05/87  Declaration of interest in items on the agenda

Mr Retallick and Gibson signed the declaration book for IUC and IVH.

Mr D Bardell with reference to a planning matter.  Mrs J Smith for a financial item later in the agenda

 

05/88  To confirm the minutes of the last meeting 24th May 2005

05/89  To report matters arising from the minutes not on the agenda.

Mr Gibson reviewed the Local Framework Document and comments have been sent to TDC.  Mrs Retallick has written to Mr Jones of Blackpool School and updated him on the situation at Little Meadow.

The Clerk has not received the parish maps yet that Mr Barker referred to at the last meeting for the cutting of verges.

Other highways matters have been reported via email.

Wood chippings have been spread at the Ilsington playing fields play area.

Grants have been confirmed for Little Meadow of £5,000 from Rural Aid and £4,000 from Entrust.  Steps are now being taken to commence the work.

The clerk has been in contact with the police station at Chudleigh, PC Harman has been moved to Newton Abbot and the position for this area is vacant.  However they have made a note of the next meeting date in July and hopefully they will send either the new officer for this area or an officer from Bovey.

 

05/90  Urgent business brought forward by the Chairman.

A draft sign has been received for the play area at Ilsington playing field along with a quote. This was reviewed and authorized for ordering.

 

Declaration of casual vacancy

A position has now become vacant due to non attendance of meetings since the 14th of December.  There fore the casual vacancy will be advertised as from the 14th of June 2005, as required by the local government act 1972 section 232.

 

05/91   To receive reports from District, County Councillors and Police Officer.

05/92   PUBLIC FORUM

Mr D Bardell reported that ambulances which have been called out and could not find address, therefore should we write to them and express our concerns.

With a copy to JC and DB.  The lime kiln on green lane has no information on it and IPC could ask Mr E Williams for further information to be added i.e. it’s a lime kiln etc.

DNP Debbie Griffith may be able to assist with cost and wording for a sign.

Cutting on verges Drum bridges, Rora, Five Cross, Willis Cross, dry bridge.  Hedge at Liverton which is on private property which is becoming dangerous.

Mrs J Smith reported that the verge from twinning sign to Drumbridges needs attention.  The ferns on the banks below Lenda - perhaps they need spraying back.  The tree on the lane from Lewthorn to Trumpeter which hangs over the road still a problem.  Mr Retallick will give the list of complaint to Derek Moss this week. Copies to JC and SB.

The gates at the new church yard need attention, they are the property of the Parish Council, Messrs Westaway and Squire agreed to look at them and report back at the next meeting and contact the PCC.  Fences at the cattle grids are damaged.

 

05/93  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

1.   Trago Mills,  Liverton

New Carpet store and customer loading.  No objection

2.            Edgewood Cummings Cross, Liverton

Replacement garage, ground floor ensuite bathroom and new first floor extension to form two bedrooms and shower room.  No objection

3.   East Lounston Farm, Bickington

Conversion of redundant barn to living accommodation ancillary to existing house. Mr Bardell left the room while the council considered this application No objection.

4.            AMMENDMENT Beckaside, Sigford

Extension to form additional living accommodation.  No objection

5.            Amendment to application at South Knighton for proposed new sewage treatment plant. No objection

Mrs Smith and Mr Mansfield have discussed the Paintball Park at TDC planning day.  They only have a temporary grant and will need to apply again early July.  Need to tell JC of our concerns so he represents our thoughts.

 

05/94  Parish Plan – update and progress report

We discussed whether the committee was still current, and should the item taken off the agenda.  Mr Retallick suggested that a councillor take this up.  Mrs Smith  suggested clerk to write to Mrs Parmeter for a councillor to be included on the committee and the IPC kept informed. Mr Bardell said he was on the committee but has not been called to a meeting for a long time.  

 

05/95  To receive reports from Parish Councillors on outside bodies.

Mr Westaway fitted spring and clip on gate at Ilsington Playing Field Play area.

Mrs Smith attended a meeting at LVH and the committee were very confident they have however given up the plan to build a wall.  They are looking for funds to put up railings similar to Pottery Yard, and leaving the hedge.  Two estimates have been received for the disabled toilet for approx £8-9000.  We have given them forms to apply for grants and match funding.  Mr Westaway suggested other ways of putting in a disabled toilet which wouldn't cost as much and Mrs Smith said she would pass on these comments.

Mr Retallick reported he has been down at Little Meadow.  Wickes are ready to put up the fence but the hedges need cutting but the contractors will not do it for 4 weeks. A local person will do the work but the grass needs cutting back which Mr Retallick will organize and cut the grass at the foot of the hedge, leaving a trailer for the rubbish to be used by the contractors.  B Mann will charge £110 - £120 for the work.  The signage in the road has been problematic and eventually Mr Retallick has agreed to meet with Derek Moss there and agree what signs they need on Thursday morning.  Also Mr Valance has been asked to start digging up the top soil for the track and recycle it and put large hard core before smaller material put on to make a good track.  Mr Valance will also take out the hedge to make a new entrance into the other field.  Also the pedestrian gateway needs to be agreed with highways and made. Mrs Smith extended thanks to everyone who has helped get this project underway.  Mrs Smith asked the councillors to agree Mr Retallick continue to the end of the project.  Mr Retallick informed the meeting that if the grass is kept trimmed it will maintain a good surface.  It was suggested that contractors should tender for this at the beginning of the year.

Mrs Smith and Mrs Retallick signed the funding agreement for Entrust.

Mrs Smith reported from a training day that the planning committee is not legal as it should not have the entire council on it; therefore she suggested that she should step down and Mr Mansfield take the meeting. The councillors all agreed to continue as we are.  Mr Retallick informed the Parish Council that the DNP also have all members on the Planning Committee and have considered this point in the past. Perhaps guidance could be sought from them as to their take on the legality of this practice
