07/13            Apologies

Mr Pepperell is on annual leave and his absences was authorised.

 

07/14  Declaration of interest in items on the agenda

Messrs Retallick and Gibson signed in relation to Ilsington United Charities. Messrs Gibson and Mansfield signed with regard to another item on the agenda.

 

07/15  To confirm the minutes of the last meeting 23rd January 2007

These were signed as a true record of that meeting.

 

07/16  To report matters arising from the minutes not on the agenda.

The pot holes have all reported to highways for action.  The fallen trees have been reported to DNPA.

The owner of the hedge between the cottages and Uppalong still needs to be informed of its need to be trimmed.

 

07/17 Urgent business brought forward by the Chairman.

07/18  To receive reports from District, County Councillors and Police Officer.

Mr Christophers informed the meeting that the Teignbridge budget has been set in line with inflation.  The Local development framework, the northern option under pressure and will probably not deliverable because of difficulty in getting land, as there are issues with drainage on this particular land.  Watch press for alternative site.  Mrs Smith asked if this would affect this parish.  Mr Barker advised that as the local plan had been abandoned the information of land bank was lost therefore there is a high probability that land in the parish may be identified for low cost housing.  TDC is meeting its housing need on appeals at the moment.  The site at Mile End would probably be allowed, and in the next meeting there are two sites not meeting the 50% affordable housing policy that officers are recommending approval.

Reporting back on the Trago Mills entrance enquiry Mr Christophers understands the entrance is only being used for construction vehicles while building is in progress.  Mr Retallick reminded the council of similar promises in the past that have not happened and advised this should be monitored regularly as landscaping of the area has already commenced.  Mr Christophers offered to send an enforcement officer out. 

Mr Westaway reported that developers are looking at Cold East for development. 

 

Mr Barker reported that DCC has not kept council tax down and it has increased, there has been a cut in the  road maintenance budget yet again and it is lower than last years the reorganization  of local services offices have not shown any savings.

Health primary care trust has been scrutinized and say they will restore service that have been reduced once they have proved saving have been made.

Mr Bardell asked about legal redress for damage to vehicle because of poor repairs of the roads - over grown hedges on county highways if caused a lot of damage if this is so damaged have been paid out for this but not for light scratches on vehicles. 

Mr Westaway has reported several deep pot holes but only a couple has been filled.   Mr Foster reported 27 holes in Green Lane and 24 were filled the day after.  The measurements for a pot hole that requires urgent attention is 300mm x 400mm. 

Mr Barker informed the meeting that he was spending time with the area manager and will highlight these problems to him. A discussion followed how green lanes are decided, and DCC have an obligation to let us know it roads are being down graded.

Mr Retallick asked about care homes and how there budgets are decided.  

 

07/19   PUBLIC FORUM

There was a discussion with reference to recent events in the village because of Judge Cottell’s decision.  Mrs Smith suggested this should be discussed further later in the meeting.  However thanks were offered to Richard Younger Ross for addressing this difficult issue. 

A complaint has been aired that rubbish would not be taken away from church yard, such as wreaths, it was agreed that the PCC need to address this complaint via TDC refuge department.

Mrs Smith noted that the café at the paint ball site open again. Mr Christophers will look into this.

 

07/20  Parish Emergency Plan – Discussion

Mr Foster reported that there is no requirement to provide a plan, however he gave examples of help if outside agencies could not get to this parish.  The model plan suggests way of which parishes could help themselves and the document give guidance.

i.e. - lists of who has equipment and skills to deal with emergencies.

Mr Foster agreed to look into this further and Mr Christophers suggested TDC could offer guidance.  Mr Barker confirmed that DCC has ultimate responsibility in an emergencies situations filtering down through TDC and then to the Parishes.  Bickington already have a plan and it was suggested that Mr Foster could liaise with them.  Mr Foster will report back at a later date.

 

07/21  Rural Aid Applications

Councillors agreed to support the Ley Crescent refurbishment of the play area.

 

07/22  Housing Survey – Discussion

This has been arranged for next months meeting.

 

07/23  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

1.      21 Benedicts Road, Liverton – Loft conversion.  No Objection

2.      Bovey Forest House, Liverton – Demolition of existing dwelling; construction of replacement dwelling; repositioning and improvement of access.  No Objection

3.      Proposed siting of two caravans to accommodate seasonal workers from 1 April to 30 September each year at Corymbria, Knapmore hill, Lounston, Liverton.  Mr Retallick has spoken to enforcement officer with reference to the present caravan being removed after the house being built - but it is still present.  If the caravans will remain there permanently, there would be increased traffic on the lanes.  There are building still there which should have been removed from prior applications the councillors agree that should these caravans be allowed the must be removed in September.

4.      Gorse Blossom Miniature Railway Park, Staplehill Road – Change of use from miniature railway park to holiday let accommodation with yurts and facilities

No objection however there must be a time limit for the usage of the facilities throughout the year i.e. March to October.

5.      Conservatory at rear and reposition door and porch to side at Willowbrook, 4 Trumpeter Cottages, Ilsington declaration from IM, and PG.  No objection

6.      Land at the West of Newton Road and opposite Dragoon Close, Heathfield – Change of use for forestry land to quarters for traveling show people.

Objection – Sites on the industrial estate should be used first.  IPC support Bovey Tracey town council worry over highway issues.

Grant of Conditional Planning Permission

1        5 Flowers  Meadow, Liverton – rear single storey bedroom, dining room and bathroom extension

2        Lemon Cottage, 1 Pinchaford Cottages, Haytor – Extension and alterations

3        Liverton United Football Club – Erection of covered stand for supporters

Refusal of Planning Permission

·            Conversion of existing garage to form studio and replacement of stable with double garage, at Ashcombe, Haytor.

 

Letter of objection received for application Change of use from storage building to residential (holiday accommodation) The Laurels, Sigford.

Amended drawings showing full front elevations for Nether Glebe, Ilsington

Notification of Appeal for Land at Pitts Plantation – Erection of a trunk road service area etc...  Mrs Retallick will ensure this parishes comments to the application are included Mr Barker suggested we continue to ask for the cycle path to be taken off Drumbridges as a priority, and our worries about congestion and using exits for Liverton are clear.

 

07/24  To receive reports from Parish Councillors on outside bodies.

Mr Retallick reported that the DNPA local development framework still going ahead and park management plan will soon be issuing a draft for comments.  Heads of departments have changed as well as some responsibilities.  In September Nick Atkinson will be retiring.   He also reported and at the end of the months the commoner’s will be swaling.

Mrs Smith reported that the Liverton village hall committee is despondent and disheartened as they need new committee members, the hall however is being well used. Councillors agreed that we should not take on responsibility for the hall. Mrs Smith will give this indication at the next meeting and if there is not a committee the hall unfortunately would have to close.

Comments re: Mr Fosters item in public forum.  Mrs Smith suggests that the bodies involved dealt with the situation satisfactory.  A full discussion followed, all agreed to thank Mr Younger Ross.
