1.                  PUBLIC FORUM.

Members of  the public voiced there concerns over the proposed three bedroom dwellings at Hill Crest listing various reasons.

 

2.  To consider planning applications received from Teignbridge District Council and Dartmoor National Park Authority up to and including the 11th July 2006.

 

a)      Proposed two 3 bed dwellings at 7 Hillcrest, Ilsington.  Mrs Smith read out a letter of objection for this application.  The councilors agreed to defer this for the next full council meeting on the 27th and visit the site immediately after tonight’s meeting.

b)      Proposed Conservatory at Chrisillian, Simms Hill, Ilsington .  No objection

c)      Garage extension under extended pitched roof at Rock View, Exeter Cross.  No objection

d)      Proposed adaptations to kitchen and extension to form a garden room at East Lounston Farmhouse, Lounston .  Concerns were raised at the proposed development in inappropriate for a listed building.

e)      Provision of stair lift and platforms to improve access to Haytor Rocks (part of the Stairway to Heaven Project).  Objection.  All the councillors agreed that it would be nice to facilitate all disabled people but in this case the proposal is totally out of character on the moor landscape and unsympathetic to the surroundings.  The proposed tarmac path to the rock from the top car park would be a blot on the landscape. The solar panel would be an eyesore for miles around.  Safety issues were a major concern both with possible power failure of the lift and safety rails at the top of the rock.

Finally the councillors felt that if this development was allowed to go through it would set a president for the rest of the moors which would be very disappointing.

 

Grant of conditional planning permission

1)      Remove section of wall to create vehicle access at Glebe Cottage, Ilsington.

2)      Agricultural barn at Church Lake Field, Simms Hill, Ilsington

3)  Change of use of land for portable building for use as an information centre (application made under regulation 3 of the Town and Country Planning Regulations 1992), Haytor Lower Car Park, Ilsington

 

3. Consideration and signature of end of year Accounts

All the councillors have received a copy of the accounts, no comments were made and agreed to sign them off.

 

4.  Mrs Smith had received complaints about the bus shelter at Benedict Road and asked for help to clean it up on Sunday the 16th July at 3pm Messrs Blackhurst, Squire and Pepperell volunteered to help.

06/237 Apologies

06/238  Declaration of interest in items on the agenda

06/239  To confirm the minutes of the last meeting 27th June 2006

These were signed as a true record of that meeting.

 

06/240  To report matters arising from the minutes not on the agenda.

Acknowledgement has been received from Dartmoor National Park with regard to the enquiry over the eucalyptus plantation.  Mr Retallick has spoken to the enforcement officer and discovered that there was not an order put on the trees for a screen and is unlikely to be replaced, with regard to the dwelling he is still following that up.  Mr Bardell has letters stating the screening should be there and if we could give the evidence we could follow it up, and Mr Retallick offered to liaise with the DNP.

Still no further information with regard to the enquiry with Teignbridge District Council regarding the paint park of the TALC meetings.  Mrs Smith has sent an email to Mr Barker asking for an urgent meeting at the site and a copy sent to Mr Christophers

The clerk has sent in details of large pot holes to the highways department.  With regard to cars being parked on Old Liverton Road please refer to minute 06/216 from May meeting.  However since then Mrs Smith has spoken to The Star’s landlord who agreed to allow cars to park in the car park.

The notice board at Ilsington has now been repaired and replaced, the company that caused the damaged has pledged £50 compensations.

 

06/241  Urgent business brought forward by the Chairman.

Thanks were offered to Mr Squire who cleaned the bus shelter. The councillor agreed that the letter should be written to ask to move the shelter.  Thanks to Mr Bardell for attending the Trago inquiry and received confirmation that Staplehill road would not be used for Trago traffic.  Dr Moody was also present and gave information that the traffic survey was not accurate, the chairman of the inquiry agreed to monitor traffic for himself.  There followed a long discussion about the traffic on Drumbridges.

 

06/242  To receive reports from District, County Councillors and Police Officer.

None present.  However Mr Blackhurst reported that we will receive a quarterly report which he will bring to the meeting.

 

06/243  PUBLIC FORUM

Mr Squire has spoken to a resident with regard to speeding in Liverton and Mr Blackhurst reported that speed was monitors in January 06 and the average was 36mph, and no action would be taken unless over 39mph. These reports are available on the police website.

 

06/244  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

1.         Two 3 bed dwellings at 7 Hill Crest, Ilsington

            Objection to the plans as they are currently shown, due to concerns over the parking and use of the car park.  DNP currently recommend at least 2 bays per household.  However if adequate parking was provided and a methology statement used for the slip road and car park during construction, and the second house released for local low cost housing the council would support an application.  a request will be made for this application to go before the full DNPA development committee.

2.         Two storey extension to form garage and bedroom at 3 Beanhay Close, Liverton.

            No objection

3.         Proposed internal and external alterations and sunroom extension at Cottamoor, Haytor.  No objection

4.         Proposed wooden shed for storage of tools for maintenance of trees at land at Lounston north of Bethelcombe cross, Bickington.          No objection

The Linhay, Ilsington single storey garage and workshop/store to the rear of the house.

           

06/245  To receive reports from Parish Councillors on outside bodies.

Mr Bardell reported that at TALC meeting this week the address would be by Devon Youth Service.  Mr Retallick reported that the officers at DNP have no objection to the plans for the new visitor centre at Haytor.  A formally application will be put forward on due course.

A working party was arranged for tidying the play area at Ilsington Messrs Gibson, Mansfield, Squire, Blackhurst and Westaway will meet there on Thursday 3rd August at 5pm.

Mr Gibson reported ha had 20 signatures against the application for stair way to heaven lift at Haytor.  Mr Retallick informed the meeting that if we wanted to speak at the planning meeting were this application would be considered we must register a few days before.

Mr Gibson read out his letter which he had sent to DNP re bride paths at Haytor, along with the reply which states horse riders are happy to use the path.  However Mr Gibson has spoken to riders who say they don't use these paths as they are too steep.  Mr Gibson would like to meet the local ranger to walk and talk through this problem.  The clerk will arrange this.

 

06/248  To confirm the date of the next meeting of Ilsington Parish Council this will be held on Tuesday 26th of September 2006 at 7.30 p.m. at Ilsington Village Hall.
