To report matters arising from the minutes not on the agenda.
All matters have been addressed and nothing to report from the clerk. Hedges have been trimmed at Liverton but verges are now growing over the pavements. Mr Barker will contact DCC.

Business brought forward by the Chairman.
Barry Lacy asked to have noted that the Miss Passmore bench needs repair – Mr Gibson will arrange this.
Notice has been given that a Ilsington United Charities trustee has resigned therefore a new trustee will be nominated at the February meeting.
Also tenders for grass cutting for little meadow have been requested, they will be opened next month.
Allotments committee needs to meet this will be arranged at the February meeting as Mr Miners will be present at that meeting.
The Historic buildings officer, from DNPA who has been looking at a conservation area in Ilsington would like to arrange a road show in the village hall between 3 – 7 pm first 2 weeks of March. Clerk to make inquiries and notify councillors of that date and it will be advertised in the notice boards within the parish.

To receive reports from District, County Councillors and Police Officer.
Mr Christophers reported on the TDC budget proposals which were put forward for no change – there is a recommendation for a freeze on council tax .
He reported that a housing summit is planned for in May and noted that last year there were no affordable house delivered in the rural area therefore want all stake holders i.e. councils, the public, estate agents, builders etc should attend this summit.
Stuart Barker reported that the money for village hall projects deadline was at the end of October, the money went to the Community Council of Devon, the application from Ilsington Village Hall committee was submitted but decision has been made yet.
Mr Barker is now looking for charitable organizations that provide funds for village shops, he will forward any information directly to the village hall management committee.
The road surface was removed at Exeter cross- the contractor is not longer in business so a new contractor has been employed but can only work in good weather
At present the Highways budget is approx eight million pounds, it has been proposed that this budget will be cut by three and a half million pounds. At present it would take 20 year to correct the current highway problems now without any more being reported. In rural areas car are vital therefore it is essential for our highway to be maintained this topic will be debated at next months meeting of DCC.
Care homes being handed over to private schemes do not seem to be happening, it has been identified that Devon need to provide 3 – 5 homes to care for the elderly.
The local government review deadline is next month.
PCSO Jordon is the officer for Ilsington, Liverton, Heathfield and Haytor Vale, she works with Phil Wilcox and there are five community officers which work with him that over an immense area. There has been 128 reported crimes in this parish of which 78 at Trago, 11 domestics, 5 burglaries, 3 damage to cars and 3 to property.
She assured us that this is relatively low because of the environment we live in, there is an ongoing issue of speeding through the villages and all PCSO’s have been trained to use the speed camera and will be going out, initially speeding motorists will be given information but if picked up again will be issued with a fine.

Chairman invited the members of the public to ask any of the officers questions.
Mrs O Keeffe enquired why the road markings on Drumbridges roundabout had been altered - Mr Barker explained that there was only enough room for one lane of traffic and a cycle lane. However he went on to explain that with the new development at Trago a 106 agreement will provide a cycle bridge.
Chairman went on to explained the council’s role in planning applications, and again invited the public to speak.
Mrs O’Keeffe commented on the Haytor application to which she is a neighbour. Her concerns included neighbours consultation, size of proposed new dwelling, the effect the new dwelling would have on moorland views, sanitary arrangement and wanted more information about access to site.
Mr White the applicant for the Haytor application confirmed that the ridge height would be the same as the existing dwelling as the new property would be sunk into the ground slightly and the foot print would be as the existing property.
There were also some concerns about he access of heavy equipment entering the site.

Mr Gibson attended a meeting of the Ilsington Village Hall committee.
Mr Squire reported the twinning group has disbanded and not looking to twin again.
Mr Retallick reported back about mobile field shelters- basically as long as they are mobile they do not require permission unless they have a concert pad under them. So they are regarded as a chattel.
