in attendance: 4 members of the public Mr B Allen and Mrs C Retallick clerk to
the council. Chairman welcomed everyone to the meeting and
explained that the council had attended a photo session at the playing
fields.
09/47 To accept apologies for absence

Messrs Gibson and Retallick signed
with regard to items included for IUC Messrs Blackhurst, Westaway and Squire
signed with regard to planning applications in the agenda.
09/49 To confirm the minutes of the last meeting
24th of March 2009

09/50 To report matters arising from the minutes not
on the agenda.
Rural Aid the clerk had contacted
Ilsington Village Hall committee and the bowling club explained the tight time
schedule, neither were able to send in 3 quotes, there fore the clerk submitted
the grant application for Liverton Village Halls kitchen renovation project.
Mr Retallick reported that he
had attended the rural aid AGM where officers were elected and asked for
extension for time for applications, but it was refused.
09/51 PUBLIC
FORUM
Mr
Bardell had received reports of children climbing on the bus shelter in
Liverton it is understood there is no damage and informed the parishioner to
contact the police.
Fly
tipping has been reported at Ramshorn Down DNPA; Bill Allen confirmed this and
has informed TDC who has agreed to remove it.
Mr
Newton spoke to the meeting about community transport, the ring and ride
service which has been advertised on the parish notice boards.
He
went on to ask if the council had any concerns about highway matters in the
parish in particular speeding or HGVs lost on inappropriate lanes. The councillors discussed incidents when
this has occurred and recently when the A38 was closed due to an accident when
all the traffic was diverted. Mr
Retallick suggested we spoke to our Devon County Councillor before any decisions
are made.
Mr Miners asked if there is a set ruling about portable buildings Mr Retallick reminded the meeting of the guidance from DNPA and explained the difficulties in enforcing planning guidelines on these particular buildings. However he agreed to look at the guidance again.
09/52 Business

Adverts to the council
vacancy have been put up and the cut off date is 8th of May if we do
not have any names put forward we can then co opt.
Mr Retallick reminded the
meeting about the DNPA Saturday Haytor Hoopa.
The bus service which is £2 per trip operating every Saturday starting
on May 23rd.
The planning application for
the 2 barn conversion for social housing in Liverton was approved.
The appeal for the
travellers site was dismissed; however we may see it again as a human rights
issue.
09/53 Conservation Area Update
Road show not very well
attended so letters were distributed to local households and several responses have now been received.
Mr Bardell noted that if
planning laws are adhered to then there should be no need for the conversation
area, however it was suggested that a conservation area may stop any further
developments and help enforce and breaches of planning law which may alter the
look of the village any other responses should be addressed directly to Keith
MacKay at DNPA. Mr Noon asked if there
is a photographic record included in the report, it was confirmed there were a
few photos Mr Retallick would ensure Mr Mackay had knowledge of comments made
this evening.
09/54 Ilsington Play Area - update
Mr N Blackhurst and clerk have meet with several representatives of play equipment companies and it has become apparent that the choice of equipment is in fact limited. The project will be more expensive than that at Liverton. He noted that the skate park is probably too expensive for the equipment. At the moment the children are still looking at equipment in the brochures. The play area and skate park should be two separate areas and we would like to use local builders to help install the equipment this would greatly reduced the overall bill.
All the councillors agreed that this project should continue and reports given regular to the progress made.
09/55 To receive reports from DNPA Ranger, District, County Councillors and Police Officer.
DNPA Ranger Bill Allen
reported on the planned burial of a time capsule just outside the visitor
centre at Haytor. He reported that he
had been working with Ilsington Primary school on art work which will be
included in the capsule.
It is planned that the
capsule will be dug up in 25 years time, which is within the life time of the
children currently working projects that will be placed in it.
Also included in the capsule
will be local artefacts and Simply Flowers from Bovey Tracey have donated a roll
of ribbon on which memorable dates from the area over the last 100 years will
be recorded, Mr Allen asked if the councillors can recall any to notify the
clerk who will pass the information on.
Mr Allen then invited the
councillors to the ceremony to bury the capsule on Tuesday 19th May
at 3pm; the bench that Haytor resident and Parish council bought will be placed
at the centre on the same day.
Mr Allen reported on the
current problems of dog fouling at a field belonging to Hill view Farm,
Liverton which causes deaths in livestock from dieses from dog fesses. He asked if this issues could be kept
current as it is totally unacceptable the discussion continued highlighting the
difficulties of dealing with such a situation as it is on private land, a stronger
worded sign will be considered and the dog warden is already aware and
monitoring the situation. If the councillors receive any details please could
the information be passed directly to the dog warden.
Mr Noon asked about the
recent outbreak of strangles, as notices have been posted to close a bridle
path in Liverton Mr Allen informed the meeting that such notices are not
enforceable however he will take a look at this site. Mr Retallick thanked Mr Allen for attending the meeting.
Mr Blackhurst reported that
the Devon and Cornwall Police budgets are being reduced and needs to save six
million pounds, and needs to lose 196 positions. However there is still a continuing reduction in crime figures. He confirmed that there is not an increase
in crimes linked to agriculture. There
is a planned campaign to encourage people not live on illegal means.

09/56 To
receive reports from Parish Councillors on outside bodies.
Mr Miners could not attend
the TALC meeting but the minutes have been distributed, these meetings are not
very well attended possibility due to the start time.
Mr Bardell attended the site
visit on Monday for the 6 new dwellings at Liverton the committee enquired if
this site was one of the preferred site as highlighted in this councils housing
need site report. The issue of sustainability
was mentioned but it was noted that Trago is within walking distance along with
bus stops. It was suggested that if the
design for the houses was amended it would be more acceptable. The general feeling was in favour of the
development and it was suggested that this council should write to support this
application, as these developments would only be for rental. Mr Retallick reminded the meeting that at
the planning meeting this council objected to this application.
Mr Gibson asked if the
council will write to the Ilsington village hall management committee as the
hall is looking very impressive down to the hard work and redecoration by there
committee.
Mr Retallick attended the Rural
Aid AGM see above.
Mrs Smith sent in a report
from DAPC meeting the clerk read it and will circulate to all councillors for
comment via email to discuss as soon as possible.
