08/76  Declaration of interest in items on the agenda

08/77  Receive report from Sue Hitchcock re Housing Needs Survey

A copy of the report was distributed to the meeting and gave an overview of the report copy attached.  Sue reminded the meeting the survey would be relevant for 3 years. 

Next step is to look over the report and give feed back.  The rural enabler post has been funded up to march 2009.  The report will be sent to  TDC and the  parish will have 2 bound copies.  This report will be discussed at the next full council meeting in July.

08/79  To report matters arising from the minutes not on the agenda.

Mr Retallick reported back about the parking at Cottamore corner after concerns were raised via a letter to the council – Mr Retallick has spoken to the garage owners who assure him they only park a low loader trailer there briefly the other cars belong to other household in the area – the parking opposite the garage close to post box has been also mentioned and the garage owner will take this matter on board. Clerk to write back to resident with the findings and assure them this matter will be monitored

The clerk has researched the signs which say Old Liverton and has contacted the highways department

Chestnut tree in Ilsington notified DNPA still awaiting a return call to discuss further.

See saw still needs to be removed.

In light of information received at the DNPA forum with regard to their planning policy for 50 affordable houses being built it was noted that this would not be very helpful to this parishes housing need highlighted in the new survey.

 

08/80  Urgent business brought forward by the Chairman.

Mr Retallick noted that this item will receive a new title and remove the word URGENT – The accounts were circulated in draft form and the councilors were asked to look over them and make comment at the planning meeting in 2 weeks time. All councilors agreed

 

Notice board at Shapely Way – authorisation is sought to refurbish a notice board we already have, prepare ground and fix at Shapely Way.  The property owner has given permission. Councillors agreed to get quotes and the budget for this project is approx £400 any quote received below that the clerk can authorise the work.

 

08/81  To receive reports from District, County Councillors and Police Officer.

Mr Barker reminded the councillors of the development framework road shows the closest being Bovey Tracey or Ashburton.

Mr Barker has met the developers at Seale Hayne to discuss housing development.  Most developers were keen to develop and were interested in a form of tax on each house to provide community facilities.

All developers thought percentage of affordable housing was too high at 40% and favored 30%.  Messrs Barker and Christophers feel it is important to look at need and base the percentage on need for each area rather that an overall figures across the board.

Housing needs survey and Parish plans should be taken into account where housing developments are assessed.

Mr Blackhurst asked what relevance the SHLAA report would affect these discussions and Mr Barker assured the meeting that the SHLAA only were looking for sites that were relevant for building.  The discussion continued as to how all the reports and discussion will make the way forward to developing the new LDF.

Devon County Council boundary debate to be released early July.

Civil Parking Enforcement by the district council was discussed, it was noted that there have been are few discrepancies which are having to be addressed at the moment and traffic orders will need to be re advertised.

Mr Barker is attending a meeting concerning Health and Social Care and how changes in the way it is delivered and the consolation report will look at tomorrow, this may change how people are supported and may include more people being cared for at home.

  

Mr Barker reminded the meeting of money he can allocate to local organizations and informed the meeting he has received an email about the Ilsington Village Hall extensions and has agreed to meet there representatives.

 

08/82  PUBLIC FORUM

Exeter Cross road surface has been damaged by lorries turning at this junction, it was asked if there could be any signage to avoid this problem.  The clerk will investige what if any signs could be used to avoid this continuing problem, or a note that vehicles cannot access Trago mills from this direction.  Mr Barker explained more fully the problems with the new road surface it being a slurry coating which is only a short-term repair solution.  He suggested the problem with lorries going the wrong way is because of sat nav, which the companies are working to help solve these problems.  Mr Barker offered to investigate some sort of sign to direct lorries to Heathfield.

Mr Gibson has noticed the hedges between Exeter Cross and the Star Inn at Liverton are growing over onto the pavements, it was suggested that a standard letter could go to all those households and councillors could deliver them.

Mr Miners noted the amount of money intended to be paid to repair a hole in the roof of Ford House at the council offices and wonders why it had got into such a bad state of repair.

Mr Retallick asked Mr Barker about the X38 bus service through Liverton and Mr Barker assured the meeting that periodically he raised this issue with the bus companies but still is being told that that service is not viable.

 

08/83  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

1.      Demolish uPVC conservatory and construct kitchen/diner extension and provide dormer bedroom with en-suite at Sycamore House, Ilsington.  No objection 

2.      Living room extension at Moor Tang, 1 Haytor Vale, Haytor.  No objection

3.      Three coach parking spaces to rear of Haytor Information Centre with pedestrian access at Haytor Information Centre, Haytor.  No objection

4.      Proposed pump house building and septic tank – Ingsdon Quarry, Ingsdon.  No objection

5.      Proposed single storey garden store/animal shelter at Higher Brake, Green Lane, Haytor.  Objection to the location of the proposed development and this council feel’s it should be closer to the house

Amended drawings showing on site car parking area at Higher Cator Lodge, Haytor.  The plan not changed so it should be moved closer to the house.

08/84  To receive reports from Parish Councillors on outside bodies.

Mr Gibson had advised the Ilsington Village Hall committee to contact Mr Barker re grant for extension.

There are young families in the area who have inquired if the play area at Ilsington playing fields will be renewed, Mr Barker reminded the meeting of the money available from his fund and the councillors agreed that the clerk should get quotes for renewing the equipment as well as contacting local contractors to maintain the area as it currently is.
