at Ilsington Village Hall, Ilsington on Tuesday 8th of July 2008

1.                  To consider planning applications received from Teignbridge District Council and Dartmoor National Park Authority up to the 8th of July 2008.

 

2.                  PUBLIC FORUM

This is the opportunity for members of the public and applicants to address the Parish council on planning matters only.

 (Applicants may speak up to 3minutes on behalf of there own application)

Mr Miners wanted to note a shelter which has been put up in a field next to the Ilsington Country House hotel members present were unsure if permission had been granted for this shelter.  It maybe a mobile shelter not sure of regulations for a mobile shelter.

 

      3.         a)   5 Pomeroy Place, Liverton - Conservatory to rear.  No objection                    

b)       Gorse Blossom Farm, Staple Hill – Extension to rear.  No objection

c)      Outalong, Green Lane, Ilsington - New stables comprising two looseboxes and one tack room/feed store.  This proposed development is set within the compound of other buildings therefore there were no objections however concerns were raised as to the need for the number of building on this site considering the amount of land available.

d)      17 Kittersley Drive, Liverton – Conservatory to rear.  No objection

e)      Bagtor Barton, Ilsington – Repair, restore and add doorway and doors to existing agricultural building.  Mr Retallick declared an interest and left the room.  No objection raised.

2 Cromwell cottages Ingsdon – erection of detached garage

Refusal of planning permission

8 Summerhill Crescent, Liverton – Rear extension and loft conversion including dormer window and raising of roof height.

 

 

3.                  Approve and sign accounts for year end March 2008.

A draft copy of the accounts had been previously circulated.  It as noted that the office equipment had not deprecated and this should be noted to the accounts.  There is a considerable carry over and the councillors agreed that quotes should be gathered for improvements to the play area at the Ilsington playing field and the ‘to do list’ should be reviewed.

a)      The Barn, Oakland’s – Retention of balcony – No objection

b)      Trago Mills – Provision of five towers on approved garden center – No objection.

c)      Cobstone Cottage, Higher Brimley – Proposed new staircase to replace unauthorised staircase – No objection

d)      Higher Cator Lodge, Haytor – Erection of a timber-framed garden shed to replace existing – No objection.

e)      Ilsington C of E Primary School, Ilsington – Change of use from agricultural to school playing field. – No objection for the change of use. A vote was taken and there were 2 against and 6 in favour.

·        Ingsdon Quarry, Bickington – storage building and proposed pump house building and septic tank

·        Rahera, Benedicts Road, Liverton - extension for form utility room and enlarge lounge

·        Post Office, Exeter Cross, Liverton - extension to shop and store, extension of ground floor living accommodation, etc

·        Outalong, Green Lane, Ilsington – New stables comprising two looseboxes and one tackroom/feedstore.

·        Liverton transmitted station, Knighton Cross – Installation of 0.75 VSAT dish at 5.0 m AGL and 1GPRS antenna on cabin.

·        Sycamore House, Ilsington – Demolish uPVC conservatory and construct kitchen/diner extension

 

 

3.                  Boundary discussion.

 

Main area to bear in mind while discussing this is that the proposal is for a two-tiered system with the unitary and parish councils.

 

The unitary council would still be responsible for the main services carrying out and continuing providing the current services that are already offered through DCC and TDC.

 

 The parishes (which some parishes have far more livestock than electors) could potentially have greater responsibility and who will fund this? (Sheep don’t pay taxes!)

 

It is also proposed that there is a single unitary council for the hole of Devon and the down side for the rural parishes that they would have to go directly to DCC for any requests for services – however there would be local area offices/boards set up they would have delegated responsibilities and money.

 

Who would be a member of that board - should all parish councils have an elected member on that board?

 

How would parish councils have more say in local planning decision and how would that work?

 

How would parish councils be involved in the decisions about services such as highways?

 

If Parish councils were encouraged to cluster then extra responsibilities may be enforced onto them where would the money and man power come from to meets these responsibilities

 

 

We also need to comment on the greater Exeter bid – if Exeter is allowed to go alone where would the heart of Devon be?  Is this something we would be in favor of?

 

The councillor decided to carry this item over to the next meeting in September.
