ILSINGTON PARISH COUNCIL MEETING
05/38 Apologies
As before

Mr Retallick and
Gibson signed the declaration book for IUC and IVH.
05/40
Mr Colin Pound Post Office Rural Advisor
He explained that
Haytor Post Office was closing and it had been hoped the service would improve
at Ilsington. When the W I discussed
the possibility of the post office moving to the WI hut there was not enough
support to continue plans there. At the
present time the hours at Ilsington are about right for the amount of
business. Mrs Crouch has organised her staff
to work at Ilsington and that is at her maximum level. The Chairman informed the meeting that the
landlord of the pub at Ilsington could offer a small area within the pub for a
satellite station to be set up on a temporary basis. A Post Office service is
running very well in the pub at Hennock.
Mr Pound said schools or nurseries could not be used because of
implications from ofsted inspections.
Mrs Smith asked what equipment would need to be used, Mr Pound suggested
only a table and a chair and the PO would pay for a phone line, Mr Westaway
asked if it was used as an open plan office would there be a problems? Colin Pound said not because all cash is
kept in a case and if a panic button is pressed the money would be
stained. The discussion continued and
it was suggested an area in the church could be used; however there are no
toilet facilities which would cause a problem.
.
Hours could only be
expanded on the amount of business. Mrs
Crouch could not increase her hours therefore hours at Ilsington are
restricted. If the next owner of the village shop wanted to run the Post Office
the hours could be reviewed.
It takes 9 wks to put
in a phone line and to set it up, therefore the Post Office service would be
looking for a fairly permanent solution before making arrangements and Mr
Barker agreed that this would be a better option.
Mr Pound explained
that the Post Office has a contract with Mrs Crouch and that would remain
unless a permanent solution for Ilsington could be found.
Mr Retallick reminded
the meeting that Mr Jarvis, planning officer from DNP is happy to meet the
Parish Council to discuss extensions to the village hall.

05/44 To receive a report from District and County
Councillors.
Mr Barker reported the
road closure in Ilsington. He has
received correspondence about traffic calming at Haytor Vale and suggested it
should be included in the Parish Travel Plan - The clerk assured him it is in
the plan, he told the meeting he would investigate the inquiry. There has been an inquiry about the junction
at Exeter Cross suggesting bollards or something similar should be in the
middle of the road. This is not
currently in the Parish Travel Plan and it may need to be discussed and added,
the inquiry was raised by Richard Younger Ross.
Mr Retallick asked
about the statistics from the minutes of the last meeting referring to
Drumbridges, Mr Barker explained that there is a method of recording accidents
which at first glance are slightly confusing.
Mr Christophers up
dated the meeting about development at Trago Garden Centre, TDC have passed the
plans but Highway still needs to confirm. Mr Christophers has met with Mr Paul
Jones at Blackpool School and discussed the community hall, Mr Jones is keen to
be involved with the community and invited any inquiries about the hall. He agreed to provide goal posts for Little
Meadow.
05/45 Community Travel Plan.
A full discussion
about the CTP and recent correspondence received about the speed limits at
Haytor Vale. Mr Barker suggested that
the parish council should prioritise make a list and send it to Derek
Moss. Mr Retallick suggested that a
small group of councillors should meet review and make recommendations. The councillors who agreed to meet are
Messrs Bardell, Foster, Pepperell, Westaway and Mrs Smith. (Grit bins need to
be included on this)
05/46 PUBLIC FORUM
Mrs Windsor asked if
the council knew who owned the fence at the back of the village hall, as a
neighbour would like to clear the weeds and put up a new fence. She was advised
that she should contact the halls management committee. Mrs Windsor then reported pot holes in the
road outside village hall.
Mr Lowe secretary of
LVH Management Committee reported that he has written to 3 local builders and
only one has returned a quote which he has given to the clerk. The Chairman confirmed that in line with
financial standing order 3 quotations are needed. Mr Lowe will chase the other builders again. Mr Barker suggested the clerk should contact
the CCD as new funding is available for additional facilities for disabled
people (Jay Talbot).
Mr Bardell reported
the signs at Five Cross's are damaged, the grit bins have still not been
provided and the hedges have still not been cut or the grass at Dry Bridge.
The hedges at Liverton
reported in the last meeting still need to be cut.

Single storey side extension with rooms in roof
space.
Objection - Over development with
the frontage to large, also out of keeping with other around it.
2. East Down Farm Off Staplehill Road
Polytunnel.
No objection - suggestion to be sent to TDC sizes need to be included on
planning applications.
3. Torwood Cottage, Haytor
Replacement of existing timber garden shed with garden/potting shed
constructed of block with slate roof.
No objection
4. Hilstone Meadow, Haytor Vale.
5. Covered
storage area. Objection - unsightly from the other side of the valley,
and over development in the field.

Update and report from Parish Plan
Mr Bardell reported that the plan has not been
pushed forward recently Mr Retallick
suggested that at the next AGM a representative
should be found.
05/49 To receive reports from Parish Councillors
on outside bodies
Mr Squire reported
that 48 parishioners are going to France on Friday.
Mr Bardell reported
that there is a Talc meeting this Thursday - he attended the planning meeting
in Chudleigh
Mr Retallick informed
the meeting that the spring Dartmoor visitor now out with event being
advertised for locals and tourists.
Mr Foster asked if
there was any sign of the new visitor centre being built and Mr Retallick
informed the councillors that there were financial problems and it has moved
down the priority list.
Mrs Smith reported the
Liverton Village Hall AGM is on 18th April and they are still looking for a
chairman.
