to extend learning facilities into the parishes at present there are no opportunities within our Parish.  However the community hall at Blackpool School is now available.  SDCC have 15 laptop computers available to use within the parishes on an outreach wireless network.  Mrs Smith will prepare an article for the parish magazine to enquire about facilities and interest in courses that could be provided and responses to the clerk.  The next meeting of the committee is in January.

Mr Page reported he has now taken over the chairmanship of the working party for the parish plan and has received reports from the topic leaders; he said the progress already made should not loss momentum and will be calling another meeting shortly which will be advertised in the parish magazine.  It was noted that Mr Gibson has resigned from the group because of his involvement with the local charity.

 

03/135  Ratification of recommendations for precept from Finance Committee.

A copy of the report from this meeting was circulated to all the councillors and the comments recommended were discussed.  Mr Page asked about the deprecation and the clerk explained this was on the office equipment.  Mr Retallick proposed the council accept the report and this was seconded by Mr Pepperall.

 

03/136  To authorise payments of cheques presented.

The council agreed to authorise payment of telephone bills which will be received before the next full parish council meeting.
