Report from outgoing Chairman
Mr Mansfield read out the following report from Mrs Smith.
I was very honored to have been elected as chairman of Ilsington Parish Council and I have very much enjoyed the past year.
At the start of my year several projects in the parish were in the pipeline, Little Meadow, disabled facilities at Liverton Village Hall, new boundary wall for Liverton Village Hall and a new or refurbished play area for Ley Crescent.
I am pleased to report that the disabled toilet in Liverton Village Hall is now a reality and the new fencing for the boundary has been ordered. The situation with the play area in Ley Crescent still needs to be resolved, however, I am pleased to report that the Parish Council have achieved a wonderful solution to the situation in Shapley Way with the opening of Little Meadows
I consider this achievement to be the highlight of my year as Chairman and would like to acknowledge the enormous help that was given to the Parish Council by Ron Westaway, Maurice Retallick, Phil Gibson. Carol Retallick, Jeremy Christophers, Teignbridge District Council and Blackpool School.
The site is well used and a picnic bench is due to be sited very soon. During the year we heard much from ‘the youth’ of the parish complaining about the lack of facilities for them.
I do not believe, considering the size and location of our parish, that our young people are any more disadvantaged than other rural parishes. The rural make-up of our parish does not lend itself to large-scale developments such as sports halls, and I believe that there are opportunities and facilities within the parish that are well used now and could be expanded in the future. This will only be achieved with the help and commitment of parents and young people alike. We as parish councillors support any initiative in this regard.
Finally I would say that I have enjoyed my year as Chairman of this council and would thank all my fellow councillors for their support and advice, but most of all I would like to thank Carol for her help, knowledge and advice, without which the job would have been much more difficult

Mansfield nominated Mrs Smith and she had indicated her interest at a previous
meeting and this was seconded by Mr Pepperell. All presented agreed and Mrs Smith
was elected as chairman for a further year.

Matters Arising from the minutes not on the agenda
With regard to the parking issue outside The Birches, this was raised at the meeting as promised no parking restrictions could be put there and we must rely on the house owner’s good will to ask her client's to park sensibly.
The clerk has passed on Mr Gibson’s telephone number to Mr Steemson DNPA Ranger for advice on the foot/bridal paths. Mr Gibson is still concerned and will contact DNPA directly.
A letter has been sent
to DNPA requesting
screening and landscaping to soften the impact of what seems like a larger
development at Lounston.
The Clerk
has contacted the enforcement officer with regard to a site visit at the Paintball
Park near Trago, and awaiting further discussion with him.

To received reports from County/District Councillors and Police Officer
Mr Barker reported to the meeting about scheme to cater for children centers which are intented to inform parents as well as provided care for children, Ilsington and Liverton are sandwiched between children centers, there are others about but our parish cannot be catered for. The scheme is successful but we cannot attend Ashburton or Heathfield as they cannot cope with the numbers. DCC Highway budgets are being cut dramatically. DCC are in the process of transferring all care centers to the private sector leaving no DCC care homes. Library are also being closed and this includes mobile library but. Small village schools are at risk of being closed if they have 35 or less on the role.
Mr Retallick asked if the play school could be used and supported and used as a children’s centre scheme, Mr Barker said DCC may send staff to the preschools for training this scheme works will include health visitors and the mobile toy library.
Mr Bardell asked how the roads and lanes would be repaired with the reduced budgets. Mr Barker informed the meeting that if potholes are 300m across and 40m deep they should still be repaired.
Mr Chiristophers was aware of concerns over the Kandy Club DVD being shown to TDC youth council and he attended there were no real message to go forward with it. Mr Christophers is happy to speak to anyone with concerns. Mr Christophers would like a copy of the report regarding the Local development framework clerk will email it.
Mr Retallick suggested that the youth of the parish could take ownership of little meadow and help manage it. It was suggested an article should be included in the Parish Magazine.

PUBLIC FORUM: Restricted to 10 minutes
Mike Clements Chairman of Liverton Village Hall committee and Kieran Johnston bookings clerk thanked the Parish Council for the grant for the railings, then enquired if any of the councillors were interested in becoming a trustee for the village hall and if so would they contact him as soon as. An advert will be going in the Parish Magazine asking for trustees and a secretary.
Mrs. Windsor explained to the meeting that when the houses were built in Ley Crescent there was a convenient made about parking. Parking is an issue now as there are lots of cars in the Crescent. Mr Barker explained that the convenient could only be served by the person’s issuing it. He also explained that if there were complaints from service vehicles trying to enter or exit the Crescent this should be reported to the Police.
Mr Christophers offered to look into this problem at TDC.
Mr Barker reported that the Police beat managers are being phased out and they will be replaced by PCSO (Police Community Support Officers). Insp Knott from Chudleigh says this area will get 6 officers, they have less powers that a Police Officer.
Mr Blackwell has received a letter from a resident and read it out with regard to speeding traffic on Benedict Road and the minor lanes in Old Liverton and Halford and also on the old A38, Mr Blackhurst took the letter and will make representation to the relevant Police Officer.
Mr Bardell noted that at the eucalyptus plant trees have been cut down and local residents still want screening the house now stands out he wonders whether this goes against the planning permission. Mr Retallick reminded the meeting that this council was against this application and understood the screen should be permanent, he will look into it - the old buildings are still there which should be used as offices and storage units. It is believed that the dwellings are still being used and have not been converted. Mr Retallick will ask the enforcement officers for advice.
A parishioner has reported the tree on the corner of the playing field is dead and a danger Mr Squire and Mr Westaway will take and look at it.

These have been circulated to all councillors and agreed to adopt them for use. There followed a discussion of binding minutes from the old folders and the clerk will gain more information to discuss at next months meeting.

Mr Bardell reported from the meeting of TALC where the discussion was about age concern and highway matters. The discussion then went onto the timing of these meetings and the fact that TALC meetings are not very well attended Mr Retallick asked Mr Christophers if this meeting could be moved on to 7.30pm at TDC chambers. Mr Christophers suggested that the new Chief Executive of TDC should be informed of these difficulties. Clerk will write to chief executive.

1. The Purpose of the meeting was to consider planning application from Teignbridge District Council and Dartmoor National Park.
a) Proposed conservatory at 7 Ley Crescent, Liverton
No objection.
b) Removal of section of wall to create vehicle access and create area for car parking at Glebe Cottage, Ilsington
There was some concern about the tree line which the
councils felt an important entrance to the village and asked if the gate
position could be moved nearer the pedestrian entrance.
c) Agricultural barn for storage of farm implements and machinery at Church Field, Simms Hill, Ilsington
No objection however does not want to see a track
from gate to the new building installed now or at a later date.
2. Teignbridge Development Framework Regulation 26 – Preferred option pre submission participation core strategy; Development control and non strategic policies.
Mr Christophers informed the councillors that there was only a small piece of the parish included within this document. However he advised us to highlight the benefits the low cost housing that has been built in Ilsington, as only 330 houses are planned to be built in the rural area over the life of the next local plan. Cold East is still being highlighted as a local settlement and it is likely more houses will be built there if land comes available.
The councillors went on to discuss the benefits of putting ideas forward to both authorities in our parish for development and the benefits of a design statement. This could be discussed on another occasion.
Thanks were offered to Mr Christophers for taking the time to come and discuss this with the council.
The councillors had a full and lengthy discussion about the possibility of lending the village hall committee approx £4000 for help in obtaining funding for upgrading the kitchen facilities. It was agreed that this could be done as long as certain criteria’s were met and the loan was treated in a professional and business like way.
