05/19  Declaration of interest in items on the agenda

Mr Gibson and Mr Retallick signed the book with reference to Ilsington United Charities, and Mr Gibson for IPFARA and  IVH.  Mr Squire for a planning application

 

05/20  To confirm the minutes of the last meeting 25th January 2005

The minutes were signed as a true record.

 

05/21  To report matters arising from the minutes not on the agenda.

The accident statistics on Drumbridges since the single line markings were made have and show that  before Devon County Council introduced any safety improvement measures on Drumbridges roundabout and the A382 / C454 roads the accident figures were;

Accidents on roundabout    4.5 collisions per year

Accidents on County approach roads   5.5 collisions per year

Measures that have been introduced since, cycle lanes on the roundabout (resulting in single lanes for circulating traffic), hatch road markings on the roundabout, lane destination on A382 approach roads and the narrowing of the Liverton approach to a single carriageway.

Accident rates have been reducing since the introduction of the measures and the current figures are;

Accidents on roundabout    1.75 collisions per year

Accidents on DCC approach roads   4.09 collisions per year

You will note that there has been an approximate reduction of 62% in accident rates on the roundabout and 26% on the County approach roads.

 

The Lengthsman has attended to the requests made at the last meeting and attended to many other jobs that included clearing of buddle holes.

 

Over recent weeks a councilor has repaired the bus shelter at Exeter Cross only for it to be vandalized again within 2 days, however more repairs have been carried out and at the moment it is in good repair.

 

The clerk has now received the deed of trust from Liverton Village Hall and Ilsington which will be held for future reference.

 

Little Meadow - At the last meeting Mr Christophers gave the clerk a grant application form for funds for the fencing etc at Little Meadow.  On further enquires there is a delay in being able apply for this money, the board of trustees only meet every three months and the next meeting is in May, however it is quite possible this project would receive a good grant, along with a rural aid grant for match funding.  This means though that the project would be delayed.   The council discussed this and Mr Retallick suggested we go ahead and apply for the grants as there is so much money involved.  We need to approach the fencing contractors to ask for a delay in settling the final bill.  The clerk will continue to fill the grant forms and an explanation will go into the parish magazine.

 

No further action has been taken yet with regard to making windows in the bus shelters.  Mr Bardell looked at the bus shelter in Liverton and assessed it would need a lintels if a window is to be put into it.  It has been noted that a bin has been put there and a promise of it being emptied by a local resident.  Mr Retallick suggested we maintain the bus shelters in a hope we will get a bus service back.  Mr Bardell reported about the bus shelter at Exeter Cross being vandalized and a local resident has expressed an interest and will inform the police if they see it being damaged.

 

05/22  Urgent business brought forward by the Chairman.

Today a temporary closure notice has been received with regard to Haytor Post Office.  We discussed the drop in hours of post office service in recent meetings.  Colin Pound the rural P O  advisor will attend our March meeting, however in the meantime the hours of service at Ilsington are only 11 ½ .

Mr Gibson explained that originally it was agreed that the hours from Haytor would come to Ilsington however this is not happening.  It was agreed that the revised PO opening hours should be advertised within the parish magazine.

Mr Retallick informed the meeting that the DNP planning officer is willing to come to the village hall and discuss an extension which could include facilities for a shop and a PO. The clerk and Chairman will arrange a meeting.

 

05/23  To receive reports from District, County Councillors and Police Officer.

Mr Barker discussed the meals on wheels service at the last meeting as it was suggested

the service would change, this will not now happen.  The budget increase of 3.5% lowest

for the last 5 years.  The bushes and hedges at Rams Horn Down need cutting, which

Mr Barker will follow that up, as well as the dumped car. 

 

05/24  PUBLIC FORUM

Mrs Windsor – reported youths have been meeting in the bus shelter at Liverton, she has asked them to clear up after themselves which they agreed to do if a bin was provided.  They have now placed their own bin there and are tiding up; therefore she asked if the parish council could provide a more conventional bin.

The lorry parked in Liverton outside Telegraph View is causing an obstruction as the road is narrow and the visibility is not good.  This should be brought to the attention of the police.

The barn conversion in Ilsington along Honeywell Lane has a pipe that continually gives out steam onto the highways and this should be reported to DNP as a planning issue.

Mr Gibson reported at the small copse, Lewthorn, there is a tree falling over the road.  The owners name and address were provided and the clerk will contact him to ask for it to be felled.

Mr Bardell asked if the Police Non Emergency contact number be put into the parish magazine and that is  08452 777444.

The hedge between Hillside Cottage and Liverton Farm needs cutting back, and the owners should be contacted. 

Mrs Smith asked about any outcome from the complaint at The Birches, Liverton the clerk confirmed that a letter has been received confirming receipt but no other action yet.

 

05/25   Report and update about the Parish Allotments in Liverton

A new gate has been fitted at the allotment field, and the clerk is in the process of getting a replacement lock and new keys.  The plots have been split as discussed in the previous meeting and there are five new tenants ready to get started.  The long plots have been split into three and there are now 19 plots.  The Chairman has been in with a digger and tidied the plots, and a water pipe has been laid.  The rent has been increased to £10 per annum per plot.

 

05/26  Discuss Ilsington Parish Council Risk Assessment

The assessment was reviewed and it was agreed that the finding for the village halls and

the playing field should be shown to the respected committees for any comments.  The

highways issues should be added to the Community travel plan and the updated version

be sent to DCC.  It was agreed that this should be discussed at the next meeting.

Thanks were offered to Mr Foster for preparing the assessment.

 

05/27  Ley Crescent Play Area.

The councillors discussed the area, and agreed a review of the use of the area should be

made.  Messrs Westaway and Bardell will carry out an inspection of the area and report

back at the next meeting.  From this report the area will either be reinstated or closed.  Mr

Retallick suggested that IPC should forget the idea of the a play area within the Liverton

Village Hall grounds and the councilor present agreed. 

 

05/28  To consider the planning applications received from Teignbridge District

            Council and Dartmoor National Park Authority

1.      Gorse Blossom Farm Old Hill

Conversion of redundant barns and cottage to three dwellings and three garages.

            The councillors requested a site meeting to consider if the barns are worthy of conversion.  Messrs Westaway, Squire and Bardell, will attend and the other councillors agree to abide             with the decision of these councillors.

2.      Re-instatement of track at Birchanger Wood at Smith’s wood cottage, Sigford.

Part re-instalment of existing track plus extension to form new track to proposed ford of River Lemon for vehicle access to Birchanger wood.

No Objection

3.      Woodlands, Sigford

Utility room and detached garage.  No objection

Grant of Conditional Planning Permission

1.                  Portland Villa, Ilsington – Green house

2.                  Land at Lower Lounston, Bickington – building for sheep and agricultural implements.

3.                  The Laurels, Sigford – Pitched roof storage building on site of previous goat pens.

4.                  Rora House, Halford – Provision of hard standing for the storage of caravans

 

05/29  Parish Plan – update and progress report

None given.

 

05/30  To receive reports from Parish Councillors on outside bodies.

Mrs Smith reported that LVH has received plans for the disabled toilet and are gathering quotes.

Mr Gibson met with IVH Chairman with regard to the proposed extension and informed the meeting of the intention of making an extra fire exit from the hall

Mr Bardell reported from the TALC meeting where they received information about a new administration system

Mr Squire reported 48 people are going to France at Easter.
