08/04  To report matters arising from the minutes not on the agenda.

The over grown gorse along the Manaton Road is hoped to be trimmed after it has been discussed at relevant parish meetings Mr Retallick offered to raise this matter at the next DNPA meeting.

 

08/05  Urgent business brought forward by the Chairman.

Mrs Smith explained that DNPA have approached us asking for help to support a grant application for the project at Haytor in form of a letter supporting a Heritage Lottery Fund application and the clerk informed the meeting of the aims of the grant.  Mr Miners expressed concerns that children do get off coaches and run onto the moors across the road with little supervision, Mr Retallick explained that this new site would help to reduce this problem.  The council agreed to support this project.

 

08/06   To receive reports from District, County Councillors and Police Officer.

Mr Christophers talked about the Local Development Framework committee and explained it was politically balanced.  The committee is keen to recognize the lack of rural housing and the need for public approval along with parish and community involvement.  The main element is affordable housing and getting a good balance of this with the support of developers.  The New LDF will be talking to small and medium sized developers.  The houses built will be looking to meet the needs of the local communities.  Matthew Taylor came to speak at a meeting in Chudliegh related to this topic. 

Mr Noon asked which officer will now be dealing with the disposal of Ley Crescent and  Mr Christophers will look into it.

Mr Retallick asked if officers will be visiting parishes outside office hours to support the work on the new Local Development Framework.  Mr Retallick explained that DNP officers visited the parishes within their authority which helped with support for the document.

 

08/07  PUBLIC FORUM

Mr Gibson noticed that work was being carried out at Drumbridges of trimming the trees and suggested that the trees could be topped to improve visibility. 

Mr Westaway reported a tree branch at New Road, Ilsington fell and went through the windscreen of a passing motorist, also at Old Town Hill the trees are over hanging and need trimming.  It was suggested that the Parish Council write to the landowners and ask for them to be cut back as there should be a 16ft 6 or 5.5meters clearance up from the highway.

Mr Squire mentioned that the run offs on our local roads are not clearing excessive rain water and he has cleared the buddle holes himself.  Particularly bad area’s are at Middlecott and Bagtor.

The clerk will report this to the Lengthsman.  Mr Retallick suggested that the council may like to complain as local people are clearing these problematic areas.  Mr Christophers suggested this issue should be a discussion at the next TALC meeting as this probably is happening in other parishes.

Mr Noon reported that the new road surface on the Liverton road is appalling and should be reported as he has received a lot of comments of tar splashing on cars and other property.

 

08/08  To consider Housing Needs Survey

Clerk explained the questionnaire and asked for comments from the meeting. It was suggested that the form should include at the data protection section that “the form would not be used for any other purpose.”

The meeting agreed that Tony Noon would meet Sue Hitchcock from the housing needs survey team and discuss the form in more detail along with representatives from Bickington Parish Council.

 

08/09 To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

Proposed Certificate of Lawfulness in respect of existing use of mobile home for casual staff accommodation at Bagtor, Ilsington

Mr Retallick made representation for this application and explained the history of the site.

No objection

Information only – Felling Licence at Sandy pool Plantation, Liverton.

 

Grant of Conditional Planning Permission

·        Trago Mills – Extension to existing carpet store, new garden centre and plant room (Revised Scheme)

·        6 Shapley Way, Liverton  - Conservatory

·        The Sanctuary, Ilsington – Replacement roof to rear elevation

·        30 Kittersely Drive, Liverton – Removal of willow, beech and two ash stems.

Refusal of Planning Consent

·        2 Beaumont Close, Liverton – Reduction of Oak Tree.

·        8 telegraph View, Liverton – Remove modern garden bank adjoining road to provide access and off-road parking for two cars

·        Shotts House, Haytor – Open fronted cattle shelter

·        Rock Cottage, South Knighton, Ilsington  - Proposed extension to the existing garage to provide better guest accommodation and a log shed

·        Land off Liverton Lane, Liverton – use of site for four mobile homes etc

Appeal Decision

·        Ashcombe, Smokey Cross, Haytor – conversion of an existing garage to form a studio Appeal granted planning permission.

 

08/10  To receive reports from Parish Councillors on outside bodies.

Mr Squire explained that the French twinning group are having difficulties finding officers and after the next meeting if these posts are not filled the group will close, hopefully he can report more at our next meeting.  Mr Retallick asked what would happen if this should occur and would Ilsington look to twin elsewhere – that is not known at the present time.

Mr Bardell reported the Simms Hill rally raised over £800 and the Flower Show committee asked when electricity is being put in the Ilsington playing field but local knowledge suggests this would cost too much.

Mr Gibson reported that new signs for dog fouling are now in place.
