ILSINGTON PARISH COUNCIL MEETING

Also in attendance: 7 members of the public and children Mrs C Retallick clerk to the council.  Chairman welcomed everyone to the meeting

 

09/14  To accept apologies for absence

09/15  Declaration of interest in items on the agenda

Councillors Retallick and Gibson signed in relation to IUC.

 

09/16  To confirm the minutes of the last meeting 27th of January 2008

Signed as a true record of that meeting.

 

09/17  To report matters arising from the minutes not on the agenda.

Mr Gibson inspected the seat which has been there since 1973, it need stripping and re-varnishing.  The clerk will ask a local contractor to look at this.

The conservation area meeting has been planned for 10th of March from 3 –7pm.

 

09/18  Children’s Forum - Including reviewing the plan’s for the play area at Ilsington Playing Field.

The chairman welcomed the children and parents present and asked for comments about the plans that have been presented, and asked for comments and if there were any additional requests for other items.

A letter had been received prior to the meeting which the chairman read out from Sam Butler requesting a skate park for skateboards or bikes.  There was also a request for a basketball net.

Will Arnold was able to highlight skateboard equipment in a brochure that the children would like to have.

It was noted that there is a netball hoop in the tennis court and the Clerk will check if the tennis court is a public area for access for anyone.

Will also informed the meeting that Ipplepen parish council have built a skate park which is very good. 

Other ideas the children would like to see are climbing frames, parents bench and outdoor gym equipment for adults.

The chairman suggests that a group of councillors and children should visit other play area to investigate the equipment and layouts and draw together some ideas.  Mr Blackhurst volunteered to lead this; he and the clerk will arrange visits and investigate prices.

 

09/19  PUBLIC FORUM

There is and advertisement on the entrance to Gorse Blossom for an entertainments licence the close neighbours are concerned on the effect it will have.  The times of use have not been identified and responses are invited by the 8th of March,  the clerk will contact TDC to make more inquires.

Mrs Smith asked is the PCSO could monitor speed on the roads of 30 mph limits during 8-9 or 3-4, the clerk will contact her. 

Mr Squire reported the hole in hedge between Trumpeter and Middlecot is blocked and there is a permanent puddle, the buddle hole needs to be dug out.

 

09/20  Ilsington Village Hall Committee – quotes for Post Office requirements

The Chairman invited Mr Parkinson (Chairman of Ilsington Village Hall Committee) to describe the sketch plan and he explained the needs and requirement of the Post Office to continue to serve this village.  He has received 3 quotes and the quote presented is the lowest of those.

Several questions were asked and answered.

If these changes are made the PO will supply the technical equipment needed.  Initially this would be temporary measure but hopefully this service will continue after 12 months.

The chairman asked for assurance that if this is authorised the post office will stay and continue its service.  The committee were able to assure the meeting

Mr Gibson proposed that we accept the proposal to give the grant to keep the service.

Mr Retallick confirmed that planning permission would be required if the post office remained within the village hall. 

Mr Parkinson explained that he would be going to the twinning meeting tomorrow evening to ask for a donation. 

The Chairman asked the councillors for support for Mr Gibson’s proposal - All supported this project and proposal.

 

09/21  Business brought forward by the Chairman.

A date for allotment inspection was arranged for 3rd of March at 2pm

Liverton Village Hall management committee have contacted the clerk to inform the parish council that they have plans to revamp kitchen and asked for it to be considered as an item for next month’s agenda.  Invite the committee to present there case.

 

09/22  To receive reports from District, County Councillors and Police Officer.

Mr Blackhurst reported that crime reduction is on target for 6%.

 

 

 

 

09/23  Appointment trustee to Ilsington United Charities     

A nomination has been received for Mr Rob Wills to become a trustee on the above charity and he authorises that he should be considered.  Mr Blackhurst proposed we accept the nomination and Mr Westaway seconded.     

 

09/24  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

None to consider this evening.

 

Grant of Planning Consent

Hartford Farm, Liverton - Conversion of barn to form dwelling including extension to existing lean-to.

 

09/25  To receive reports from Parish Councillors on outside bodies.

Mr Squire reported the Twinning meeting tomorrow night, two other villages have been identified for possible twinning and the meeting will decide whether they wish to consider this.

Harold Michelmore and CO Solicitors – Acquisition of the Ilsington Parish Council Car Park Messrs Retallick and Noon agreed to sign these papers.
