from these organisations the chairman suggested the councillors study. Insurance for the village halls were
questioned and it was suggested this should be looked at and the clerk will
write and ask to see policies for both halls.
ILSINGTON PARISH COUNCIL MEETING
07/32 Sue Hitchcock – Rural Housing Enabler, Community Council of Devon.
Ms S Hitchcock explained to the meeting her role and explained the usefulness of a housing needs survey. It was noted that any survey is only relevant at the time it is published however it would stand for 3 years.
Mr Gibson proposed we go ahead with this as soon as possible. The survey would be sent out with a letter from the chair of the parish council. Ms Hitchcock will send us copies of survey and a draft letter which give confidence to the parishioners to fill the forms in.

Urgent business brought forward by the Chairman
a) Liverton Play Park. We have received a letter from one of the grant applications and they require evidence of a committee and fund rising ideas. Liverton pre school have indicated support and would have a committee member , Mrs. Smith, Mrs. Retallick and Mr Mansfield also agreed to join the committee.
b) Computers for communities. The clerk explained details of the scheme worked and also explained that the scheme must be supported for two years and the second year may have to be subsidized by the parish council the councilors agreed to make this commitment. Mr Gibson will inform the village hall committee of our decision.

To receive a report from District and County Councillors.
Mr Chistophers has received a complaint with reference to dog fowling in Liverton on the little lane at end of the Flowers Meadow if anyone has any information with regard to this please contact the dog warden. With regard to housing need the present system at TDC is out of date and TDC are looking at a housing market assessment looking at all types of home ownership. He supports the parish council doing housing needs survey as evidence to give TDC.
Mr Barker talked about standing water issues in Ley crescent, DCC officers have taken photos but do not have evidence of water settling in an area that is causing residence concern. At the time Mr Barker attended the area the local resident chairman agreed to take photographic evidence. The car park also floods during a lot of rain.
Mr Bardell asked Mr Barker about potholes being filled and he informed the meeting he has reported over 100 potholes.
It was agreed to bring parish maps to each meeting for councillors to mark areas for attention i.e. potholes etc…
The clerk informed the meeting that she has been in contact with the dog warden with regard to other problems in Liverton.

PUBLIC FORUM
Mrs Windsor asked about the plans for the play area in Liverton, Mrs Smith informed her that the plans were available for viewing and she could look at them after the meeting.
Mr Barker stressed the need of resident involvement. He also offered to allocate £500 towards this project.
07/40 To consider the
planning applications received from Teignbridge District Council and Dartmoor
National Park Authority
1. Proposed: two storey rear and side extension at 2 Trumpeter Cottages, Ilsington
( amended Plans) No objection
2. Proposed : replacement and repositioning of animal shelter/store and restoration of linhay to provide store room with washing facilities for workers at land at Lower Lounston, Bickington. No objection
3. Rellian, Exeter Cross – New dwelling house to replace existing chalet bungalow. No objection
4. Proposed Construction of single storey garage to replace existing at Moorgate, Green Lane, Ilsington. No objection

Proposed: Application under
Regulation 3 of the Town and Country Planning General Regulations 1992 for new
information centre including new rear access for contractors and staff and
demolition of existing public toilets at land to rear of Lower Car Park,
Haytor. Full discussion followed and concerns about taking down the toilet
block. No objection vote 5 in favor and 4 against.

Mr Westaway informed the meeting that the playing field had been tided up and
brambles removed. Mr Squire informed the meeting that 35-40parishioners were going
to France at Easter. Mr Bardell informed the meeting of the TALC meeting on this
Thursday but he is unable to attend.
