08/14  To accept apologies for absence

Have been received from Mr Barker and Mr Mansfield absences authorised.

 

08/15  Declaration of interest in items on the agenda

Messrs Gibson and Retallick signed with reference to IUC and IVH.

 

08/16  To confirm the minutes of the last meeting 22nd January 2008

Signed as a true record of that meeting.

 

08/17  To report matters arising from the minutes not on the agenda.

The Lengths man has been in the parish working over the last few weeks, he explained the difficulties he has had clearing the roads of slit before they are filled again at this time of year.  He has 7 days a year allotted to this parish and does as much as possible in this time.

The trees have started to be cleared along new town hill, Ilsington

Mrs Smith has received more complaints about the bad road surfacing at Liverton and agreed to mark it on the parish map for the attention of highways.

 

08/18  Urgent business brought forward by the Chairman.

None

 

08/19  To receive reports from District, County Councillors and Police Officer.

Crime figures are generally going down, there still seems to be thief problems in the Haytor car parks and the DNPA are working together with the police highlighting these problems to motorist and issuing flyers in the car parks.

 

08/20  PUBLIC FORUM

Mr Bardell reported a hedge along Louston road that requires trimming and he will give the owners details to the clerk for a letter to be written expressing our concerns.  Mr Retallick noted that if the overgrown hedge causes highway issues it overrides any environmental issues.

Mr Squire reported a large lorry caused damage to the hedges and walls today on a delivery obviously following his sat nav.  Mr Squire asked if restriction width/weight sign could be put up stop this situation happening again.  The discussion continued and suggested signs should be at several places within the parish.  It was decided to seek advice from DCC highways.

Mrs Smith reported the pavement from Benedict garage and Blackpool school was becoming impassable because the hedge has grown onto the path through years of  inadequate trimming and asked if this could be improved. 

Mr Retallick noted that at time the parents cars are parked in the restricted areas, Mr Noon reported the school are constantly trying to remind the parents to park considerately and have asked police to monitor the situation.

 

08/21  Conservation area in Ilsington

Mrs Smith asked to defer this and discuss at the next planning meeting.  Mr Retallick informed the meeting that this is the first step consulting the Parish Council after which an open day will be set up in the village hall for all parishioners to make comments.  Then all the comments will be taken into consideration before making the final decisions.

 

08/22  Report on the current status of the Housing Needs Survey

The clerk informed the meeting that the surveys were now complete and copies had been circulated.  The sets for distribution would be ready for collection on Thursday the 6th of March from Chudleigh Town Hall.  Mr Bardell offered to help organize the papers with the clerk ready for the councillors to collect them for distribution throughout the parish on Saturaday 8th of March from the playing field Car Park at 10am.

 

08/23  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

1.      Ingsdon Quarry, Knighton Cross – storage building revised scheme.  No objection

2.      Quince Cottage, Bagtor – proposed extend existing passage room to form single storey garden room to front of house.  No objection.

3.      Braodleas Camping and Training Centre – all weather sports pitch.  No objection

4.      Hartford Farm, Liverton  - Conversion of barn to form a dwelling.  No objection

5.      Fairwinds, Exeter Cross, Liverton – alterations to approved hipped roof to form gable end with additional roof space. No objection

 

08/24  To receive reports from Parish Councillors on outside bodies.

Mr Squire informed the meeting that St Margrette Delle will be electing a new mayor at the end of March and then hopefully there will be more news after that.

Mr Miners reported on the TALC meeting and the information given by an officer from the budgeting office. Also at that meeting speed limits in villages were discussed and results from hidden camera actually reported that motorists were staying within the speed limits.

Mr Gibson reported the signs at the playing field have been removed.  Mr Retallick informed the meeting that the village hall planning application was successful information center at Haytor was on schedule and will be opened around  April/May, with the millennium bench in place.  Also informed the meeting why the top car park is being improved for formal parking.

1.                  To consider planning applications received from Teignbridge District Council and Dartmoor National Park Authority up to the 12th of February 2008.

 

2.                  PUBLIC FORUM

This is the opportunity for members of the public and applicants to address the Parish council on planning matters only.

 (Applicants may speak up to 3minutes on behalf of there own application)

Mr Gibson reported to the meeting that an article in the Mid Devon Advertiser

had misrepresented the application for Ilsington Village Hall the article suggested the planning officer for DNPA gave information which was incorrect and the meeting agreed that a letter should be sent to the Parke point out these inaccuracies. 

3.                  a )  Proposed extension to the existing garage and provision of link extension between house and garage to provide a granny annex at Rock Cottage, South Knighton.  No objection

b)      Proposed Revision of permission ref 0046/04 to provide additional office space and ancillary accommodation at Moor Lea, Haytor.  No objection

c)      Proposed Construction of conservatory at Woodlands, Sigford.  No objection

d)      Proposed conservation of existing garage to administrative building with extension to provide meeting room, plus erection of timber storage shed at Blackpool School, Liverton.  No objection

e)      Proposed tennis court at Gorse Blossom Farm, Staplehill Road.  No objection

 

Haytor Top Car Park – improvement to surface  and landscaping information and comments welcomed however this is not a planning application.  No objection

 

Grant of Conditional Planning Permission

·        Proposal Certificate of Lawfulness for proposed utility room

·        5 Halford Cottages, Liverton – single storey detached garden room.

·        Removal of lower limb from Oak Tree at Dawn Coppice, Chapel Lane, Liverton.

·        Repairs & restoration of existing agricultural barn and change of use to farm walk meeting room at Bagtor Barton, Ilsington

·        Extension to provide additional room for hall users, construct exit/fire escape at rear of building and create area under hall for storage of equipment at Ilsington Village Hall.

 

Urgent Business

The clerk had received several messages on the answer phone and an email with regard to notices in the playing field for No Dogs.  There followed a full discussing which included recommendations from the council solicitors and the Dog Warden.  The Councillors agreed to request the signs are taken down.  Speak to TDC for further advice.  Seek further information to access the size of the dog fouling problem at the playing field.  Release an article in the parish magazine that this council takes this problem very seriously and would be monitoring the area regularly and include the emergency environmental hotline telephone number.
