05/04 To report matters arising from the minutes

The clerk has written to TDC and requested accident statistics on Drumbridges since the single line markings were put down. – Awaiting a response.
DNPA have been asked to provide a replacement tree at the Methodist Church in Ilsington.
05/05 Urgent business brought forward by the
Chairman.
Risk Assessment – Mr Foster has now prepared the assessment, a copy will be circulated to all councillors to discuss at next months meeting.
Lengthsman – Is in the parish this week to attend to small jobs and Mr Gibson asked for the drains to be cleared at Trumpeter and Mr Bardell reported a tree at Dry bridge, Louston needs cutting up and taking away.

To receive reports from District, County Councillors and Police Officer.
Mr Barker reported on the situation with bus services and surveys which are being carried
out. Mr Barker has been involved with a committee looking at the Meals on Wheels
service and is keen to continue this service, however it has been discussed providing
frozen meals rather than fresh and this may mean jobs from local people could be lost, as
well as regular contact for the elderly.
Mr Christophers reported no change in the budget for the next financial year. He has
spoken to Mr Jones at Blackpool with regard to the community hall and its use, however
he is meeting with him again soon and will report at the next meeting. Mr Christophers
left grant forms with the clerk to complete for the Little Meadow project.
Mrs Smith asked Mr Barker about the X30 bus service and he fully explained the
situation and his hopes to extend another service to cover Liverton and Ilsington. He has
requested a survey to include all the residents in the parish.
05/07 PUBLIC FORUM
Mrs Windsor asked if her letter had been received by the chairman he confirmed it had.
Mr Bardell suggested that the new recycling scheme seems to take longer for less recycling. Mr Barker explained how the system worked and assured the meeting that in fact, recycling in Devon has increased as 50% of the old recycle bin system was not recycled. Soon more of plastic containers will be recycled.
Mr Lowe (LVH secretary) has sent a letter to the PC with regard to providing a chairman at their next meeting. A full discussion followed and the matter would be discussed further later in the meeting.
Mrs Cooper representing Liverton Pre School wished to register her support for a play area within the village hall grounds.
The bus shelter at Liverton has been left dirty again. The shelter at Exeter cross has been damaged again.

Report and discussion about the Parish Allotments in Liverton
The allotment committee met at the allotments in November, they decided that several plots had been badly neglected and therefore the tenancy agreements would not be renewed for 4 plots.
It was also decided to split two large plots giving a total of 16 plots now.
The plots that have been neglected need major work to them before they could be offered to a new tenant which means a mini digger going in to take off the top layer of weed.
There is a desperate need for water in the field and the allotment holders have tried to obtain grants to supply water. Mr Callard has written to the clerk and enclosed a quote to bring water to a neighbouring field; the allotment holders are keen to dig out trenches to run water pipes to the field and also would agree to a rise in rent. The council discussed the problem at length and decided to go ahead with getting water into the field.
The landlords must also be notified, and a request will be made to them to assist with the cost of the installation.

Guidance to all Parish Councillors on letter writing.
If a parish councillor is writing a letter with relation to parish council business or matters that have been discussed within a meeting, this must not be done on headed note paper, or paper made to look like official parish council note paper.
The writer must make it quite clear the letter is a personal opinion and not the wishes of the parish council.
Mr Gibson brought the councils attention a letter that had been written by one of the councillors Mrs Smith suggested the council in question should be made aware that the wrong impression was given to the parishioner by the letter and all councillors present agreed.

Liverton Village Hall – the committee and proposed play area.
The committee have now decided that they do not want a toddler play area within the boundary of the village hall, after a meeting which Mrs Smith chaired. Mrs Smith explained further the issues which were raised at that meeting and the difficulties that had risen. Mr Barker suggested that the Deed of Trust should be studied to ascertain the Parish Councils role with the village hall committee.
After consulting the Deed of Trust document Mr Barker confirmed that the Parish Council was only a custodial trustee and the management committee had total control of decision making, including finding their own committee. Therefore as at the last meeting the committee made it clear they did not want toddler play equipment within the grounds of the hall the Parish Council will no longer pursue it.
Also it was agreed the Parish Council should hold the original Deed of Trust document which Mr Lowe would arrange to give to the clerk as soon as possible.
The meeting then discussed the existing play area in Ley Crescent and Mrs Windsor had not expressed any objection to a toddler area going into that site, she had contacted TDC who had informed her that that site was assigned as a play area site even if the Parish Council was to remove the equipment, however it is highly unlikely that TDC would place new equipment there.

Little Meadow – progress report.
Contractors have been approached to commence work at Little Meadow as soon as the weather is right. The materials for the fencing have been ordered and the fencing contractor estimate to start work in February.
The clerk has informed TDC about the need for a hardcore track into the field from the road and is still awaiting confirmation of this, however it should not be a problem.

05/13 Parish Plan – update and progress report
No report was given.
05/14 To receive reports from Parish Councillors
on outside bodies.
Mr Gibson is attending an Ilsington Village Hall committee meeting tomorrow night where plans will be discussed to extend the hall and he asked if the council agreed to suggest to that committee that a larger extension to include storage and an area for emergency community use for a store or Post Office. The councillors agreed this would be a good idea.
Mr Mansfield has received a suggestion from a parishioner that the bus shelters should be opened up to discourage vandalism. Mr Mansfield could make extra windows in the wooden shelters. The clerk will investigate a window being put into the brick shelter at Liverton and its cost.
Mr Bardell reported the Simms Hill Rally had made £710 from selling teas this money will be divided between the church organ fund and IVH.
Mrs Smith had attended a PCC meeting and they wish to assure the parish that the running of the church will remain the same and the church will not close. Mrs Page has taken over pastoral care, with help from the church wardens.

Mr Bardell had noticed the Paintball site near Trago Mills had grown including additional tracks and clearings, it was suggested the clerk should contact TDC and ask if additional planning permission had been given on this site.
Mr Gibson informed the meeting that he had spoken to the Chairman of the
Ilsington Village Hall Committee with regard to the proposed extension to the
hall and the possibility of it being increased to accommodate a site for a
village shop/PO if the need ever arose.
It was decided that an informal meeting should taken place with a DNP
planning officer.
Liverton Village Hall has now received plans for a disabled toilet and the committee are in the process of getting quotes. There were approx 19 people at the last meeting of the committee and it is hoped that procedures will be met according to the deed of trust in the future.
