04/33             Confirmation of Minutes from last meeting 24th Feb 2004

These were signed as a true record of the last meeting.

 

04/34  Matters Arising

Mr Gibson has written to he land owners of the field in Liverton and they are still considering their options at he present time, Mr Gibson will follow up the enquiry in due course and asked the councillors if they were happy for him to continue this course of negotiations.  Mr Page asked if there were any other opinions open to the council at this time and Mr Retallick didn’t think there was.  The councillors agreed for Mr Gibson to continue negotiations.

We are now in receipt of the refusal of planning permission notice for the proposed service station at Liverton.

04/36 Report from County and District Councillors

Mr Barker reported that the Local Services Office is being reorganised and there would be 7 officers out and about the parishes and hopefully Mr Wills will remain in charge of our parish.  Mr Retallick asked about the sizes of the areas covered and the 7 officers will cover the whole of TDC area.

Mr Christophers Thanked Dr Moody and the action group for the pressure applied to TDC to appose the Service Station application.  The plans had a delegated decision made by the officers, there have been other sites discussed for a service station but as yet no decisions have been made.  There is still time for the applicants to appeal on the Land at Liverton site; however it is hoped they will not.

The planting at shapely Green, Liverton will start shortly after Easter.

An increase of 2.2% on Council Tax for TDC.  The community warden scheme wil be introduced and Mr Christophers will keep the council informed.

 

04/37  Ilsington United Charities

Mr Gibson circulated a statement and read it out stating the position and duties of the trustees serving the charities.  He went on to explain that any land or assets of the charities must be let out at market price and have to ensure any work is kept within the scheme. 

Mr Page remarked that at the pervious meeting it seemed that the Parish Council and the Ilsington United Charities had worked together to get a solution for the problem in Liverton at the present time and the Parish Council had asked Mr Gibson to negotiate further. Mr Page asked if the correspondence was accessible and Mr Gibson confirmed it was.  However the Waldron brothers are now considering there options for the future of the field.  Mr Retallick pointed out that negotiations for this field was a delicate matter and urged the council to allow Mr Gibson to continue as he thought fit, official correspondence may cause offence and Mr Retallick gave his complete confidence to Mr Gibson’s  dealing with this matter. 

Mr Page reported he had received correspondence commenting that the definition of the poor of the parish should be considered and Mr Gibson explained that at present the Charity was able to fulfil the aims laid down by the scheme and until this could no longer be done there was nothing to consider.

 

04/38            PUBLIC FORUM

Mr Courtier has asked the parish council that when the Post Office closes at Haytor the Post Box could remain at its present place, it was considered that if not, another place should be found for it in the vale.

Barry Lacey retirement, the council will write a letter to Mr Lacey in recognition of his retirement.

Dr Moody reported to the council that it is usual practise for all objectors of a planning application to receive a copy of the refusal notice, as there were so many for the Service Station application Dr Moody contacted TDC and suggested this be waived and he would pass on the good news to the group.  The group have decided to remain for the present in the event of an appeal and in the meantime work together to get Broadband to the Bickington Exchange.

Mr Bardell asked if the cones on the slip road north bound on the A38 should remain where the work is clearly finished.  Mr Barker would investigate this request.

Mr Gibson asked if trees could be trimmed within the roundabout to improve visibility.

Mr Oldham had various enquiries.

1.                  who are the Trustees of Candy Farm Trust accountable too? – Ilsington United Charities trustees are accountable to the Charity Commission.

2.                  Parish Wards – could councillors represent areas within the parish? 

3.                  Planning – Concerns raised over remarks being inconsistent

4.                  Meeting to be taped could this be considered?

5.                  10 councillors - if councillors were responsible for areas within the parish would they take more interest in that area?

6.                  Consultation – Re bus shelter at Benedict bridge.

7.                  Benedict Bridge – Stones knocked into the stream.  This has been  reported

8.                  The Web – No change since November 2003 – Mr Foster confirmed it had been updated.

It was then discussed about the length of time the public forum lasts and if matters should be discussed at this point.

 

 

 

 

 

04/40   To consider the planning applications received from Teignbridge District Council and Dartmoor National Park Authority

1.  Nutkin Cottage 4, Haytor Vale, Haytor

Single Storey extension to form kitchen/dining room and garage.  No Objection

2.  9 Oaklea Park, Liverton

Two storey side extension  No objection

3.  11 Barn Park, Liverton

Conversion of garage to bedroom and utility with new mono pitch roof over.  No objection

4.  Quarry to rear of the Welcome Stranger in Ingsdon

Use of land for temporary (3 years) siting of static caravan.  Objection as this application is against the TDC policy of dwelling in open countryside

5.  Old Leys Cottage, Liverton

Interior alterations including block up existing kitchen opening and form replacement, and form wider opening between kitchen/dining area and living room.  No Objection

6.  Liverton Village Hall

Replace existing fence, railing and gates with grey brick wall and railings and new gates.  No objection however, the councillors would prefer to see something other than spikes on the top of the railings and better still a smooth top.

Grant of Conditional Planning Permission

6.  Chrisillian, Simms Hill, Ilsington.  Extension to form dining room

7.  Ladymead, Green Lane, Ilsington.  Extension to existing stable block to form garage and store

Refusal of Planning permission

1.  Land at Liverton Road, Drumbridges.  Outline application for a trunk road service area 

There followed a discussion about the role of the parish council and the fact that we are purely a consultee and not an authority.  Mr Retallick explained in detail the role and procedure of a planning application and the part we as consultees play.

 

04/41  Reports from Councillors on outside Bodies

Mr Gibson has attended the Ilsington Village Hall meeting and read out the report from the Chairman.  He added that the committee should be congratulated for their tremendous efforts.

Mrs Smith had attended Forde House, Newton Abbot and reported it had been very informative.  Planning workshops are planning in the near future.  Code of practice card can be obtained from TDC.

Mr Page circulated a report from the Parish Plan group.  He added that he is working towards bringing the two youth communities together with the help of the mini bus from Blackpool School.  There will be a pull out piece n the next Parish Magazine listing all the events and organisations within the parish.

Mr Squire reported that there are 40 French visitors arriving over the Easter weekend.

Mr Bardell is still involved with the Leader+ project and there is still money to be given to projects as match funding.  The next TALC meeting is on the 25th where policing will be discussed

Mr Retallick reported that DNPA Local plan has been read and there were 1,000 objections of which 15-20 were upheld.  It is now ready to be published.  There are various newsletters and guidance notes published from the park which are available from the DNP and visitor/information centres.
