The purpose of the meeting was to consider planning application from Teignbridge District Council and Dartmoor National Park.

Several other planning associated topics were discussed:-
Sungleam at Haytor Work is being carried out in the old chapel and the clerk will check to see if planning permission was given on this
Trago Mills the rebuilding is well underway and the PC has not seen any plans the clerk will contact TDC and enquiry why.
Paintball Park at Stover tracks have been made in the woods, a catering trailer and picnic benches have been put up again the clerk will check if permission was given for this.

Mr Retallick and Gibson signed the declaration book for IUC and IVH.
05/68 Report from outgoing Chairman
I understand congratulations are in order to Mr Stuart Barker for his success in the local elections.
As you all know I missed the last meeting, after receiving the minutes last week I can see that things have gone forward in leaps and bounds and Little Meadow is finally coming together and should be open soon.
It seems that the play area in Ley Crescent will have to stay until something is sorted out with the village Hall. Hopefully the disabled toilet will soon be done.
Allotments have their water and all are very happy
Time now to hand the Chain of Office to the next Chairman and wish them all the success and happy year.
05/69 Election of Chairman
Mrs Julie Smith was proposed by Mr M Retallick and seconded by Mr B Squire
therefore Mrs Smith will stand as chairman for the next 12 months.
05/70 Declaration of acceptance of office of Chairman
Mrs Smith signed the book of declaration of acceptance.
05/71 Election of Vice Chairman
Mr I Mansfield was proposed by Mrs J Smith and seconded by Mr K Pepperell
Therefore Mr I Mansfield will stand as vice chairman for the next 12 months.

05/74 Minutes of last meeting

05/75 Matters arising from the minutes not on the agenda
Messrs Westaway, Gibson and Mrs Smith met Colin Jarvis at Ilsington Village Hall and it was a successful meeting and Mr Jarvis was quite confident with the plans that were discussed. Mr Newall (IVH Chairman) is now arranging to have some sketches drawn up that can be put to DNPA.
The community travel plan was discussed and amendments were made and will be submitted to the highways department.
The clerk has spoken to client services and an inspector has been out to see if a bin can be put into the bus shelter and emptied regularly. TDC advise me this will happen
An email has been received from TDC about enquiries made about the potholes at Ley Close that were made safe by a small works gang on 8 April and a new sign has been ordered for Five Crosses.
Matters arising from the planning meeting
TDC advise me that there is no need for Trago Mills to put in plans for the rebuild as TDC are regarding it as a repair.
The planning permission of the Paintball Park was temporary up until July 05 and TDC will be inviting the owners to reapply for permission then.
05/76 To received reports from County/District Councillors and Police Officer
Mr Barker thanked everyone for their support during the recent elections he did not have much to report, as he was unsure who the portfolio holders would be - meeting on Thursday and will know more then. Mr Barker asked to see the revised community travel plan and the clerk will email it to him.
Mr Christophers has received the Local Framework Document and on page 45 the item regarding Bovey includes areas in Cold East, north of the A38 for housing development which would be very bad if no community facilities are provided. Mr Jones has asked when Little Meadow will be ready for the goal posts; Mrs Retallick will write to him and update him with a copy to Mr Christophers.
05/77 PUBLIC FORUM
Mrs Windsor asked about the play area and if smaller equipment will be installed. She also mentioned about the liter bin in the bus shelter.
D Bardell- Reported the grass at Willis cross need desperately cutting. He asked Mr Barker why the grass vergers are not being cut very regularly, Mr Barker is in the process of obtaining parish maps so areas of concern can be marked. Verges should be cut every 6 wks.
Roy Wills (from Highways) explained to Mr Bardell that depending on the category of road deems when they need cutting. Mr Retallick reminded the councilors of the sensitive area near Willis Cross that has rare orchids, however it was agreed the verge does need cutting at least a couple times a year.
Mr Gibson reported the tree on lane to trumpeter still needs cutting back. He also noticed along the Middlecott to Smallacombe lane weed killer has been sprayed and wondered if it was legal to do this. PG will monitor the situation.it
Mrs Smith has received a report of a drain blocked on Summerhill Rd.
05/78 Play area at Ley Crescent
RoSPA has not highlighted any urgent jobs in either play area. Mr Blackwell has been monitoring Ley Crescent area. Mrs Smith suggested that with regard to this area no plans to alter this area should be considered until the new LVH committee have meet and considered the councils pervious idea about siting small equipment within the grounds of the hall. Mr Retallick agreed that it should be maintained at the moment and agreed it is our responsibility.
05/79 Signing lease for Little Meadow, Liverton.
Mr Retallick and Mr Gibson declared an interest in this item of the agenda and declined from taking part in any discussion. The clerk read the whole of the lease to the council. It was fully discussed and signed.
Mr Retallick pointed out that there is a lot of grass on the field and asked if the present tenant could cut the grass and remove it. Mrs Smith asked if Mr Retallick could approach him and ask him to do this, Mr Retallick agreed to do so.
