These were signed as a true record.

 

07/100  To report matters arising from the minutes not on the agenda.

The weeding at the playing field was cancelled.  A discussion followed about the state of the play area and suggested it needs a contractor to go into take care of it.  It was decided to ask for tender for someone to take care of this area.  It was decided to ask B Mann to add for the rest of this year then advertise next year ask for tenders for all the areas.

Bus shelter at Liverton two quotations has been received after a discussion it was decided to instruct Fusiontech.

Mr Gibson wanted to discuss a bye law for dog fouling at the playing field.  Mr Barker offered to donate the signs for dog fouling and he will liaise with Mr Westaway.  The councillors decided to write to Sue Aggett for advice on bye laws.

07/102  To receive reports from District, County Councillors and Police Officer.

Mr Barker reported that only basic road repairs would be carried out because there are no funds for highways. Mr Gibson asked about the hotline for reporting potholes, Mr Barker reminded the councillors to mark on the parish map for any highway issue i.e. missing signs, potholes etc. Local problems may be solved via the county councillor’s community fund.  Mr Barker went on to report that Ilsington school is looking for an additional play area, the field at the rear of the school has been highlighted and Mr Barker wanted to ascertain the feelings of the Parish Council.  A lengthy discussion followed and it was decided this matter should be discussion in a part 2 meeting at the next planning meeting on the 14th of August in Ilsington Village Hall.

Mr Bardell asked why the verges have not been cut Mr Barker explained the verges are only being cut to the minimum so that only signs are visible.  He again advised us to put these on our parish maps. 

Mrs Smith enquired about the traffic count at Drumbridges and Heathfield, Mr Barker explained it was to monitoring the traffic flow and journeys.

 

07/103  PUBLIC FORUM

Mrs Windsor congratulated the PC for the new play area, she advised the meeting that some of the children have been playing unsupervised. Mr Barker suggested that the TDC Community Warden could be informed.  There are still problems with flooding at Ley Crescent. 

Mr Bardell has received complaints of motor bikes on Trago land causing a nuisance, the PC will pass on a message to Trago.

Mrs Cross has told Mrs Smith that the Liverton sign near her home is in a bad state this should be reported to TDC.  Also the finger post has gone at Exeter Cross, Mr Barker will look into it.  The bushes at Ramshorn are out onto road we will write to DNP to trim back.

 

07/104  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority.

1.      Proposed Block of three stables, barn/lambing she and tack room at Pt Field OS 1530 Between Corymbria and Lower East Lounston Farm, Liverton .  Objection as before.

2.      Proposed two storey extension and alterations at Haldon View House, Halford, Liverton.  No objection

3.      Certificate of Lawfulness for existing use of part yard and buildings as machinery store and workshop and offices at The Yard, Myrtle Cottage, Liverton.  No objection.

4.      Information with reference to proposed alterations to the lower car park at Haytor.  No objection

5.      Proposed Replacement white PVCu window for four flats at Simms View, Old Town Hill, Ilsington.  No objection

07/106  To receive reports from Parish Councillors on outside bodies.

Mr Gibson went to a seminar where it was suggested that all village hall should have a audio link, he will report to next village hall meeting.

Mr Westaway thanked ball committee and flower show committee for two wonderful events and well supported.

Mr Noon attended a DNPA planning workshop that was well attended.  It was suggested that councillors could have more training to help with planning decisions, DNPA may organise more training events.
