04/59 Report from outgoing Chairman
The
past year has seen the rejection of the controversial planning application for
a Service Area at Drumbridges Liverton.
There were many objections to this proposal, including the unanimous decision
by a Public Meeting held at Blackpool School to reject the proposals out of
hand as being entirely unsuitable for the restricted area of proposal. However the Parish Council must not be
complacent about this as there is almost certainly going to be an appeal. It should be noted that the site in question
is owned by a Government department, and I am sure they will not give up after
having committed large sums of money preparing the planning application
Another
controversial subject has been the on going problems at Shapley Green, Liverton
where the grass area provided by the building contractors has always been a
source of controversy between the residents and the youngsters who have nowhere
to play games. There have been numerous representations to the Parish Council,
visits by our Community PC and efforts by our District Councillor to solve the
conflicts of interest. It is hoped that
a solution has now been found by the renting of a field (known as little Meadow)
not far from the allotments, from Ilsington United Charities. This is a land-locked site but attempts are
being made to find a suitable entrance to the field which could provide an area
for youngsters to play, without too much disturbance to neighbouring
properties.
There
was an increase in the Council’s Precept to cover the cost of starting the replacement
of worn out link fencing around Liverton Village Hall, and also to cover the
increased cost of maintenance of the burial ground.
The Parish Appraisal working
party is keeping busy, and perhaps it would be appropriate to thank all those
members who are striving to provide answers to problems highlighted in the
Parish Questionnaire.
The Council has made a start
on a Risk Assessment and an Assets Register.
Council
Meetings have been well attended; I would like to thank both Mr Barker and Mr Christophers
for their invaluable input to Council Meetings, as well as PC Harman who
attends whenever possible.
The
Clerk has an increasing workload and she should be congratulated in the
professional way in which she carries out her duties.
New
notice boards have been provided and the old boards re-sited where possible to
places not previously covered. Thanks
to Councillor Ian Mansfield for alterations and repairs to the boards and to Councillor
Ken Pepperell for various repairs to seats etc.
Councillors attend many
outside meetings and report back regularly to parish council meetings,
providing valuable information on the workings of other bodies.
I would like to thank Mr
Westaway for his support over the past year and for all the unreported work he
does, not only work for the council but also for various other organisations in
the parish, as does Mr Retallick also.
Although this year has been
relatively quiet, much worthwhile work has been done to make Ilsington a better
Parish and I am sure this work will continue under the chairmanship of my
successor.

04/65 Appointment of Trustees to Ilsington
United Charities (2 vacancies)
Nominations
were received for Mr Gibson, Mr Retallick and Mr Wills. The clerk informed the meeting that Mr Page
had enquired prior to the meeting what the procedure was for this nomination,
he was then asked if he would like to be considered for nomination to which he
refused. The councillors then proceeded
to accepted Mr Gibson’s nomination and held a vote between Mr Retallick and Mr Wills,
who both received 4 votes each, Mr Westaway had the casting vote to Mr
Retallick. Therefore Messrs Gibson and
Retallick will continue as trustees for a further four years.
04/66 Appointment
of Trustees to Jane Ford Educational Trust (2 vacancies)
Nominations
were received for Mr Bardell and Mrs Smith.
They were appointed to stand as trustees and the clerk will write to Mr
Wills and ask him if he would consider standing as trustee for this charity to
fill the long standing vacancy, caused by the death of Dick Wills.

04/68 Matters Arising from the minutes not on the

A
report from Mr Retallick was circulated to the meeting re Little Meadow,
Liverton.
A
letter has been received from Liverton Village Hall secretary which informed
the council that their committee was very worried about the future of the Hall,
it was therefore suggested an emergency meeting be called on the 8th
June immediately after the planning meeting at Liverton Village Hall.
The
closure of Liverton Play area was discussed again and the clerk will put up
notices on the fence of the area ASAP, also a notice will be put into the
parish Magazine. The matter will be raised again at the July meeting.
The
ownership of the tree on the corner of Wood House junction is still under
review and Mr Christophers will inform the clerk of any information about this.
04/69 To
received reports from County/District Councillors and Police Officer
Mr
Christopher gave a full report with regard to the problems at Shapely Way
Green, carefully explaining the way this problem has evolved from the beginning
being let down badly by the building contractors. A previous Parish Council and the district council. He acknowledged the fact that the Parish
Appraisal has highlighted the real need for the youth of the parish to have
facilities available to them and reported that already there is a football club
less than ½ a mile away and a playing field in Ilsington. There is no argument that children can use
the green under the watchful eye of their parents. This issue has been debated frequently at parish council meetings
over the last 5 years. He thanked Mr
Retallick for negotiating to make the field, Little Meadow, available for a
kick around park in a safe environment and would like to see both children and
parents participate in shaping the provision of proper play facilities.
Mr
Christophers then reported that interviews were taking place shortly to employ
Community Wardens and he would be like to see one in Liverton this summer
initially carrying out surveillance exercise.
Mr
Barker explained the extension of the speed limit on the ‘Old A38’ would go
over the bridge and this is being monitored at the moment, it is hoped the
speed limit would carry onto Bickington.
The
budget for next year is already being considered and he has looked at various
departments looking for ways to reduce the costs.
04/70 PUBLIC
FORUM
Mrs
Windsor from Liverton reported to the meeting about problems with youths at the
play area in Ley Crescent and asked if the play equipment was taken away what
would replace it. She suggested an
extension of the car park may relieve the over crowded parking along the Close
and the Crescent and that there was a real concern that emergency vehicles
could not get through because of this problem.
A
resident from Shapely Way thanked Mr Christophers for all the hard work he had
put into the planting on the green but expressed her worry that there may be
drug dealing going on in and around that area her concerns have been passed
onto the police.
Mrs
Smith asked if it would be possible to write to the bus company and request a
bus to detour along the ‘old A38’ and use the new bus stop.
Mr
Squire reported the parked cars on the brow of the hill along Old Liverton Road
are a danger to traffic.
