A letter has been received from t he owners of the field at Louston with regard to trimming the hedges and they agree to trim at the earliest opportunity once the birds have finished nesting.

Urgent business brought forward by the Chairman
The clerk informed the meeting that it was difficult to obtain tenders for grass cutting at Little Meadow after contacting several contractors Mr R Mann gave a verbal quotation and once this has been received in writing it will be accepted.

To receive a report from District and County Councillors.
Messrs Barker and Christophers are on the sub committee for the Local Development Framework which is moving into public consultation and a request to the officers to have proper consultation. TDC have consulted with developer further meetings are planned to consider the correct percentage rate of affordable housing taking into account relevant expectations for affordable housing through developers, but looking for a way forward to encourage developers to put more back into the community including the CLTF projects.
Talked about the cluster group meeting and how the housing was decided and the new housing needs register and looking to build this in the new LDF.
Funding for the rural housing enablers will finish soon and its has been suggested that TDC should have its own rural housing enabler and the recent surveys undertaken will be looking at this to support this suggestion.
The application at Hartford farm - officers have suggested to refuse the application, Mr Christophers is apposed to this suggestion as there are very good reasons to support this development.
There followed a discussion which posed the question that to fulfill the 8% required new house build would not be fulfilled through urban development only and there is a real need for rural housing and how this should be represented in the new LDF.
Mr Miners asked if the rural housing survey could support the post office closure.
08/38 PUBLIC FORUM
Mr Bardell enquiry about preserving the chimney at Silver wood. Mr Squire informed the meeting that DNPA had offered to do this but the owner refused. Mr Retallick suggested that if councilors wish to preserve the chimney we could write to the DNPA historical department (Debbie Griffith) for historical preservation.
Mr Squire inquired about a mirror at Woodhouse Cross. IPC could email highways and make an enquiry.

Conservation area - Ilsington –
Discussion
Mrs. Smith has studied this document and informed the meeting that it is a draft appraisal cataloguing buildings which have had work undertaken on them such as new windows, roofs etc and makes comments such as if the work was successful. The document will be used to provide further consultation with the community and road shows seeking information.
The document at present is a guide to create uniformity to planning requirement’s for the village, keeping its unique appearances it would give that area a higher degree of protection than other areas.
Mrs Smith suggested other councilors should read it.
There are no dates set for completion all comments will be looked at to draw together comments to make a document, which gives guidance for continuity of design.
Councilors agreed to circulate the document and comment at next meeting.
08/40 To consider the planning applications
received from Teignbridge District Council and Dartmoor National Park Authority
1.
Proposed Open cattle shed (3.5 x
3.5m) at Shotts House, Haytor, Ilsington. Objection –
as the site is not suitable the proposed shed as it should be closer to
existing buildings the proposed development would be an eyesore on open green
countryside.
2.
Proposed open fronted field shelter
(12m x 3.6m) for horses/ponies/sheep plus separate open fronted barn (6m x
3.6m) at land formerly part of Stancombe Farm now called Brookhill,
Liverton. Objection – as this is proposed on a green field site and
local knowledge suggests there is a track already there which does not appear
on the plans.

4.
Trago Mills. Stover – Extension to
shop and alterations to petrol filing station.

Whitehorn, South Knighton – Change of
use of utility storage room to hairdressing facility. No objection however it should be
noted that off road parking should be a requirement.
Comments
requested for 3 Halford Cottages, Liverton. A Grade 11 listed
building. The councillors agreed to support the DNPA.

Block of three stables, barn/lambing
shed and a tack room at Pt field OS 1530 between Corymbria and Lower East
Lounston Farm, Liverton. The meeting agreed to write to planning inspectorate
regarding this councils views with regard to new buildings in green fields
sites.
