04/06 Report from
District Councillors.
Mr Christophers reported the district council were debating tax on second homes and it was suggested it should be spent on community wardens which Mr Christophers was not in favour of. This system has been trailed in Teignmouth and is very much something for the urban community rather than the rural. He would prefer to see a reduction on the council tax bill.
Mr Christophers has attended County Hall recently to discuss boundary changes which would affect the Haytor ward and removing it from TDC. Mr Christophers is opposed to this and Mr Gibson indicated that Ilsington Parish Council would be as well.
Mr Christophers noted from the last minutes that the councillors were prepared to put off a planting scheme at Shapely Way however Mr Christophers felt it imperative that planting should continue as soon as possible, there followed an lengthy and difficult discussion between Mr Christophers and Mr Page who was in favour of holding off the planting until a site could be found for the children to play. Eventually the council decided the planting should be put on hold if at all possible and Mr Page would talk to Liverton Football Club to seek a temporary solution.
Mr Retallick asked PC Harman if he could advise the council on the current situation at Shapely Way At present there is little activity there possibly because of the dark nights however PC Harman regularly patrols the area and has spoken to a number of young people there and they are in no doubt that should criminal damage be committed the culprits would be dealt with as appropriate.
Mr Retallick thanked the PC for his comment s and suggested that if the planting could be put on hold for a month while solutions are found this might be the best course to take.
PC Harman has looked into the possibility of using Liverton Village Hall on Friday evenings for the youngsters and is still making enquiries about the possibility of doing this. Mr Gibson thanked PC Harman on behalf of the Parish Council.
04/07 PUBLIC FORUM
A resident from Liverton challenged Mr Page over several of his comments and Mr Page responded with an invitation to meet with all parties to discuss the ongoing problem at Shapely Way.
Mr Oldham requested a copy of the map that he and Councillor Squire made with regard to hedge trimming. He also enquired when and if litter was picked up which the clerk will enquire about at DCC.
He asked if a surplus notice board could be sited at the lower end of Benedicts Road.
A Liverton resident asked if and when the weeding would take place of the planting on the Green at Shapely Way. Mr Christophers explained the planting was done voluntary by himself and Mr Oldham however the new proposed planting would become part of a contract under TDC.
Mr Carrett pointed out that on the planning application of the proposed service station at Liverton the main road had been named Liverton Road which he pointed out was incorrect and asked that if it was going to be given a name is should be ‘Turnpike Road’.
He also pointed out that Exeter Cross has not got a name plate; the clerk will investigate both points.
Mr Bardell reported he had been asked about the gates at Ilsington Village Hall being locked during the mornings and the bottle banks were inaccessible. The clerk pointed out that the number for the locks are on the gates and the gates needed to be locked during the morning while the Pre School used the hall. There has been a request for a paper bank.
A grit bin is still needed on Knapmore Hill and grit bags are needed at Knapmore hill and Trumpeter.
Mr Squire pointed out that Newton Abbot Market may be closed and asked for the council to write and support the market and ask for it to remain open as it is an important part of the community and town.

Mr Retallick reported that a number of councillors met with the governors from Ilsington School to discuss the need for a safe playing field and as yet this is still being looked into.
Mr Bardell had attended a leader+ meeting, they are still looking for schemes to help in relation to young people and transport, small schemes which they may be able to fund 2/3 of the project.
04/10 Review the applications for Rural Aid Grant
An application has been received from Liverton Football club. The clerk suggested that after speaking to Mr Beer of Rural Aid this application should be put for the small grant of £500 and perhaps Liverton Village Hall could get an application in for the boundary wall. The council agreed this was the best course of action.

Revision of procedures regarding
