ILSINGTON PARISH COUNCIL MEETING

The Chairman welcomed all to the meeting and congratulated Mr Barker on his recent re election.

09/80  To report matters arising from the minutes not on the agenda.

The standing water at Haytor:- Mr Retallick spoke to the highway engineer who had passed a message through to the relevant department and the park rangers are monitoring this situation.

Mr Christophers was asked if he could supply more cards for reporting dog fouling.

 

09/81  PUBLIC FORUM

Mr Gibson asked if later in the meeting we could look at the letter from IVH sympathetically.

Mr Barker noted that in reference to the application to CCD for funds for IVH he was enquiring where the monies from the sale of Exeter Airport had been spent as applications for funds have not been allocated.

Mr Miners enquired why the road improvements are happening at Drumbridges because if the area is going to re developed why are thousands of pounds being spent now?  Mr Barker said that at the moment the re-development still has highway issues that need addressing, and that particular part of the road needed repairing now.

09/83  Ilsington Play Area - update

Neil Blackhurst gave the history of why we are considering this project which was prompted by a letter from will Arnold.  Since then we have asked the opinion of other children and visited other play areas.

We now have compiled a wish list for a skate park where the equipment is approx £15,000 and surface £13,000.

The current play area needs renewing – inline with current expectations.  It is estimated that both projects would cost approx £50,000

We have considered the need to establish cost and funding related to the needs for the community.

We ask the Parish Council to support this whole project and financial contributions that would be required.

We have considered and enquired about the possibility to hire equipment for a few weeks to gain use and have also spoken to local builders to gage the amount of help they could offer in kind

While considering this project we have also taken into account a wider user group and have look at equipment for 0 – 100years.

Initial consultation has been made with IPFARA who seem to be in favour; however we do need to speak to them further with more details.  We have also consulted DNPA who think we may need planning permission for some of the equipment.

 

The Chairman asked the council if they approved this scheme which includes clearing the present play area and seek grant funding for all three projects costing approximately £50,000.

Mr Blackhurst proposed this scheme and Mrs Smith seconded the proposal & councillors voted in favour and 2 against.

Mr Blackhurst agreed to meet the playing fields committee on Thursday to inform them of our proposal.

Mr Barker would be happy to liase with Mr Blackhurst and Clerk to help identify funds.

 

09/84  Traffic – discussion

Mr Gibson noted that in the past we had requested for the trees to be topped at Drumbridges to improve visibility Mr Barker noted and will follow up with the highways department.

There was a discussion then with reference to the house in Liverton where a hairdressing business is carried out the clerk reminded the councillors that this matter has been dealt with by both TDC and the Police and Mr Blackhurst explained that because this is a residential road and the park cars do reduce the speed along that road.

Parking issues at Old Liverton was then discussed and it was noted that applications have been placed which have been rejected for the Devon banks to be removed enabling the residents to park on there own land and off the highways.  The reason for the refusal of permission is because it would alter the appearance of the village.  Again it was suggested that if the cars were removed from the road the speed of that road would increased.  Mr Gibson wondered if land could be purchased on compulsory purchase order, however we now do own the car park which is reported not to be used very much.  It was suggested that we write to all the householders of Telegraph View and remind them it can be used by the public.  Mr Blackhurst offered to draft the letter.

Car parking in Ilsington village – Mr Gibson asked if the field behind the school is made into a play ground would the current play ground become a car park for the staff reducing the number of cars parked in the village.  The chairman noted that this wasn’t a matter for the council to decide.

 

09/85  To receive reports from District, County Councillors and Police Officer.

Mr Christophers noted the Candy Farm planning application went before the committee and the applications was treated harshly although he charity had shown proven need with evidence.  Mr Christophers agreed that the objectors had cause for concern with regard to school traffic however local people are aware of the lollypop lady at the school and they tend to find other routes. He felt that the Highway’s department were unfair to put in an objection to the conversion of barn conversion; however the orchard application is a totally different.  He considered the education contribution for that application is excessive. Finally he noted that this is a good scheme, and we should keep the bigger picture in focus that 33 local people need homes. 

Following recent elections and promotions at Deon County Council Mr Christophers has taken on more responsibilities at TDC.

Mr Noon noted that an application for 10/12 houses in Liverton by housing associations should be arriving fairly soon.

 

Mr Barker noted that the management of Devon County Council changed and he would soon have different responsibilities including Services to Libraries and Arts

The new council will be looking at overall budget and the last administration borrowed high amounts with high interests being paid back, there needs to be a way to look forward to cover budget shortfall.

There have been new instructions issued with regard to potholes, and no job vacancies will be filled until justified.  No more projects started.  Directors and solicitors will be leaving shortly.  Most department seem to have gained 2 layers of management under the last administration and there roles need clarification.

 

Mr Blackhurst reported that crime going down 7% in local area and 20% car crime reduced.  Although there has been a spat of car’s being broke into that has now reduced.  Mr Retallick asked if the parish crime figures are available and MR Blackhurst confirmed that they are available on the Police Website.

 

09/86  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

  1. Proposed Creation of a sand school at Ingsdon House, Ingsdon.  No objection
  2. Replacement and relocation of existing toilet block and erection of two holiday lodges at an existing touring caravan site. 

Objections raised as the fabric of the holiday lodges are not of the colour or design sympathetic with the local surrounds, also concerns were raised if a change of use was also needed.

Amended plans no comment required for information only  at Swete Sigford, Sigford
