and road cleaning are done in Ilsington every Thursday manually for:
Main Road, Old Town Hill, School
Road, Simms Hill and the Recycling area at Village Hall. Liverton manual cleaning is done every week
at Ley Close, Ley Crescent, and the recycling area at village hall. Liverton Mechanical cleaning was last done
on the 19th February at Beanhay Close, Beaumont close, Benedicts
Close and Road, Benlears Acre, Bickfords Green, Divett Drive, Flowers Meadow,
Kittersley Drive, Leat Meadow, Monroe Mead, Oakley Park, Old A38, Pomroy Place,
Rowell Mead, Shapley Way, Summerhill Close, Crescent and Road, Taylors Newtake.
Have requested grit bins again for Knapmore Hill and Trumpeter also enquired if grit bags have been distributed within the parish.
A letter sent requesting that is the old A38 is to be renamed it should be to Turnpike Road. Requests for sign at Exeter Cross and a letter sent registering objection to closure of Newton Abbot Market.
04/18 Urgent business brought forward by the Chairman
Hastoe Homes are arranging an opening ceremony of the home in Ilsington for the 27th April 2004 at approx 12 pm. Food will be served in The Carpenters Arms they have requested a list of people the council may wish to invite and suggested neighbours, other officials TDC Councillor, DCC councillor, it was agreed Mrs Cross should be invited and any others suggestions should be forwarded to the clerk as soon as possible.
Ilsington Playing Field insurance is due shortly and the council gave authorisation for a cheque to be issued to pay this when it has been received.
04/19 Suggested area for community use at Cold
East
Mr Gibson read out a letter received from the trustees of Ilsington United Charities with reference to a small field jointly owned by them in Liverton. It was suggested that providing a number of issued were addressed this field could be used for the community. There followed a lengthy discussion covering various issues, such as fencing, gateway accessing the field, possible planning permission and proposed rent to be offered suggesting that the upper limit of rent to be offered to each land lord should be £50.00, however the councillors all agreed to leave negotiations with Mr Gibson.
04/20 To receive reports from District and County
Councillors and Police Officer.
Mr Christophers was very pleased to hear the news about the above and suggested there may be funds available to assist, he thanked all the people involved for their hard work and talked about the traffic calming ideas for the lane which were discussed some time ago. Mr Christophers then reported that after the previous meeting when it was suggested the planting at Shapely Way should be put on hold, he had pointed out that the planting would have been done immediately after the June 2003 council meeting as if it was the season for it and the council had given their consent then. As this field has been highlighted the planting should now go ahead.
Mr Christophers has now received reports from the Action group against the proposed Service Station at Liverton.
Mr Barker advised the council that they would need to seek advice about the gateway to the field proposed for the community and suggested the council speak to the highways department.
The proposed Service Station at Liverton – there are highways issued which have been raised, there is now an office in Exeter which is dealing solely with this application as it has become very involved, considering varying issues. Another site for a service station has been highlighted, however this has not been investigated fully yet.
The council tax has been set for Devon and it was a very difficult time for all. Mr Barker raised several questions about overspend which have not been answered yet!
PC Harman introduced himself to the meeting and was glad to hear about the field in Liverton. He has been on foot patrol recently in Heathfield and will endeavour to do so in Liverton in the near future. He has spoken to several young people and asked the meeting to report any problems to him at Chudleigh Police Station. Finally he introduced the new inspector to the meeting.
Mr Page thanked PC Harman for his comments which were encouraging, he repeated his plea to Mr Christophers not to plant on the green at Shapely Way as he felt it would push the youths off the green and plants would get damaged. Mr Christophers stressed to Mr Page that he must grasp the issue that the elderly and the resident’s lives around this green were being ruined and something needed to be done and it is far better a plant being abused than a person. He reminded the council of their support last June and urged them not to delay any longer. He also offered his full support to the new venture. Mr Retallick fully agreed with Mr Christophers and advised the council that the field would be subject to tenancy agreements which would not happen overnight. A vote was taken by the council and 7 votes were in favour of the planting to go ahead.
04/21 PUBLIC FORUM
Several residents from Liverton offered thanks to the council for approving the planting scheme to go ahead and reported that children are still playing football on the green. One lady asked the PC about approaching the youths and she was advised that the majority of the young people would listen to reason if not provoked. PC Harman has not found any evidence of drug abuse and will continue to patrol the streets as much as possible, he confirmed that he would consider unreasonable behaviour to be smashing bottles, littering and excess noise levels - Another resident suggested that just providing a field for children to kick a ball about would not be enough and Mr Barker commented that facilities should be considered to encourage these young people to this area and there would be help available to provide such things. A lady from Liverton highlighted the need that parents of these young people should be informed about the activities of their children.

on outside bodies.
Mrs J Smith has attended a meeting at South Dartmoor Community College with reference to the adult learning programme and reported to the meeting that the satellite laptop computer programme is now working better and is willing to go out to the communities and were grateful for receiving lists of venues they could possibly visit. The clerk has not received any interest as yet from the advertisement in the parish magazine promoting this service.
Mr Squire reported to the meeting that the Twinning Association was hoping St Margaret Delle would visit soon.
