09/36 To report matters arising from the minutes

The clerk has spoken to the
tennis club chairman and secretary and has been informed that the only revenue
they receive is from fees to use the courts as the surface need to be
maintained in good order. The
councillors agreed to ask the tennis club to display the charges and contact
numbers for the key for public information.
Mr Blackhurst and Mrs
Retallick took the children to various other play areas and Mr Blackhurst will
report the findings at the next meeting.
The clerk has spoken to the
PCSO and made the request for timings of the speed cameras.
Clerk has been in touch with
TDC with regard to the entertainments license and made the relevant comments
from the last meeting.
09/37 Business brought forward by the Chairman
Mr I Mansfield has been
absent from meetings since June 2008 therefore is disqualified as a parish
council. Mr Mansfield will be notified
and the vacancy will be advertised.
09/38 To receive a report from District and County
Councillors.
DCC – Mr Barker – care home and transfer site to Sure Care after the investigation it showed that only 4-5 site would be redeveloped. They have now pulled out and the whole contract will now need to be looked out again and new tenders to be advertised.
Budget – council tax bill now
been sent out.
Mr Barker summarised the Highways
budget for next year patching (potholes etc) 4.05million a reduction of 30%
Footpath now 1.56 million,
weed clearance 1/2 million to clear all weeds in Devon, verge trimming 1.4
million another reduction. Street
lighting going up by 20%
Gullying emptying now 1.19million
again a reduction.
Maintenance budget 39.5
million and next year only rising by 100,000.
Revenue reserves currently at
4 million but at end of year will be 2.8 million.
Play area and skate park – Mr
Barker will give this council £1750.00 to help to get started, Mr Retallick
briefly explained the current situation.
Mr Barker suggested a visit to Buckfastleigh Skate Park would probably
be very informative.
Mr Bardell raised concern
over the state of the highways especially after last winters weather that has
created more holes in the roads.
TDC – Mr Christophers
reported:-
Seal Hayne is due to come
back on the market soon and there should be some directive from TDC for its
use. Historically it was built for the
purpose of education and it is felt that this should continue and a guide be
released to prospective bidders.
The Sports Personality of the
Year Awards which has been reported be shelved by the local press is not due to
financial difficulties but because of staffing issues at TDC, however Mr
Christophers hopes that a smaller ceremony could take place later in the year.
09/39 PUBLIC FORUM
There are concerns about the continuing congestion at Drumbridges due to redirections from Newton Abbot, Mr Barker explained that Newton Abbot is the most congested town in Devon, and there is an intention to change the traffic route around Newton Abbot.
Messrs Barker and
Christophers are part of the committee looking at a link road which will
hopefully bring together new housing.
Mr Gibson noted that The Old
Post Office sign is still pointing up the road towards the old site and should
be corrected. Mr Retallick reported
that the post office has now been set up in the village hall all is running well
and being very well supported.
09/40 Conservation area - Ilsington update
There has been a public consultation at Ilsington Village Hall, which was not very well supported. The officer from DNPA has given the clerk copies of the map and questionnaire which councillors are delivering to the entire households within the proposed area to make there representations. Put this on agenda for next meeting
09/41 Liverton Village Hall Committee
Mr Retallick asked if there
were any questions. Mr Clements
confirmed that stainless steel equipment would have a longer life and items would
have a resale value.
The quotes include labour costs. Mr Barker noted that grant applications from
funds
raised from the sale of Exeter airport had a deadline
but the DAPC has been given money
for village hall projects. The chairman suggested that Mr Barker and Liverton Village
Hall committee should consult with each other.
The clerk informed the meeting that rural aid
applications needed to be submitted by 20th
April 2009, other organisations in the parish should
given the opportunity to apply
however there is a tight time scale.
The Chairman asked the councillors for there support
for the kitchen application, a pledge
was given subject to gaining other grant funding.
09/42 To
consider the planning applications received from Teignbridge District Council and Dartmoor National Park Authority

10 Oaklea Park, Liverton – T1 Crown
reduce height by 4m spread by 2m and remove stem epicormics. T2 Crown reduce height by 2m, spread by 2m
and remove stem epicormics.
This council has noted that since the last work at this site there has been flooding issues possibility caused by the debris filling the ditches; however these trees do need attention, with the proviso of all debris being cleared.

Update at Cumming cross Traveller application now
being taken to European court
regarding discrimination
against gypsies, as there are travelling gypsies that want to
visit this area.
This particular application was decided on access and highway issues.
09/43 To
receive reports from Parish Councillors on outside bodies
DNPA have finished there coach
park and signs will be erected shortly.
The information
centre has been open nearly a
year and there are plans to bury a time capsule on the
anniversary of the
opening.
Can all councillors be
present next month for a photo which will go into the capsule. The
bench for the centre is
currently at the bowling club this needs to be available for next
months celebrations.
