07/85  To accept apologies for absence

Messrs Gibson and Retallick signed the book with regard to Ilsington United Charities

 

07/87  To confirm the minutes of the last meeting 22nd May 2007

These were signed after and an amendment made at 07/77 and the words 'at the bowling club' was added.

 

07/88  To report matters arising from the minutes not on the agenda.

The clerk has various housing forms it was decided to form a small committee of 3 councillors and the clerk. Messer’s Blackhurst, Gibson and Westaway volunteered to join the committee.

With reference to the request of dog bins, the clerk informed the meeting of laws for issuing fixed penalty notices.  The councillors agreed that a notice should be placed in the parish magazine again highlighting this problem.  Mr Blackhurst thinks the situation has improved at the playing field.  Mrs Smith suggested this problem should be addressed back to the playing field committee.  Mr Retallick suggested IPFARA could design a sign to prohibit dog fowling which the Parish Council would finance.

The committee for Widecombe Fair traffic have contacted the clerk and advised us that the planning is at the consultation stage and offered to supply signs int eh parish advising parishioners of increased traffic during the Fair at no cost to ourselves.  The councillors declined this offer, and wanted to insist the traffic continue to be redirected via Bovey.

 

07/89  Urgent business brought forward by the Chairman.

07/90   To receive reports from District, County Councillors and Police Officer.

Mr Blackhurst informed the meeting that the Police helicopter was being used in the

Haytor area looking for stolen vehicles.

 

07/91   PUBLIC FORUM

Mr Gibson has received complaints with regard to the play area at Ilsington playing fields and the area needs urgent action, removing weeds and adding more chippings.  Several councillors offered to help on Sunday the 8th July at 10 am.

Mr Gibson reported that he had noted a Highway Hotline for speed repairs out of the Devon Talk magazine the clerk will put the details into the parish magazine.

Mr Gibson reported the Art show and the Rural skip were both using the Village Hall car park on Saturday which caused some frustration.

Mr Noon reported pot holes in Liverton and will mark it on the parish map.

The councillors discussed the bus shelter at Liverton and extreme concerns for the slates coming off the work this should be done immediately. either repaired or a temporary make safe.  the councillors authorised the clerk to do this.

 

07/92  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

1.      2 Cromwell Cottage, Ingsdon, Northgate

Demolition of existing porch and replacement with extension.  No objection

2.      Ingsdon House, Ingsdon

Three stables and a hay store over and relocation of access to field. No objection.

3.      15 Laskeys Heath, Liverton

Single storey detached garden room.  No objection

For information only amended plans for proposed block of 3 stables etc at Lower East Lounston Farm, Liverton

 

Refusal of Planning Permission

Rock View, Exeter Cross Extension to rear and conversion of loft, including increased in roof height.

 

Mrs Smith asked the councillor if a query should be raised on the development at No. 2 Summerhill Crescent as it seems a lot larger than the original application.  He councillors agreed and suggested the reply should include the report from the enforcement officer who attended the site.

 

07/93  To receive reports from Parish Councillors on outside bodies.

Mr Gibson had attended DNP where the meeting discussed the military training on Dartmoor, the meeting also discussed concerns about large amount of bracken growing as a result of a decrease of grazing animal.  Mr Retallick commented on the reasons why this happens and confirmed that swaling will continue to control the vegetation growth.

The commoners on Haytor down are spraying vegetation to reduce it so public can still access the moors, as part of a management scheme for Haytor down.

Mr Retallick suggested any concerns could be addressed to the Local Access Forum. 

Mr Miners attended the TALC meeting where the guest speaker spoke on Patients Forum.  Wendy Gill was elected as chairman during the meeting the main message received from that  meeting was that parish council groups together could get better results.

Mrs Smith had attended the rural aid meeting and reported that TDC has decided to make grants only for capital projects for £10,000 +.  There was a lot of criticism for this decision as small parish will not be able to apply for this grant.  District and County Councillors have been given allowances to split among there parishes.  We have received £750 already for the play area in Liverton.  A discussion followed that grant that have already been granted but have not drawn it should return it, however it would go back to TDC and not to benefit the parishes.  £50,000 is the total allocated for rural aid payments.
