The meeting began
with a presentation from Iain Steven’ recycling officer from TDC he explained
the way recycling will change in the parish and throughout the district and
explained in detail the deadlines that are in place nationally for recycling
and the penalties which will occur if they are not met.
There will be three
leaflets sent out in the near future explaining the way forward and they will
be delivered to all household. Useful
numbers to use at present is the Blitz team for fly tipping 0800 328 6402 and
the recycling hotline 0800 731 0323.

The future of the play area at Ley Crescent will be discussed in full later in the meeting.
The planning application has been sent in for Little Meadow and will be considered later in the meeting. However, at the moment quotes are being gathered in for fencing the field and the access track.
A letter has been sent to the home owner on Old Liverton Road with regard to the parked cars.
04/94 Urgent business brought forward by the
Chairman
The plans for the wall around Liverton Village Hall have been refused by DNPA, they want a 1.5 meter wall with a smooth top.
The topic of the need for a wall has been questioned as it was first inspired by the Parish appraisal group.
Another question raised was if the village hall had £20.000 to spend would their first priority be a wall?
DNPA have indicated that they may grant aid a wall which would meet their specifications as it would enhance the centre of the village.
We have received a letter from the committee with regard to assisting with costs for providing a disabled toilet. The clerk has received advice from DAPC which is, the parish council can precept for the cost of this facility in the next budget. As long as the village hall can provide plans for action they would probably not be penalised if they missed that deadline.
04/95 To receive reports from District and County
Councillors and Police Officer.
PC Harman reported there has been a drop in anti social behaviour recently and the drop in centres are being used more. There have not been any complaints recently with regard to the green at Shapely Way.
He reported distraction type burglaries within TDC are on the increase and urged residents to be aware of this. Elderly seem to be the main targets.
Mr Barker reported that he is trying to get the bus service re instated through Liverton. He attended a local conference where he heard that David Blunkett gave powers to the police that included curfew orders and anti social behaviour orders; this may be useful for this parish
Mr Christophers was ready to listen to comments from the public forum with regard to Little Meadow and assured the parishioners that any considerations for a skate park would be discussed at the appropriate time.
He reported that the community wardens would be patrolling from Mid August and addressing any specific issues requested.
04/96 PUBLIC FORUM
Mrs Windsor was questioning the use of the play area at Ley Crescent and wished that it would be removed and not replaced. Another resident, a mother of 2 said she would support the removal of the existing equipment, however would like to see some sort of facility for the younger children.
Mr Simon Beveridge gave each councillor a copy of a letter he has distributed within Liverton, he has spoken to TDC who have not confirmed a skate park on the site planned at Little Meadow, he spoke about he problems on Shapley Way, and asked questions about the planned use of Little Meadow. Other questions were raised with regard to facilities for girls, accidents in the lane along side Little Meadow, and the risk of paedophiles coming aware of this area. All of which were noted for the council to discuss at a later time. The parish clerk stated there were no plans to provide a skate park and Little Meadow was far too small to site such a facility.
04/97 Discussion of the future of the Play area at
Ley Crescent, Liverton
The clerk had researched the old files with regard to the play area in Ley Crescent and had asked two play equipment companies to quote for refurbishment of the area, this was then discussed at great length.
Mrs Smith confirmed that Liverton Village Hall committee were against the area being moved to within the hall ground. It was decided that the way forward was to form a committee of Parish councillors, residents and village hall members, and Mr Page suggested the young children could be active in cleaning the area up until its future could be decided. For now the councillors agreed that Mr Page and the clerk would work together and organise to tidy up the area.
The councillors then discussed the quote which has been received for fencing Little Meadow. Mr Retallick felt the standard was too high and timber post and close faced fence should be quoted on. The clerk will arrange this.
Mrs Smith asked the councillor for their comments with regard to the remarks made by the public this evening. After much consideration it was decided that the Little Meadow project should continue.

04/100 Parish Plan
A report prepared by Mr Page was circulated to all councillors. Mr Gibson asked if all the signatures collected from the Blackpool School fete were local. The report referred to facilities in Heathfield and this was discussed. The community Hall at Blackpool school used grant money meant for the community and the Clerk will obtain details of booking the hall. Mr Page reported he had spoken to a governor who advised the council to write to the Friends of Blackpool school and request help with financing the project at Little Meadow (perhaps enough money to buy a youth shelter)
04/101 To receive
reports from Parish Councillors on outside bodies.
Mr Retallick informed the meeting of comments DNPA made with regard to the planning application for the wall at Liverton Village Hall. The matter at the moment is on hold while Mr Carrett and the Park planning officers discuss the plans and try to come to an agreed amendment. Mr Retallick thought the LVH committee should also met and discuss the plans with the planning officer. DNPA have offered to assist with finance so the wall would enhance the look for the village.
Mr Mansfield has received complaints about the bus shelter at Cold East.
Mr Westaway reported a good turn out for the Flower Show in Ilsington.
