Mrs Smith signed the book
with regard to a planning application.

confirm the minutes of the last meeting 25th May 2004
These were signed as a true
record of the meeting.
04/80 To
report matters arising from the minutes not on the agenda.
A notice regarding closure has
been put on the fence of the play area at Ley Crescent, the clerk has received
several responses from the public and a reply from TDC received advising us
they require 3 months notice if we wish to close the play area. It was agreed this subject will be discussed
further in the July meeting. It was
agreed that a letter should be sent to Liverton Village Hall committee and ask
for their thoughts about the closure of the play area at Ley Crescent and the
possibility of a new one being put within the grounds of the Village hall
We are still awaiting
confirmation of the ownership of the tree at woodhouse junction. It was suggested that if the clerk contacted
Mr A Squire he may be able to offer further information.
The planning application for
the field ‘little Meadow’, Liverton has been filled in for this and we are
awaiting a form to send to the owners of the field and TDC advised this should
all be sent at the same time. Once it
has been received the clerk will post everything off.
A letter has been send to
Stagecoach with regard to the lack of service through Liverton and awaiting a
reply from them.
Mr Foster wished to discuss
the future of Liverton Village Hall and suggested that if its future was
unknown all planned expenditure should be stopped. A full discussion continued including the rumour of a new
community hall. The prospect of this
happening is unlikely as presently we have two village halls a new community
hall at Blackpool school, a football club and a playing field, this being the
case and the fact a new chairman for Liverton Village Hall has probably been
found it was agreed not to stop any future spending on Liverton Village Hall.
Mr Squire asked if the home
owner on Old Liverton Road had been contacted with regard to parked cars on the
brow of the hill, the clerk informed the meeting that the Police were aware of
this problem, but the councillors requested a letter to be sent to the home
owner.
04/81 Urgent
business brought forward by the Chairman
The notice boards – Most of
the new boards have been put up now. The
tennis club has requested the use of one of the small renovated ones which is
now in place. It was agreed that
another small renovated one be put at the junction of Middlecott Hill on Green
Lane, and a large on at Exeter Cross, Liverton when ready.
04/82 Discussion
re; Little Meadow.
A planning application has
been prepared to send to Teignbridge District Council and it was circulated to
all the councillors. Mr Foster asked if
any costing had been prepared. The
clerk explained that not, as yet but this would not take too long to prepare
once an application had been passed. Mr
Retallick explained that the only costs would be for a gateway and fencing and
as planning applications can take up to 8 weeks to process these costing could
be done during that time. All the
councillors agreed that this application should go forward.
04/83 To
receive reports from District and County Councillors and Police Officer.

04/84 PUBLIC FORUM
The members of public present
wanted to ask how long it would be before Little Meadow was available to the
children. The Chairman explained the
difficulties there had been finding a suitable field and Mr Retallick continued
to explain the background of these problems and the position we are presently
at.
Mr Gibson remarked on the
increase of traffic on Old Town Hill and the increased speed of these road
users.
Mr Bardell reminded the
council that a grit bin has still not been placed at Knapmore Hill.

04/86 To
receive reports from Parish Councillors on outside bodies.
Mr Bardell reported he had
attended the TALC meeting and recycling was discussed, the councillors agreed
to a representative of TDC come along to a meeting in the autumn to give
Ilsington more information about recycling.
Mr Retallick asked for more information about Viridors plans to develop
a site in Chudleigh Knighton for recycling.
Mr Gibson raised the councils
awareness of the recent fund raising event ‘Secret Gardens of Ilsington’ by
Ilsington Primary School during the previous weekend raising a considerable
amount of money for the school who will be extending their facilities for the
children in the near future.
04/87 To
authorise payments of cheques presented.
Before the cheques were
authorised the councillors had a full discussion about the budget and proposed
spending throughout the current financial year. Monies have been reserved to help towards the costs of a new wall
at Liverton Village Hall (subject to planning approval). However, repairs or major improvements to
the play area at Liverton are needed.
Fencing, gateway and planning application for the field in Liverton
needs to be supported, therefore careful considerations must be given to any
donation requested received. This in
mind the councillors agreed to donate £500 to the friends of Ilsington School.

Ilsington Primary School - Donation request. It was decided to donate £500
IPFARA - donation request from the Small Rural Aid
grant. This is not possible for this
year as it has already been decided to support Liverton Football Clubs request,
but the letter will be filed for next years.
04/89 To
confirm the date of the next meeting of Ilsington Parish Council this will be
held on Tuesday 27th July 2004 at 7.30 p.m. at Liverton Village
Hall.
