03/75  To accept apologies for absence

03/76  Declaration of interest in items on the agenda.

Mr Gibson signed with reference to Ilsington United Charities.

 

03/77  Confirm the minutes of the last meeting 13th May 2003

These were signed as a true record of that meeting.

 

03/78  Report matters arising from the minutes not on the agenda.

A skip had been sited at the allotments and all rubbish and asbestos has been removed and the allotment holders are very pleased.  The Chairman noted that this area must be kept clear and tidy now in accordance with tenancy agreements.

 

03/79  Reports from County Councillors and PC.

Mr Barker informed the meeting that the county council would invest in services and this is the reason for the council tax increase, however next year there will be no more that 5/6percent increase.  Statistics are about to be released on lifestyles which includes the information that 80% of households have 2 cars, which brings into issue problems of parking, and that 50% of households have access to the internet.

The battle for regionalisation is still on going and this questions the future of the county councils and the district councils.

Locally, the temporary road layout at Drumbridges has raised a few comments and Mr Barker gave the history behind this temporary arrangement and confirmed that accident numbers have been reduced, but the layout will not be changed permanently without consultation with the parish council.

 

PC Harman introduced himself and explained the role of neighbourhood beat manager.  He is hoping to meet more local people over the next few months.  He commented on the vandalism in Liverton recently and reported that most of the offenders have been identified.  It is hoped that the offenders will be rectifying some of their destruction soon.

 

The clerk read out a report from Mr Christophers concerning Shapely Way and the green area there and circulated a plan of proposed planting.  Mrs Smith commented that trees have been removed to prevent them being used as goal posts.

 

03/80  PUBLIC FORUM

Residents from Shapely Way were present at the meeting and a discussion occurred over the suggested plans of planting on the green put forward from Mr Christophers.  It was suggested that the whole area should be planted, however this would not be the sensible solution, as it would simply move children on, possibly onto the roads which would then become a safety problem.  It was agreed that a place is desperately needed and there are still a number of people looking for alternative areas for children to use, one being the school field.

Mrs Windsor asked the council to support a petition from local residents who represent Mr Allan Thompson who faces eviction from his home in Liverton after his mothers recent death.  The council gave their support and promised to pass the nine-page petition on to Richard Younger Ross.

Mrs Windsor reported that a number of cars are often parked on the brow of the hill between Exeter Cross and Cummins Cross.  This is a safety hazard and suggested the police should be aware of this.  She also reported to the council that the pathways around Ley Crescent are in bad repair and need attention.

Mr Bardell reported the drains on the roadside at Haytor Vale are breaking up.  The clerk will report this to highways department.

 

03/81  Urgent business brought forward by the Chairman

Mr Gibson reported that the accounts have come back from the accountant and there are several issues which must be addressed a copy of the accounts letter has been circulated together with a draft reply.  Obviously the accounts could not be signed at this meeting without considering them in full, therefore the proposal is that the draft reply will be sent and a date for a meeting of all the council will be made for 9th July at 7.30pm in Ilsington village Hall to:-

1.      sign the accounts

2.      confirm the contents of the risk assessment list

3.      Confirm the asset register

4.      Adopt the Financial standing orders

5.      Consider and agree to a standard letter that should be sent with annual grants to outside organisations

 

03/82  Planning applications

1.         0369/03           Hill Barn, Liverton.  Screen wall inside roundhouse to divide into covered way/porch and general amenity room.  No Objection

2.         0367/03           The Garden House, Haytor Vale.          Extension to existing domestic dwelling to form utility room.  No objection

3.         2003/3001/09/3           73 Summerhill Road, Liverton.  Demolition of existing garage and single storey extension to rear of property extending bedroom and providing new garage.  No objection

4.         0381/03           5 Hillcrest, Ilsington.  Front porch and first floor side extension to provide bedroom and bathroom.  No objection

5.         2003/3157/09/3           20 Bickfords Green, Liverton.  To relocate 2 metre wooden fence from its present position at the side of the house to a position 0.6 metres from the pavement with a return to the corner of the house.  This will enclose the garden to the side of the house but mot directly in front.  Objection the council feels this would be out of character with other properties around it.

6.         2003/3133/09/10         Quarry behind Welcome Stranger Inn, Ingsdon.  Application for a certificate of lawfulness for use of land for storage of scrap cars/lorries and logs and recycling.  Objection the council is concerned with the environmental issues associated with this type of use, also the living accommodation, which is on site, has not been mentioned and should be brought to the attention of TDC.

7.         2003/3173/09/03         2 Taylor’s Newtake, Liverton.  First floor extension over garage. No objection

8.         0452/03           10 Town Meadow, Ilsington.  Addition of conservatory and alteration of existing balcony openings at rear of house.  No objection

0474/03           Old Leys Cottage, Liverton.  Replace asbestos roof on kitchen extension with slate roof, including three conservation rooflights.  No objection

Grant of Conditional Planning Permission

1.         0210/03           Elmside, Higher Brimley, Bovey Tracey

            Completion of field shelter and provision of access track within garden area.

2.         0275/03           Rora House, Halford

Erection of replacement store including access road and parking

Refusal of Planning Permission

1.         2003/2394/09/4           Mallands, Ingsdon

Revised application for change of use and conversion of redundant agricultural building to a two-storey dwelling.

Appeal refusal of outline planning permission

0222/03           The Old Pottery, Liverton

The proposal constitutes an unacceptable and unjustified residential development, which would result in the loss of employment land and thereby prejudice the economic and social well being of the local community.  It would therefore be contrary to policies C3 and E4 of the Devon Structure Plan, policies GP1, GP3, HS1 and LE4 of the Dartmoor National Park Local Plan and to the advice contained in Circular 12/96 and Planning Policy Guidance Notes Nos. 1,3 and 7.

 

03/83  To receive reports from Parish Councillors on outside bodies and clerk

Mr Gibson reported from Ilsington Village Hall committee that they intend to install a play area at the lower side of the millennium garden and the Pre School will contribute towards the cost.  They have public liability insurance to cover it.  The other issue they are having difficulty with is that skate boarders are waxing the entrance step to the hall.

Mr Bardell has attended the TALC meeting where they talked about low cost housing and a need for more within the TDC area.

Leader+ has started and already a successful scheme is underway.

Mr Westaway enquired from the clerk if the play area at the playing field had been locked for any reason, which it hadn’t to our knowledge; therefore he will deal with this.

Mrs Retallick reported from a meeting she had attended with the auditor where several issues were highlighted that at the moment Ilsington Parish Council are not attending to, therefore it was brought to the councillors attention and several changes in procedure were proposed these being: -

Assets register – a list of assets has been made and each councillor given a copy to look through and if necessary add any assets, which may have been missed.  Then the finance committee should consider these regularly

Risk assessment – Has been prepared which again the councillors need to go through and make any comments known to the clerk so amendments can be added.

Insurance Policy – has been assessed this year but from now on this should be considered annually and the clerk proposes this becomes the responsibility of the finance committee to be reviewed at their meeting in November.

All the above proposals and recommendations were considered and agreed by the councillors.
