03/91 Report matters arising from the minutes not
on the agenda
The bus Shelters in the parish that were vandalised have now been repaired by the people who damaged them. The councillors suggested that a letter of thanks should be sent to PC Harman and a piece put into the parish Magazine
The petition had gone off to R Younger Ross and notification has been received with a promise of being updated in due course.
The bad state of repair to the pathways at Ley Crescent has been reported.
M Foster confirmed he had responded to the Waste Management Strategy after the Chairman had sight of it.
M Retallick has responded to the CountrySide Access Document and reported that the map was accurate.
03/92 Urgent business brought forward by the
Chairman
The council computer is feelings its age and is need of up dating. There is a local person who could update the computer for £150.00. The councillors agreed that the computer should be repaired.
The countryside Agency has contacted Mrs Cross with regard to a questionnaire about rural transport, which is linked to the parish plan. Mr Gibson has helped with distribution of these and asked if his postage of £11.20 could be paid by the council to which this was agreed. Mrs Cross has agreed to carry on as Chairman of the Parish Plan group and has suggested that everything should come through the parish council to the group, the councillors agreed that thanks should be conveyed to her.
03/93 Report from County Councillors.
At the moment things in DCC are relatively quiet and non-essential expenditure is being looked at closely, also the school, which consistently have large carry over.
With regard to the petition which was sent to R Younger Ross, Mr Barker went on to explain the system which TDC use for existing tenants and the exchange of tenancy agreements and peoples’ general housing needs.
Mrs Smith asked about the Proposed Service Station at Drumbridges and the rumour that the threat is still there. Mr Barker explained that until a planning application is received no comments could be made however there is a need for a service station between Marley Head and Chudleigh. Mr Retallick enquired if the narrowing of the slip road from Liverton would have an effect on any discussion. There have already been many letters sent with regard to this temporary road lay out however there has not been any evidence of an increase in accidents. The discussion continued about the roundabout becoming two lanes and the cycle path being re routed to an under pass, all of which are future plans.
03/94 PUBLIC FORUM
Mr Oldham asked if any further contact has been made with Mr Hobbs the enforcement officer from TDC with regard to Benedicts Garage.
He also enquired about grass cutting of the verges and Mr Barker explained that verges near to junctions are cut more frequently than others. He asked if it would be helpful for a parish map to be sent out from DCC so that areas of concern can be marked down and returned to DCC for action. It was agreed this would be very helpful. There was also a complaint of weeds and rubbish on the kerb side and again this could be highlighted on a parish map.
There followed a discussion about hedge cutting and Mr Barker explained that enforcement can only be taken every other year.
Mr Retallick supported the comments made by Mr Barker and confirmed that if a car could travel along a lane without damage no action would be taken to trim the hedges. However the lane from Lewthorn to Middlecott has become badly overgrown and it was suggested that this could be entered on a map when Mr Barker arranges for one to be sent through.
Mr Oldham wanted to note that the bus shelters were looking very good after their repair and asked for the councils’ permission to stain them dark green. The Chairman thanked him and the councillors accepted his offer, and suggested he wore protective clothing to do so. Mr Oldham asked if the council would pay for the materials. He noted that the new street signage is in place and looks very good, however the sign between Kittersley Drive and Shapely Way has been sprayed, as too has the ‘No through road’ sign at the back of Benedict Bridge.
The bench at Cummings Cross has not been repaired and the clerk explained that this had also been vandalised and the Police were investigating, however the clerk would enquire with the police about the current position and arrange for it to be mended.
Mr Gibson noted there had been damage to property in Ilsington Primary School playground, and the Bowling club carpet has been damaged recently by fire and cutting reported to Police who would treat it as a crime.
Overhanging trees on Old Town Hill and a large pothole at the bottom of the hill was reported. A report has been received of bike riders on the footpath to Trago who seem to be intimidating pedestrians. Hedges have not been cut between Five Cross and Bickington. The Trumpeter sign has not been replaced.
Mr Squires reported the seat outside the cemetery in Ilsington has been damaged and pointed out that there is not a sign on the finger post at Exeter Cross.
Once the public forum had finished the councillors agreed that paint/stain should be purchased for Mr Oldham to paint the bus shelters and thanked him very much for his very kind offer.
03/95 To sign Accounts and consider related
issues
Mr Foster pointed out a discrepancy in the debtor’s list; therefore the council agreed to approve the accounts subject to an explanation from Mr Scott.
The Asset register was discussed and a few items were added. The list will be reviewed again in November at the Finance Meeting.
The Risk Assessment – It was decided to accept it as a draft copy and it will be considered again in November by Mr Foster and Mr Gibson to present to the finance committee.
Financial Standing Orders – after considerable discussion Mrs Smith proposed the model order with the amendments made previously should be accepted and all councillors agreed this.

The Ilsington Village Hall Committee were the only organisation to apply therefore this will be forwarded to the Rural Aid committee.

Mr Gibson reported he had attended a Civic Service in Teignbridge recently, he had also attended a Focus group at Newton Abbot Hospital and had met with the Police Officer with regard to the vandalism at the Bowling Club in Ilsington. Mr has also met and discussed with Mrs Cross the questionnaires from Countryside Agency.

03/101 To confirm the date of the next meeting of
Ilsington Parish Council which will be held on Tuesday 23rd
September 2003 at 7.30 p.m. at Ilsington Village Hall.
All the councillors agreed that any planning application received during August the clerk should ring around and get any comments over the telephone.
Mr Westaway gave his apologies for the September Meeting.
