09/61 Report from outgoing Chairman
Mr
Retallick noted the achievements made this year which included another successful
flower show that was very well supported.
The conservation area is still in consultation with DNPA and responses
are being analysed the results will be presented to the Parish Council before
any further work is undertaken. The Haytor
information centre now 12 months old and recently the time capsule was buried
and Parish council was invited to attend.
We
have started the project for a new play area in Ilsington and our first
children’s forum was held in November whereby the children from the school and
youth club were invited and from that a small working party visited other play areas
to see what equipment and space was best to be considered.
There
have been some problems with dog fouling on footpaths in the parish and we have
worked together with the dog warden and the DNPA to come to a satisfactory
conclusion and the sites are still being monitored.
The
housing needs survey was completed and with the help of this there is a
possibility of houses for social housing being built in our parish.
Rescued
and retained the post office now at Ilsington Village Hall.
We
successfully purchased the car park at Ley Crescent which we will need to
manage.
Rural
aid applications have been very successful and Ilsington Village hall committee
received £5,000 in 2008 and just recently we have heard that Liverton village
hall has been granted £5,000 for their kitchen redevelopment project this year.
The
disappointing news is that the Chairman’s chain of office needs repair.

Nominations
for chairman were received from Mr B Squire for Mr M Retallick to stand as
Chairman and Mr P Gibson seconded that proposal. The meeting agreed and Mr M Retallick was elected.

for vice chairman received from Mr R Westaway for Mr S Miners to stand as Vice
Chairman and Mr P Gibson seconded the nomination and the meeting agreed, Mr S Miners
accepted the role.

Noon seconded. All councillors agreed.
09/68 PUBLIC FORUM – including a chance for
candidate for new councillor to
introduce
themselves.
Mr R Wills addressed the councillors. Mr Wills has lived in the parish all of his life and would like to join the council; he noted that he has a lot to learn but is very enthusiastic. At present he owns a company and manages another from home.
Mr Gibson asked if we could discuss parking problems in the parish in particular through Liverton and Ilsington Village at the next meeting
Mr Westaway reported continuing problems of dog fouling in Liverton, Mrs Smith reminded the council about using the reporting card from TDC, the clerk will get some more for councillors to use. It was suggested that this problem should be highlighted again in parish magazine and notices at the post office and the notice boards.
Mr Westaway noted the new notice aboard in Shapely Way
Mr Miners reported that there is still a lot of water standing at Haytor which needs to be cleared either by the highways department, the lengths man or DNPA - Mr Retallick will look into this.
Mr Noon – noted the bridle path at Look Weep is now open with a different notice about ‘strangles’ asking that horses and pony should not be touched.

Mr Westaway reported the field which had
the applications for a traveller’s site has been sold through a private sale
09/73 Reports from Councillors on outside bodies
Mrs
J Smith noted the report she gave at the last meeting via email which was
copied to all the councillors. She
suggests that we should prepare ourselves for a lot more work and
responsibilities. She hopes that option
1 is accepted but this will make a great deal of change and if we do not get
involved we will become a second rate council.
Mr
Squire has received an email from a teacher in France which has been passed on
to Ilsington School in a hope that the twinning link could be maintained if
only through he children however the French teacher has reported that they only
work on English for one hour a week. Mr
Noon offered to pass on the same information to Blackpool School.
Mr
Gibson attended the Dartmoor National Park Forum he found that there is a
Dartmoor archive and wondered if Mrs Carrett would be interested more
information is at www.dartmoorarthive.org. Mr Miners informed the meeting about how the
Dartmoor trust started from people leaving money to Dartmoor in their wills.
