03/54  Declaration of acceptance of office for all parish councillors

Messrs Bardell, Blackwell, Gibson, Retallick, Westaway and Mrs Smith all signed the Declaration of Acceptance of Office Book and returned to their seats on the Parish Council.

 

03/55   Report from outgoing Chairman

The past year has been a busy one for the parish council. It saw the fruition of the hardwork of the Jubilee Committee, especially Philip Gibson and the parish clerk, in a number of events to mark our Queen’s Golden Jubilee and the establishment of lasting memorials in the form of a Victorian Lamp, a granite trough and the gilding of St Michael’s clock faces. The Beating of the Bounds, initiated by the council, was a great success and has led to Ilsington establishing its own walking group who are known as “Friends Walking”.

Throughout the year the parish council has worked with a variety of outside bodies, such as the police and other local authorities, the main liaison being with Ilsington’s Appraisal Group. The latter liaison was responsible for the publication of a Parish Plan with its attendant Action Plan. These efforts resulted in Ilsington being recommended for an award of good practice by the Countryside Agency.

It is a problematic time for rural areas throughout the country and the parish council will be pivotal in facing the many challenges and supporting all efforts to establish Ilsington as a viable and flourishing community.

Throughout the year the council has undertaken a keen interest in the traffic problems facing the parish and working with Devon Highways the major areas of concern have been mapped. This information will provide a strategy for the next five years. The results of the appraisal provided the background for this work.

Other major problems have arisen through the year and were highlighted in the appraisal. One was the lack of play areas and facilities in the new development, which has led to friction in the use of the green area at Shapley Way. Attempts have been made to alleviate the problem but a permanent solution has not yet been found. We have also given support to the local initiative to provide a skateboard park for young people. The problem of affordable housing for local people is also very real and the recent launch of the Hastoe housing scheme for four houses will meet a little of that demand but work is continuing to obtain more.

During the year the parish council has been grateful to our MP Richard Younger Ross for meeting with them and to our Devon and Teignbridge representatives, Councillor Baker and Councillor Christophers for their support.

I thank everyone for the support I have received during my year as chairman. I wish the parish council well in the future and hope that Ilsington becomes a rural haven in this new century.

 

03/56   Election of Chairman

Mr M Retallick nominated Mr P Gibson to become Chairman and Mr D Bardell seconded this

Mr Gibson accepted the post and moved to the top table.

 

03/57   Declaration of acceptance of office of Chairman

Mr Gibson thanked Mrs Cross the outgoing chairman and signed the acceptance book.

 

03/58   Election of Vice Chairman

Mr Gibson nominated Mr R Westaway to stand for vice Chairman, Mrs J Smith seconded this and Mr Westaway accepted this appointment and moved to the top table.

 

03/59   Co-option of new councillors

The clerk had received four name and nomination forms, which were read out, and Mr M Foster, Mr I Mansfield, Mr M Page and Mr K Pepperell were co-opted onto the Parish Council.

 

03/60   Declaration of acceptance of office of co-opted councillors

Messrs Foster, Mansfield and Pepperell signed the declaration of acceptance book.  Mr B Squire also signed at this point.

 

03/61   Appointment of Committees

Planning Committee – All the councillors wished to comment on the planning applications therefore there is no need for this committee.

Finance Committee- Messrs Gibson, Westaway, Retallick, Mansfield and Pepperell

Allotment Committee – Messrs Gibson, Westaway, Bardell and Mrs Smith.

03/63   Appointment of Trustee to Ilsington United Charities (1 vacancy)

Mr J Smith and Mrs J Parmenter were nominated it was agreed that Mrs J Parmenter would be appointed.

 

03/64   Appointment of Trustee to Jane Ford Educational Trust (1 vacancy)

Mr J Smith was nominated and all agreed that he could be appointed subject to his confirmation.

 

03/65   Minutes of last meeting

These were signed as a true record of the last meeting

 

03/66   Matters arising from the minutes not on the agenda

The signs at Five Ways Cross is being repaired today and new arms for this sign have been ordered the county engineer is aware of the dangerous condition of the sign at Swine Cross and has ordered a new one which will be put up as soon as it arrives.

The missing sign to Trumpeter has been reported, as too the bad condition of the road there and Mr Wills will look into both issues.

The clerk has given Mr Honeywill a gentle reminder about the bus shelter and he is trying to get there as soon as possible

Mr Moss will chase up the temporary lane closure at the slip road onto Drumbridges.

Thanks were offered to all councillors that attended the Civic Service.

 

03/67   Report from District Councillor

Mr Chistophers commented that he was pleased to see that this council raised the issue of licences for entertainment with Richard Younger Ross and went on to comment that he too has concerns over this issue and has put it in writing.

He was also pleased to note the parish councils concerns over the Old Pottery site and a parishioner has received considerable problems over the drainage from this site.

Shapley Way – This is still a real problem and the solution will not be immediate however hopeful a public meeting will be set up shortly.

 

03/68   PUBLIC FORUM

Mr Ruth a resident from Liverton reported that he has been threatened by the young people that have been spending time out side his house.  The incidents have been reported to the police but they are powerless to help, he would very much like football to be stopped on the green.

Mr McDonald reported that a by-law could be purchased for £200, which he thought, could be enforced and a discussion followed about this.

Another resident also commented the children on and around the green were becoming more of a nuisance and that they run into the road without looking and this is a safety concern.

Mr Gibson commented that the parish council would continue to look into ways of easing the problem.

Mr Bardell had been asked to bring to the council’s attention the road hedge at St Anthony’s which has not been cut for several years.

Local people have been walking dogs in the playing field at Ilsington, this could be a safety hazard and the people involved must be made aware of this.

There has been some vandalism at Haytor Vale to the finger cross at the top of the woods which has been uprooted and thrown into the stream.

Replacement of existing information caravan and toilet block with new combined centre and associated coach parking area.  Objection.- The Councillors are concerned about the size of the centre and the impact it will have on the overall view and the access to the road.  They request further explanation from the Parke.

Mr Bardell raised the issue of field shelters that have been going up in fields around the parish.  It was decided to invite a planning officer from Parke to come and talk to the councillors about this.

 

03/71   Reports by Parish Councillors representatives on outside bodies

Mr Westaway reported that the football team in Ilsington has new goals posts.

Mr Bardell reported that Mr Foster has now finished the website for Ilsington and it is at www.ilsingtonparish.co.uk.  Mr Foster went on to comment that the host for the website has suggested that it is moved to a commercial site later, it was suggested that it is monitored and reviewed at a later date.

Mr Gibson enquired if the records that the late Dick Wills had held could be put onto CD to save, and it was agreed that the clerk would write to Rob and Rosie Wills.

The clerk informed the councillor that the Insurance premium this year has increased as the new benches, trough and lamp have been added and the fidelity limit has been increased to £8,000.
