05/157 To report matters arising from the minutes not on the agenda.
Mr. Squire has delivered letters to the house holders at Liverton where the road hedge has become overgrown. The clerk has heard back from Mrs.Marshall, the owner of the hedge who has assured the Clerk the matter will be dealt with urgently although it seemed she was not able to find a contractor to do the hedge trimming. Mr. Squire reported the owner of the other bungalow had only trimmed brambles from his gate to his front door and he had left the Council letter on a pile of other post in the doorway.
Letters had been sent to TDC local service group, planning department and the Police authority with regard to the cars parked outside "The Birches" Old Liverton Road and a reply was still being awaited.
The Clerk has written to Mr.Wills and asked him to contact Councillor Bardell directly to discuss the highway matters highlighted at the last meeting, and a request has been made for additional bags of grit and grit bins.
The £3000 for Liverton Village Hall has been transferred to the Councils' No.2 account but since then a letter has been received from Liverton Village Hall management Committee asking for the money to be released to them. This amount has now been added to the cheque list for the meetings approval.
A letter has been sent to Cavanna Homes asking for advice as to who is responsible for the old kiln at Pottery Yard explaining that the kiln is becoming covered in weeds.
05/158 Urgent business brought forward by the Chairman
No business brought forward.
05/159 To receive reports from District and County Councillors.
Mr. Barker apologised for not being able to attend the last meeting. He said that he was concerned over the possible closure of Kenwyn Old Peoples Home at Ashburton and the implications this would have for the surrounding communities. As Kenwyn was one of the last large homes of its kind in the district. Closure would not only affect Ashburton but everyone else who had elderly relatives who might require looking after in the future. He advised that individual councillors write to Devon County Council Social Services and protest about any attempt at closure, and also thought the Parish Council should send a letter voicing their concerns. It was agreed to bring this forward to the next Planning Meeting to discuss. Mr.Barker was also concerned at proposals to cut the County library budget. He thought this was an incorrect thing to do especially as the County had decided to increase allowances to County Councillors. The mobile library service may also be rescheduled and the School Transport service increased to cover free transport to 8 to 11 year olds, which was not a statutory requirement Mr. Christopher reported on the current state of the Trago Mills garden centre planning application, which had been called in and was being dealt with by Bristol. He also reported that he was now Chairman of the working party on the Air Fusion event. He also advised that the Community Initiative Team, would be visiting the Parish on the coming Thursday and would meet at Liverton Village Hall, when people could attend and give their views on anything to do with the Parish/
05/160 Public Forum
Mr.Bardell voiced his concern over the dearth of money for the upkeep of country lanes and that there was no money available for environmental issues, Mr.Barker said he would obtain a copy of the Grass cutting plan for the Council. Mr.Gibson said he had telephoned the Dartmoor National Park to report the cutting down of oak trees at the Ilsington Hotel and was told that permission to cut down trees was not required unless they were covered by a preservation order. He said he was also concerned at the large amount of builders rubble being deposited on a field behind the hotel. Mr. Retallick said he would make enquiries.
