06/225 Apologies

Received from the Clerk Mrs.C.Retallick (due to family sickness)

Mr.Gibson to take minutes in her absence.

 

06/226 Declaration of interest

Mr.Retallick and Mr.Gibson  declared an interest in relation to Ilsington United Charities

 

06/227 Minutes of last meeting

Amendments were agreed: Mr.Foster to be added to the list of apologies. Various errors as initialled by Chair.

 

06/228 Arising from minutes

Correspondence regarding the bridle paths at Haytor Vale/Smallacombe to be discussed at next meeting. The Clerk has written to Teignbridge to arrange a meeting regarding the Paintball Park, Trago.  Also letter to DNP regarding screening at the eucalyptus plantation.

The dead tree at the Portland Villa end of the Playing Field has been

Felled.

The clerk has not yet written to the Chief Executive of TDC regarding the timing of the TALC meetings.

06/229 Reports from District, County Councillors and Police

Mr.Barker said he thought there ought to be a nominated Councillor to liaise with the parish length man and this was agreed and it was suggested Mrs. Retallick might be the best person to do this.

The lack of attendance from the police was noted and Mr.Barker thought there might be some possibility of the position improving following the appointment of a large number of Community Care Officers.  He also asked if the Council could make sure that he received a copy of any E Mails sent to DCC as he was sure he was not always made aware of them by DCC. This was agreed.

He also said he had attended a meeting with the Primary care Trust

where he was informed that the Government had opted for the replacement of the existing South West Care Trusts with one Trust only.  This would probably take place in October this year.

 

06/230 Public Forum

Mr.Gibson said that he had been told that the owner of Lookweep Farm had erected an electric fence along a bridleway on his property which made the bridleway so narrow and dangerous it could not be used by horse and riders.  He had also been requested to see if the HILLCREST road sign at Ilsington Village could be moved as it was almost permanently obscured by parked cars.  Teignbridge to be asked to do this.            Mr.Retallick reported a 301mm by 41mm deep pot hole at Woodhouse Cross.

Mr.Bardell was concerned that cars were being parked overnight by the hairdressers at Liverton and it was suggested that perhaps double white lines could be painted to stop all parking on this section of road. Mr.Barker said the roads department would only consider doing this if the police confirmed they would be able to monitor the situation.

Mr.Gibson suggested that perhaps the Star Inn would let hairdressing clients use the pub car park but Councillors thought it unlikely anyone would want to walk the short distance from the car park to the salon.

 

06/231             End of Year accounts

Draft copies of the year end accounts are to be circulated to all Councillors so that they may be discussed and signed off at the next planning meeting.  Copies sent by Email if possible.

 

06/232 Planning Applications

There were no objections to the application for a two story extension at 2 Munroe Meade, Liverton.

 

06/233 Reports from Councillors on outside bodies

Mr.Bardell said that TALC had money available for school travel plans.

Mr.Retallick said that there were two options being considered for the Haytor Vale Information Centre. Option one was to retain the existing toilet block and enhance it and extend it by possible 3-4 metres.  This was being opposed by the Open Space Association as a possible loss of open ground and the second option was to demolish the existing toilet block and rebuild behind the wall on land already owned by DNP but because of the unstable nature of the ground this would prove hugely expensive.

Mrs Smith signed the book of declaration of acceptance of office.

 

2.         To consider planning applications received from Teignbridge District Council and Dartmoor National Park Authority up to and including the 9th May 2006.

 

a)      Proposed Adaptations to kitchen and extension to form garden room at East Lounston Farmhouse, Lounston.

The councillors are unhappy with the presentation of the plans and felt they did not show a true foot print of the building and asked for a site meeting.

 

b)      Construction of external staircase from patio to lower ground level at Summer Court, South Knighton

No objection

 

c)      Renewal of planning permission 2001/03074 for a loft conversion with dormer windows at Edelweiss, South Knighton.
