08/58 Apologies
Were received from Messrs Bardell, Blackhurst, Barker and Mansfield these apologies were accepted and authorised
Mrs Smith welcomed everyone to the meeting and asked if agenda item 08/61
could be covered now. Agreed.
Mrs Smith has been chairman for 3 years and thanked all the councillors
for there support during this time. The
role of a parish councillor has changed just in this short time and the
commitment has increased. This council
have however achieved a lot over the last 3 years which include the development
and continuing success of the Little Meadow project which is still moving
forward with children being consulted for further improvements there.
08/59 Election of Chairman
Both Messrs Miners and Noon were proposed but after due consideration neither could accept this position at the present time. Mrs Smith proposed Mr Retallick for Chairman and Mr Gibson seconded the proposal and Mr Retallick accepted.

Mr Retallick thanked his fellow councillors and signed the Declaration of acceptance of office.

The
Chairman noted that if a councillor could not attend the committee meetings as the council representative they need to arrange there own replacement.
08/65 Appointment of two trustees onto Ilsington
United Charities
Mr Westaway proposed that Messrs Gibson and Retallick should remain on as trustees for a further four years and Mrs Smith seconded that proposal
08/66 Appointment of two trustees onto the Jane
Ford Educational Trust.
The meeting agreed that Mr Messrs Bardell, Wills and Mrs Smith should renew there term for a further four years.
08/67 Adoption of standing orders and financial
standing orders
These were adopted proposed by Mrs Smith and seconded by Mr Noon and all councillors were in favor.
08/68 To confirm the minutes of the last meeting
on April 22nd 2008
These were signed as a true record of that meeting.
08/69 Matters Arising from the minutes not on the
agenda
The outdoor TEPEE activity had been very successful and a further event is hoped to run during the summer holidays and at present a consultation questionnaire has been given to the youth club for the children to have there say as to how this event will work.
The Ley Crescent Car Park has been advertised in preparation of this council taking ownership.
The highway department have sent back a query with regard to the road signs showing the wording Old Liverton Clerk to check if this is all the signs that should be included in a quote for replacement.
The housing survey is due out and Mr Christophers confirmed the funding has been agreed to continue with this project.
There was a query raised about the clearing of the road which have been recently carried out throughout the parish the contractors confirmed they were clearing debris which had built up.

08/71 Reports from Councillors on outside bodies. Report from District Councillor, and Public
Forum.
Mr Christophers reported to the meeting that he had received a request from Ilsington Village Hall committee for a grant for £1,000 and was hoping it would be approved.
The housing survey should be available very soon. TDC have agreed to keep this post along with climate control officer but neither has been included within the budget and this will be debated at the next meeting.
Notification of public meeting for the Development Framework have been published which will include a drop in session followed by a short open forum meeting at different venues throughout Teignbridge and posters will be displayed on notice boards.
The
chairman suspended the meeting and opened the Public Forum.
Mr Gibson asked if there could be a preservation order put on the large Chestnut tree outside the Ilsington Country House Hotel.
Mrs Smith informed the meeting she had added her name to the chair of office but there were no more empty links so the parish council need to consider a solution to this in the future.
The
council meeting resumed.
Mr Noon attended a meeting for the Parish cluster groups.
Mr Gibson attended the DNPA Community Forum and learnt that all houses built within the National Park must be 100% affordable and only 50 are planned. Areas of conservation have increase planning restrictions. Cycle tracks are planned to be put close to bridle paths and there were discussion to include cycle paths with pedestrians.
Mr Westaway asked about the RoSPA inspection and the clerk confirmed only 1 area of concern at Ilsington Playing field which was the broken see saw it must be removed.
Mr Retallick informed the meeting the new information center at Haytor opened last Friday and the clerk asked about the location of the bench and it was confirmed it is still at the bowling club.

1. To consider planning applications received from Teignbridge District Council and Dartmoor National Park Authority up to the 13th May 2008.
2. PUBLIC FORUM
This is the opportunity for members of the public and applicants to address the Parish council on planning matters only.
(Applicants may speak up to
3minutes on behalf of there own application)
3.
a ) Proposed : Open fronted field shelter (12m x 3.6M) for
horses/ponies/sheep plus separate open fronted barn (6m x 3.6m) at land formerly
part of Stancombe Farm now called Brookhill, Liverton.
Objections were noted with
reference to the size of the proposed building and the fact that the site was
away from the main buildings.
b)
Proposal: Erection of detached garage at 2 Cromwell Cottage,
Ingsdon. No objection
c)
Proposal: Open cattle shed (3.5 x 3.5m) at Shotts House, Haytor,
Ilsington. Objection
given to the proposed site of the development however if the proposed new
building was kept with the other buildings the visual effect would not be as
offensive.
Refusal of Planning Permission
Proposed tennis court with green macadam surface with 2.75m high fencing at Ladymead, Green Lane, Ilsington.
4. Proposed conservation area discussion with Keith McKay from DNPA.
Mr McKay circulated several documents related to conservation areas and explained his role at DNPA. H e explained that the proposed conservation area in Ilsington was still in very early stages and was merely looking for advice from the parish council at this point.
The draft document that was circulated was only meant as a guide to what a document such as this could look like and the boundaries were only a rough line.
Over the last 12 months several other villages within Dartmoor have been suggested to become conservation areas. All local authorities need to review there policies and this is part of that process. The other villages which have been highlighted are at different stages of this review.
Mr McKay asked if this parish council considered this an option and would like to host an exhibition for informing parishioners
It was decided that
· more information was needed
· Discussion over boundaries to be included
· All parishioners to be consulted especially those who would be effected the most and neighboring properties
· Agree a date in June for an exhibition in the village hall
· Advertise in Notice boards and parish magazine
Clerk to liaise with Mr McKay for addresses of the properties concerned.
